Democratic lawmakers ask NRA for answers over 2015 Moscow trip and alleged Russian ties Politics

The letter, dated Friday, is addressed to NRA CEO Wayne LaPierre and signed by Democratic Reps. Ted Lieu of California, a member of the House Judiciary Committee, and Kathleen Rice of New York, a member of the House Homeland Security Committee.

This isnt the first time the NRA has faced scrutiny from Democratic lawmakers.

Democratic Sen. Ron Wyden of Oregon has to the organization asking about its finances. And earlier this month, Sen. Sheldon Whitehouse and Rep. Jamie Raskin, both Democrats, to the NRA asking for information about donations the group funneled toward the Trump presidential campaign and GOP congressional candidates.

If House Democrats who now hold a majority in the lower chamber of Congress decide to make use of their subpoena power to target the NRA, that could create another headache for the gun rights group.

In response to a request for comment on the letter from Lieu and Rice, William A. Brewer III, who serves as counsel to the NRA, told CNN that the organization "has not yet received the letter," but intends to "respond to all appropriate information requests."

"Although the NRA has not yet received the letter, the Association, naturally, will respond to all appropriate information requests," said Brewer, partner at Brewer, Attorneys Counselors and counsel to the NRA, in a statement. "The NRA is working diligently to supply information in response to several requests for information, and will continue to do so."

Lieu and Rice write in their letter that they have become "increasingly alarmed" by what they describe as "the complex web of relationships between individuals associated with the NRA and highly influential Russian officials" and say that it is "imperative that Congress has a full understanding" of efforts by Russia to influence US elections.

2015 Moscow trip

The letter asks several questions about a 2015 trip to Moscow attended by NRA backers.

The 2015 trip was orchestrated by former NRA president David Keene and Maria Butina, a Russian native who in federal court in December to conspiring to act as a foreign agent. As part of her plea, she admitted to attempting to infiltrate Republican political circles and influence US relations with Russia before and after the 2016 presidential election.

The agenda included events with Alexander Torshin, a Russian government official who was later sanctioned by the US Treasury Department, as well as former Russian Deputy Prime Minister Dmitry Rogozin, who had already been sanctioned by the US government.

Butina worked closely with Keene and his wife to organize the 2015 Moscow trip. Keene used his NRA email address in making the arrangements as did another NRA staffer named Nicholas Perrine, according to emails obtained by CNN.

Among the attendees in 2015 were Keene, Dr. Arnold Goldschlager, an NRA donor; Joe Gregory, a prominent NRA fundraiser; Jim Liberatore, president and CEO of the Outdoor Channel; Sheriff David A. Clarke Jr., who was a prominent Trump surrogate during the campaign; and Pete Brownell, who would later serve as NRA president.

Goldschlager the 2015 Moscow visit as a "people to people mission" in an interview with McClatchy last year and said, "The trip exceeded my expectations by logarithmic levels."

The letter asks, "What expenses did the NRA pay for the December 2015 trip to Moscow?" and "Did any NRA officials communicate with Torshin, Butina, or any other Russia linked individuals about efforts to interfere in and influence the 2016 U.S. presidential election?"

It also asks, "Did the NRA facilitate any meetings or communications between Trump campaign associates and Torshin or any other Russia linked individuals?"

The NRA has attempted to distance itself from the trip. In a statement to CNN earlier this month, Brewer that LaPierre was "personally opposed" to the trip when he found out about the details of the visit.

"When he became aware of the details of the trip, Wayne was personally opposed to it," Brewer told CNN, adding, "In order that the group was not viewed as representing the NRA, Wayne spoke with several people about the excursion. As a result, Mr. Cors agreed not to make the trip. In addition, NRA staff members who were in Israel for a trip that preceded the visit to Russia returned home." Cors was NRA president at the time the trip took place.

But CNN has confirmed that NRA officials appeared to play a significant role in planning the trip.

At least one NRA employee assisted Butina in making travel arrangements for the delegation that would be visiting Moscow. At one point, the NRA employee even asked whether the NRA should be listed as the organization that was footing the bill for some of the NRA affiliated attendees, according to emails obtained by CNN.

The letter references recent news stories on the origins of the 2015 trip, saying, "Recent reporting, however, suggests that the NRA was in fact involved. For example, the emails reviewed by reporters suggest that the NRA covered the travel expenses of some delegates and that NRA employees worked with Butina and other Russian individuals to make travel arrangements."

Lieu and Rice write, "We are disturbed by the lack of transparency the NRA has demonstrated surrounding the December 2015 trip to Moscow."

More questions about NRA finances and Russia

The letter asks questions related to the gun rights groups finances, including, "How much money did the NRA receive from Russia or Russia linked individuals or entities during the 2016 election cycle?"

Lieu and Rice also ask, "Did the NRA use any of that money in their 2016 election campaign contributions?" and "Did any NRA officials discuss money laundering or the funneling of money from Russia to the NRA?"

After facing questions about whether foreign money could have been funneled through the group to boost the Trump campaign, the NRA that it did not use foreign funds for election related purposes, but has acknowledged that it accepts money from foreign donors.

Wyden asked the NRA, which supported Trump during the 2016 election and spent millions of dollars to back his candidacy, in March if it can "categorically state" that "your organizations have never, wittingly or unwittingly, received any contributions from individuals or entities acting as conduits for foreign entities or interests?"

The NRAs secretary and general counsel John Frazer that the NRA takes pains to ensure money from foreign nationals isnt injected into political spending.

"While we do receive some contributions from foreign individuals and entities, those contributions are made directly to the NRA for lawful purposes," Frazer wrote. "Our review of our records has found no foreign donations in connection with a United States election, either directly or through a conduit."

While its not illegal for the NRA to accept contributions from foreign donors, the group would run afoul of the law if that money were used for electioneering purposes. The NRAs political action committee, the NRA Political Victory Fund, is required to report its spending to the Federal Election Commission, but the group houses a number of other accounts that arent bound by such transparency.

20 Years of the World Movement for Democracy - Duration: 2:15.

It's a very lonely struggle if you're an activist in a

difficult country.

You sometimes feel abandoned,

you feel like you have no friends, you can lose hope.

People can, you know, give in to despair.

And by having a network like this, by bringing

people together who are from the front lines, who are

fighting for freedom of democracy,

I think it tells them

that they're not alone and it gives them hope.

Back at the beginning when the NED was founded,

we had a founding statement

called the Statement of Principles and Objectives.

And the last paragraph of that

statement said that we were going to promote

international cooperation.

And what we meant by that was

promoting broader and stronger

networks, stronger coordination,

building networks among

activists and people supporting

democracy based on shared values

and common purpose.

Over the last 13 years,

democracy really has retreated

and yet the World Movement still exists

and it still exists in a strong and vibrant way.

We can look at the way we've

used the World Movement Assemblies with the

Democracy Courage Tributes

to honor some of the heroic

activists around the world.

Starting with the Tiananmen Mothers Network, and then

more recently the Rohingya activists,

the photographers in the Philippines who

are taking pictures of people who have been murdered.

Every awardee is at the center

of the struggle for democracy from the front lines.

Whether it's Rafael Marques from Angola,

whether it's Wai Wai Nu.

All of these people are central

to the struggle for democracy they all have to be recognized.

And the World Movement Assembly

gives us the opportunity to highlight their struggles.

We can not eliminate evil from the world,

there are going to be people that want to concentrate

power, that want to oppress people.

It's very, very difficult and building a democratic

society where people show tolerance,

where there are checks and balances,

where people have rights,

that is extremely difficult.

So it's a long, long term struggle.

And to have something like the World Movement,

which brings together front line

activists from around the world

to sort of be the cutting edge

of a global effort to renew democracy,

that is the most important thing we can do in the period ahead.

In N.C., operative for candidate Mark Harris falsified ballots and tried to obstruct investigation,

State election officials said a political operative for Republican Mark Harris orchestrated a complex scheme to illegally last year, hiding evidence of the plot as it unfolded and obstructing the states investigation after the election.

Those explosive charges opened an evidentiary hearing Monday in Raleigh, where the North Carolina State Board of Elections began hearing witness testimony to decide whether enough ballots were tampered with to taint the outcome of the 9th Congressional District race.

The board has the power to call for a new election or certify the November results. According to unofficial results in the nations last undecided congressional race, Harris leads Democrat Dan McCready by just 905 votes.

The state boards executive director, Kim Strach, told the five member board Monday that Leslie McCrae Dowless, a longtime political operative from Bladen County, paid workers to collect hundreds of absentee ballots from voters, a felony in North Carolina. Dowless and his employees in some cases forged voter signatures and witness signatures and filled out blank or incomplete ballots, Strach said. They operated in both Bladen and Robeson counties, submitting as many as 1,249 ballots overall in the general election.

And they took great lengths to avoid raising red flags with election officials, Strachs first witness, Lisa Britt, said. They mailed no more than nine or 10 ballots at a time, and they made sure to mail them from the post offices nearest the voters homes, even though many of the ballots were signed and witnessed en masse at Dowless office. They took pains to use the same ink for voter and witness signatures, and to ensure stamps were affixed to the ballot envelopes in a way that didnt reveal a pattern, Britt said.

I had placed a stamp upside down on one of the ballot envelopes, Britt testified. Mr. Dowless fussed at me about that. I guess one or two wouldnt have mattered, but if youve got 10 or 15 coming in that way, theyre going to say, Now hey, wait a minute.

Strach did not say that Harris knew of the scheme.

The election has been in limbo since November when evidence first surfaced that Dowless, whom Harris hired to lead his absentee ballot program and other get out the vote operations, had collected ballots illegally in Bladen County.

The allegations have prompted Democrats to demand a new election while Republicans have called repeatedly for Harris to be sworn in, citing the absence of public evidence that fraud affected the outcome or that Harris knew of the scheme.

The investigation has refocused the national debate about election fraud. Republicans, led by President Trump, have alleged widespread voter fraud and advocated strict ID laws and criminal prosecutions. Democrats have argued that the kind of in person fraud Republicans have targeted is rare, accusing their opponents of trying to hinder ballot access and intimidate voters who typically vote Democratic. The North Carolina case reverses those roles in some ways.

Adding to the uncertainty, the state elections board requires a supermajority of four votes to call for a new election. With three Democrats and two Republicans, the board will not have the votes to take action if its members vote along partisan lines. That would turn attention to Congress, which also has the power to order a new election.

One seat in the hearing room Monday was labeled U.S. House counsel.

Two big questions remained unanswered after the first few hours of testimony: Did Harris, 52, an evangelical pastor from suburban Charlotte, know about the alleged scheme? And were enough ballots affected by fraud to change the outcome of the election?

Harris personally directed Dowless hiring despite being warned about his tactics but has said repeatedly that he had no knowledge of Dowless allegedly illegal operations.

Britt, the first witness, declared on the stand that Harris knew nothing.

I think youve got one innocent person in this thing who hasnt done anything wrong and who is getting a really bad rap in all of this, and thats Mr. Harris, she said.

With that declaration, the board announced a lunch break. The campaigns lawyers will get a chance to question Britt after the break.

Dowlesss lawyer, Cynthia Singletary, told reporters that Britts testimony is not true. Asked if Dowless directed illegal ballot harvesting, she responded, Hell no!

About 150 people filled the hearing room a courtroom at the North Carolina State Bar in Raleigh many of them lawyers for the campaigns and their associates.

Election officials said it was unlikely that the board would reach a decision Monday, with dozens of witnesses still to come.

Strach told the board that the staff deployed four investigators in the 9th District, interviewing 142 voters and 30 witnesses and examining thousands of subpoenaed campaign and phone records.

She said Dowless paid his workers dollar 125 for every 50 absentee ballots they collected. And she said he tried to obstruct the investigation after the fact. She showed a TV interview with Britt in which she sat in Dowless kitchen and said no one had broken any laws. Britt said Dowless, who was present for that interview, had instructed she sit for it. He also instructed her to testify Monday that he had done nothing wrong, she said.

Dowless, 63, was , when he helped deliver an overwhelming share of the mail in vote in Bladen County for a different Republican congressional candidate, Todd Johnson. The 9th District stretches along the South Carolina border from Charlotte to rural, eastern North Carolina.

Former Rep. Robert Pittenger, whom Harris defeated in the Republican primary last June, told The Post in December that Dowless approached him in 2016 but he declined to hire him.

I just knew I didnt want to be involved with him, Pittenger said. Dowless efforts were widely known, and we did share our concerns with several people.

Since opening the most recent probe late last year, investigators have published reams of evidence and affidavits on the state boards website, including examples of absentee ballots allegedly collected and turned in by Dowless or his crew.

The evidence has not shown that enough ballots were tampered with to change the outcome of the election, which has prompted the Harris campaign to assume that such evidence doesnt exist.

Investigators are likely to address whether anyone inside the Bladen County Board of Elections was aware of the scheme and participated in it a prospect that would allow the board to declare the results generally tainted, which state law allows as grounds for calling for a new election.

The board published evidence in December that the county election staff improperly released early voting results. Strach said Monday that no evidence has emerged that anyone inside the local board released those results to Dowless.

But she also said the investigation has shown serious security lapses in the county election office.

Both parties drew their battle lines ahead of the hearing.

In a brief filed this past week with the state board, the McCready campaign, represented by prominent Democratic lawyer Marc Elias, argued that the alleged ballot tampering taints the entire election and warrants calling for a new one.

Evidence of ballot tampering performed by Harriss handpicked operative casts a cloud of suspicion on all the [absentee] ballots cast in the election, the McCready brief states, and is more than sufficient to justify calling for a new election.

Harris team, in turn, will argue for certification, Freedman said.

With as many investigators as have been down there, reporters and our own investigation, its hard for me to believe there are matters that will arise that have not already been exposed, Freedman said.

Still, there was evidence of caution on both sides. The GOP has claimed widespread fraud to justify strict new voter identification laws and far reaching crackdowns on noncitizen voting; some in the party have noted the potential contradiction of downplaying evidence of the alleged election fraud scheme in Bladen.

And some Democrats in Washington said they are grappling with the risk of overreaching if they call for a new election without overwhelming evidence that ballot tampering was widespread enough to affect the outcome in November.

McCready, 35, argued in his brief that if the state board fails to call for a new election, the U.S. House should then do so. But not all Democrats on the Hill relish that opportunity.

House leaders are cognizant of how far they should push to set new precedent here, said a senior Democratic staffer on Capitol Hill who was not authorized to speak publicly. But they also recognize that this is a potentially unprecedented situation, if the state board can neither certify the election nor order a new one.

Perhaps the star witness could be Dowless himself, though its unknown if he will agree to testify or decline to do so to avoid self incrimination, as he did at a hearing over similar irregularities more than two years ago.

Also on the witness lists, among dozens of others: Harris; McCready; North Carolina GOP Executive Director Dallas Woodhouse; and Andy Yates, the GOP consultant who worked for Harris and hired Dowless at Harris direction.

A lawyer for Yates, Mark Jones, said Yates will testify if he receives a subpoena to do so. North Carolina law allows the state board to compel witnesses to testify but requires it to grant immunity when it does.

In her testimony, Britt said that while shes not 100 percent sure, she believes Yates knew of Dowless ballot tampering scheme. Yates has denied knowing of any illegal ballot collection.

It's not necessarily Brexit that is the problem, but rather the muddled way that Britain is seen as leaving the EU and the potential for political upheaval and a socialist Jeremy Corbyn-led Labour government taking power

' M&G Recovery was also mentioned by Yearsley, which hunts for undervalued shares where the market has got it wrong and there may be some catalyst for a turnaround in a company's fortunes

He said: 'The UK has been beaten up mainly due to Brexit negotiations and the threat of a Corbyn government, which has led to many segments of the market looking cheap

'This is one of a number of funds that you could buy but I've always liked the approach of Tom Dobell the manager in accessing cheap but interesting UK companies

'Thomas Becket, of Psigma Investment Management, says that the UK could be a value opportunity, but investors may want to wait to see if things get worse, for example, when the lorries start queuing on the M20

Lets start with the most basic thing.

Claire moves faster on caution. So you want to get to caution as soon as possible.

But you dont want to get on caution in gas station.

Because your health resets after the first cutscene.

The current fastest way of getting to caution is getting bitten by this zombie twice.

His animations are fast. With Claires caution speed you are able to do some riskier runby's, compared to leon.

Im not going to show any examples here, but you can go try them yourself, or look at the current runs.

When you normally move on stairs, your movement speed slows down.

So we end up using technique called Stair Skating

So how does stair skating work then?

While you are running on the stairs, tap your aim key, and let go.

This gives you few steps of normal run speed.

The optimal time between each tap is about 0.8 seconds. Kappa Dont trust me okay.

Tap the button too quickly or too slowly, you will gain less benefit.

There is also something called extra skate

This only works on claire, when shes going downstairs.

There is currently no consistant way of starting this.

So what i mean by Extra skate is at the very end of your skate sometimes you will gain slight speedboost.

I will show side by side comparison.

Only tip i can give to the extra skate is: If you ever get one, you can consistantly get rest of your skates with the extra skate.

All you need to do is tap your aim at the very end DURING your extra speed.

Its slightly slower rhythm than normal

The best way to explain how to do Quick turn is:

Run forwards

You press your aim, and while your crosshair is on the screen, you let go of your forward key, and press sideways or backwards.

Ideally these inputs are done really fast.

I will show couple more in normal speed.

This is best used when there is 90* Degree turn

But only in cases when you are already close to the wall, or there is atleast two 90* turns on the same wall.

This movement only gives you some advantage in milliseconds. But in some cases it gives even more.

For example if there is 90*turn, and theres stairs right after, its always worth it.

Next i will show you a great place to practice your movement.

This is at the very beginning of claire run, when you first enter the west hallway.

Right before you climb through this window, you will auto save, So you have a reset point every time you want to do this again.

In these stairs you will get to use your stairskating, your quick turns, and you also have a chance to do some aiming during the movement.

And if you want to do this again, just press escape, and load the autosave.

You can also use the quick turn to dodge some attacks, here is couple of examples.

Generally speaking Sherrys movement is quite clunky, so when you are playing with her, you generally just want to use forward movement in most cases.

Another small thing, you can do quick turns when carrying sherry, just let go of forward and press either side key.

Arizona Hiker Who Was Trapped in Quicksand for 11 Hours Before Being Rescued Speaks Out - News Today - Duration: 4:26.

 Ryan Osmun and Jessika McNeill were on a remote trail at Utah's Zion National Park with no cell phone service on Saturday when tragedy struck

 Osmun and McNeill had been hiking a trail known as the Subway for about three hours when McNeill tripped and fell into quicksand that was submerged in water, according to ABC

The incident occurred during a snowstorm, with temperatures at the park sinking to just 17 degrees that day, according to The Weather Channel

 As he successfully pulled McNeill out, Osmun, who is from Arizona, noticed that his right leg became caught in the quicksand, too, ABC reported

 "There was no chance of moving it at all. The sand had surrounded the whole leg and I couldn't move it," he recalled to CBS

"The best way to describe it would be … standing in a huge puddle of concrete — that basically dries instantly

"  After McNeill unsuccessfully tried to dig him out, Osmun told her to leave him and look for help, the couple recalled to ABC

With that, McNeill said she didn't know if she'd ever see her boyfriend again.  "I knew the only way to save his life was to leave him, but I didn't know if he had the time left," she told the site

"It was the hardest thing I've had to do, the scariest thing I had to do."  As for Osmun, he told ABC he was most concerned for his girlfriend: "I just hoped the best for her, honestly, because I didn't feel like I was going to make it out

Four inches of snow fell in the area that night, KUTV reported.  "The water was so cold, I thought I was going to lose my leg," Osmun told ABC

"I was in the water for 11 hours total. There were two snowstorms while I was waiting, just sitting in the water

It was just pouring snow."  Utah Department of Public Safety officials shared footage of the daring rescue online, noting that Osmun was taken by helicopter to a waiting ambulance

Osmun suffered from exposure, hypothermia and extremity injuries, according to ABC

 He is expected to make a full recovery, but Osmun told CBS that he doesn't plan to hike the trail again

 "I really wouldn't change anything or go back and change anything or do anything differently," he said

"It was just a freak accident that my leg hit this hole of sand."

In a perfect world, everyone would just stay home tomorrow.

A winter storm is bringing 3 to 6 inches of snow to the region in the morning before switching over to sleet and freezing rain in the afternoon – just in time for a messy commute home.

But its not a perfect world, and people will still be out there as plow trucks clear the highways and lay down salt to keep the roads clear.

The storm looks like it will be manageable as far as early part of the day goes, but it could be tough towards the end of the day during rush hour just because of the number of vehicles out at the same time as our trucks, said PennDOT spokesman Greg Penny.

That was part of the problem back on when many were stuck in their cars for hours. Everybody left work at the same time just as the storm intensified, he said, creating a gridlock that even trapped the plow trucks.

Ideally, for us, if people can stay off of the roads and let us do our jobs and treat the roads, thats the best thing, Penny said. Peoples flexibility and their judgement as to when they get out on the road is key.

Tomorrows storm will likely start off with snow around daybreak, said National Weather Service at State College meteorologist Craig Evanego. That snow can be heavy at times, but by early afternoon, it will gradually transition into a mix of sleet and freezing rain, becoming all sleet and freezing rain by late afternoon, in time for the commute home.

But he said people should be careful driving in both morning snow and afternoon ice.

Its going to be slick regardless, Evanego said. Were only expecting high temperatures around the freezing mark, so anything thats untreated can be snow covered or icy later in the day.

Wednesday will see a high of 32 and a low of 30. The 3 to 6 inches of accumulation were expecting will have about a tenth of an inch of ice on top by the time the storm is done.

Right now, a winter storm watch will go into effect at 6 a.m. Wednesday, but that may be upgraded to an advisory or warning as the storm nears and a more precise forecast becomes available.

And schools in our area are keeping a close eye on it.

We have not made a decision yet, but we are monitoring the forecasts, said Tracy Panzer, spokeswoman for the Cumberland Valley School District. Weve been doing that for several days.

Along with keeping an eye on the latest forecast, school officials are also talking to PennDOT, their municipalities, bus contractors and superintendents at other schools in deciding what to do tomorrow, she said. The possibilities of a two hour delay, a cancelation of classes or an early dismissal will all be taken into consideration as the storm nears and they have a better idea of how it will hit the area.

A lot can happen between now and 5 tomorrow morning as far as the shifting of the storm, she said. Its already changed a good bit since yesterday.

Parents will be notified through all of the usual means – phone calls, texts, the district website, social media and through the media – she said.

Looking ahead, the storm should clear out on Thursday. A slight chance of morning showers is in store before it becomes a partly sunny day with a high of 49.
