City Council approves special work session for homelessness Sept. 24 - Duration: 2:22.

overlapping services after much discussion and many meetings it was

apparent that coordination among all the groups was not possible there was an

overall idea that did not work the City Council identified homelessness as a

priority they even provided an increase in grant program that gave money to

various nonprofit organizations the goal was to use this money to seek further

funding for ongoing programs of resources and assistance to provide a

stable facility that would meet the needs of this everlasting changing

growing population the goal has not been achieved as a

sustainable concept so now instead of giving up on supporting our need to help

our homeless population it appears that we need to look at all and other

approaches to deal with this ever-growing situation and in light of

all the information presented tonight I move to direct the staff to plan and

provide a work session to deal with the Lincoln City homeless population that

will include funding zoning and intergovernmental cooperation

Tiger Woods winning is a great boost for Ryder Cup, captains agree

Ryder Cup captains Thomas Bjorn and Jim Furyk are in full agreement the presence of an in-form Tiger Woods will be great for the competition.

Rival captains Thomas Bjorn and Jim Furyk both agreed Tiger Woods winning for the first time in over five years is a huge boost for golf ahead of this week's Ryder Cup.

Woods arrived in Paris with Team USA having completed an emotional wire-to-wire victory at the Tour Championship, atoning for a series of near-misses this season with his 80th PGA Tour title.

The 42-year-old has impressed throughout the year after starting 2018 in "unknown territory" as he returned to PGA Tour action following his spinal fusion surgery last year, after which he could not predict if he would be able to compete at the highest level again.

But he began to show glimpses of his former self when he finished runner-up to Paul Casey at the Valspar Championship in March before going close at The Open and the PGA Championship, and he finally made his long-awaited return to the winners' enclosure at East Lake in his 18th start of the season.

"He's played really well all year, he was knocking on the door at two majors and had a number of opportunities to win this year, so it's obviously a nice buzz for our team," said a delighted US captain Furyk.

"Just I guess the amount of attention and the buzz around the PGA Championship, around the Tour Championship, the crowd, on the 18th fairway yesterday was amazing.

"It obviously brings, not that this event needs much more energy or that brought to it; it's probably the biggest, the grandest event in all of golf but it will add that much more excitement, I believe, and you know, it's exciting either way, but it adds to it.

Bjorn added: "I spent 25 years playing professional golf with Tiger Woods on the scene, and any time he does anything great, that's a story and that's where we want to see him.

We want to see him at the top of the game.

"He does so much for the game of golf, and I thought it was brilliant to watch.

It was great for the greater aspect of the game.

"Coming into this week, these are 24 of the best players in the world and this tournament is what it is, and as always, it has its history and it's a great battle and it is 12 against 12.

That's what we're looking forward to.

"For the game of golf, Tiger Woods winning golf tournaments is something that's brilliant and I think we all benefit from it.

Whatever it is these 24 guys are going to do this week, the game of golf needs that boost of somebody like him that transcends the game to the masses, it needs him at the top of the game.

So for everyone in golf, it's brilliant.".

Bjorn and Furyk were also in agreement that fatigue will not be a factor for Woods and newly-crowed FedExCup champion Justin Rose after a gruelling season-finale in Atlanta with so much on the line, both physically and mentally.

"They are top athletes and they know this week has been coming around for a long time," said Bjorn.

"They have had it in the back of their mind that this is coming, and one thing I learned about The Ryder Cup is that no matter how tired you are, you are going to carry yourself and use every last bit of adrenaline in your body, even if you have played a lot.

"Achieving big things obviously takes a little bit out of you, but they will carry themselves through the week and this is what they have been looking forward to probably the most all season, so not worried.

Furyk added: "This event is a bit of a marathon in its own right, and Tiger and Justin Rose have played in so many of these that they understand the physical and mental demands of this event.

They will pace themselves.

"They will prepare accordingly, and you know, the trick for us, not knowing the golf course quite as well, is getting that preparation in and learning the golf course; yet also trying to conserve some energy and get ready for some possible 36 holes on Friday and Saturday.

Jimmy Garoppolo Injury: Fantasy Waiver Targets for 49ers QB | Heavy.com

San Francisco 49ers QB Jimmy Garoppolo suffered a scary injury in Week 3.

In a very scary moment for San Francisco 49ers fans, quarterback Jimmy Garoppolo suffered an injury in Week 3 against the Kansas City Chiefs.

Originally, it looked as though a big hit from Chiefs cornerback Steven Nelson, but that no longer seems to be the case.

As you can see below, courtesy of Rob Lowder of Niners Wire, Garoppolo's knee buckled a bit as he attempted to cut back on the sidelines.

Garoppolo wound up being carted off the field and was replaced by C.J.

Beathard.

The medical attention was focused on his knee/leg following the injury.

He was ruled out with a knee injury shortly after being taken to the locker room.

The severity of the injury is unknown, but 49ers fans are certainly on edge.

Knee injuries are incredibly concerning, especially when they're non-contact.

With that said, this news could result in fantasy football owners having to look elsewhere to find a new starting quarterback for the foreseeable future.

C.J. Beathard Fantasy Value.

There's very little if any value for Beathard at this point.

The major selling point in Garoppolo as a fantasy player was his own talent, not the weapons he was surrounded by.

Beathard saw extended action in six games during the 2017 season, but only managed to complete 54.9 percent of his passes for 1,430 yards, four touchdowns, and six interceptions.

Realistically, Beathard would be an absolute worst-case scenario as a replacement for fantasy football owners.

The only reason he'd be worth considering is in 14-team leagues or 12-team leagues which feature two starting quarterbacks.

As things currently stand, there are other far more desirable fantasy options on waivers, including Cleveland Browns rookie Baker Mayfield.

Potential Waiver Wire Replacements.

The previously-mentioned Baker Mayfield may be a hot commodity on the waiver wire this week, but if you own Garoppolo, adding the Browns quarterback isn't a bad idea.

The No.

1 pick in the 2018 NFL Draft is currently 12 percent owned, so he's likely out there.

Beyond that, it seems many fantasy football owners have bailed on Marcus Mariota due to his injury, but the expectation is that he'll return in Week 4.

The Tennessee Titans quarterback is owned in just 37 percent of leagues and has tremendous upside when healthy.

Another name for fantasy owners to consider has to be Miami Dolphins signal caller Ryan Tannehill.

While the team features a run-heavy focus, Tannehill has now thrown seven touchdowns through three games while completing 54-of-74 passes (72.9 percent) and throwing for 229 yards per game.

The Dolphins quarterback also has virtually no ownership, as he's available in 93 percent of leagues.

Finally, while Cincinnati Bengals quarterback Andy Dalton never seems like a "sexy" pick, he's been posting fairly big stat lines to this point.

Even in the Week 3 loss to the Carolina Panthers when Dalton threw four interceptions, he still managed 352 yards and two touchdowns.

On the season, he's tossed eight touchdowns and is only 33 percent owned.

Mohamed Salah wins FIFA Puskas award for strike against Everton

Liverpool's Mohamed Salah picked up the Puskas award at the Best FIFA Football Awards for his strike against Everton in the Premier League.

Mohamed Salah beat Gareth Bale and Cristiano Ronaldo to win the FIFA Puskas award.

The Liverpool forward scooped the award, which goes to the player who is deemed to have scored the most aesthetically pleasing goal in world football over the previous year.

Liverpool vs Chelsea.

Salah's effort in the Merseyside derby, in which he weaved through multiple Everton defenders before curling the ball into the top corner, was judged to come out on top.

Gareth Bale's overhead kick against Liverpool in the Champions League final was also a contender for the award, along with Cristiano Ronaldo's similarly acrobatic effort against his now current club Juventus.

Liverpool took to social media to congratulate their Egyptian star, while releasing a video showing every angle of his Merseyside derby strike.

The Coronation Street cast member is unaware that Hannah is not her daughter, and the pair are actually together, and are plotting against her to take her money from the Rovers Return.

Hannah will pretend that she is seriously ill, and would need £25,000 for life-saving treatment in the hope Liz will give her the money.

However, Liz tells her that she only has £10,000 to spare, so Hannah and Jim plot to get the money from her one way or another.

Carla Connor (Alison King) tells Johnny not to respond to the blackmail, but he begins to panic for his marriage to Jenny Bradley (Sally Ann Matthews).

As Johnny ignores the blackmail, is his marriage set to be destroyed by Hannah and Jim?.

 The Duchess of Sussex took a crash course in netball today as she attended the Coach Core Awards at Loughborough University, in London

  Dazzling in a top by Oscar de la Renta, trousers by Altuzarra and stiletto heeled shoes, Meghan was seen throwing and catching the bright purple ball despite being dressed to impress rather than for a session of fitness

  And after learning the basic rules and tricks of the game, she faced her husband, Prince Harry, in a match

  In spite of her uncomfortable outfit, the Duchess was laughing and smiling, enjoying herself and even cheekily challenging her husband during the head-to-head

    The Duchess' team featured the gymnastics coach Scott Hann, tennis star Laura Robson and had the added bonus of England netballer Eboni Beckford-Chambers

  However, the rival team was well suited to put up a fight, with the Duke being helped by marathon world record holder Paula Radcliffe, former England batsman Mark Ramprakash, ex-England rugby player Ugo Monye and ex-US basketball star David Robinson

 After the intense game, Meghan and Harry took the time to speak to sports personalities and the young talent in the gym

  The royals arrived together at the university to present an array of prizes to promising youngsters who are believed to have all the chances to make a name for themselves in the world of sport

    The pair looked relaxed and loved up, breaking the untold rule advising royals against displaying affection in public more than once

  After Meghan showed off her netball skills, Prince Harry joined his wife on her side of the gym to hug her, leaving all those attending the ceremony in awe

  The Awards are the final part of a scheme helping young people who are not in education or employment

 Through the scheme, hundreds of apprentices are trained and put in touch with some of the biggest sports clubs in the country

  And the most talented ones are awarded a tuition, a wage and a chance to become the next generation of sports coaches

  Community outreach project of the year, graduate of the year, mentor of the year, educator of the year and apprentice of the year are among some of the awards which the Duke and Duchess handed out today

  Prince Harry also gave a speech to the young apprentices, casually dressed in a smart jacket, shirt and trousers

  The royal visit came as Sport England, a public body under the Department for Digital, Culture, Media and Sport, awarded the Royal Foundation a £995,500 National Lottery grant to double the reach of its Coach Core programme by adding 10 new sites in England over the next three years

  The Coach Core scheme was set up in 2012 by the Royal Foundation, the organisation set up by Prince William and Prince Harry to pursue their charitable works

    The brothers were later joined at their organisation by their wives Kate, the Duchess of Cambridge, and Meghan

  The Coach Core Awards are just the latest engagement seeing Meghan and Harry awarding and helping young people

  In June, the couple joined the Queen at the Queen's Young Leaders Awards, an annual award celebrating exceptional leaders between the ages of 18 and 29 from across the Commonwealth

 Kate Middleton topped herself yet again!  On Saturday, the royal mom accessorized her blue coat dress from Catherine Walker & Co

with a matching bespoke headpiece by milliner Juliette Botterill to attend her best friend Sophie Carter's wedding in Norfolk

 The hat, a floral headband style, was commissioned by Kate to perfectly match the cornflower blue design of her outfit

Kate, who wore Botterill for the first time this summer to attend Trooping the Colour, appears to have grown fond of the London milliner's chic designs

 She's not the only royal fan: Princess Eugenie wore a pillbox style hat to Pippa Middleton's wedding last year, while Autumn Phillips wore a beautiful teal creation to Prince Harry and Meghan Markle's wedding in May

Zara Tindall and Princess Beatrice are also customers, not to mention Kate's mother, Carole Middleton, who wore Botterill's designs to both Pippa's wedding and Prince Louis' christening

 The milliner's high-profile clients come as no surprise when you consider she worked alongside the renowned hat maker Philip Treacy for several years before opening her eponymous studio just four years ago

Trained in Glasgow, Botterill is now based in leafy Wimbledon and designs two collections every year, all of which are completely handmade using traditional methods

She has also collaborated with the couture fashion label Ralph & Russo, whom Meghan chose for her official engagement photos

 It's the latest retro-inspired headband worn by Kate, who wore a similar design by Jane Taylor for Prince Louis' christening in July

A version in gold retails on Botterill's website for $565.
