Why a village made it easy for foreigners to become Swiss - Duration: 2:52.

Schelten, A German-speaking Bernese village,

tucked between the cantons of Jura and Solothurn.

A few houses and farmyards scattered across a large area.

A peaceful village with one peculiarity:

for just 36 residents, there are 2,827 people all over the world

with Schelten as their place of origin.

An explanation can be found in the minutes of a communal assembly from 1913.

There it says that many foreign families,

who had been working in Switzerland for a while

bought their Swiss passport in Schelten.

A lot of citizens were naturalized before 1914,

before the First World War.

Later they came back to the municipality,

primarily their descendants,

to see why they are citizens of the village.

A whole family could get passports for 300 francs.

The municipality used the money to support the poor in the village.

The process of getting a passport was simple.

The communal meeting could decide

whether to naturalize a family.

Because it was very quick and relatively cheap,

a comparatively large number of people were naturalized here.

Time was short. The First World War began in August.

Schelten was not the only municipality where

you could get Swiss nationality so easily.

It was the same, for example, in the Jura villages of Beurnevesein,

Bonfol, Roche-d'Or and Epiquerez,

which, like Schelten, belonged to Canton Bern at the time.

Herve de Weck specializes in the history of the world wars

and knows that it was no coincidence that the naturalizations

happened just before the First World War.

There's a simple explanation.

Foreign nationals who were working in Switzerland -

a peaceful land -

didn't have to risk their lives on the front line

in the French or German trenches.

Now, a century later, the municipality is still in contact

with some of its citizens,

who live somewhere else in the world.

Specifically the few dozen people

who are entered in the electoral register

and are allowed to vote on federal and cantonal issues.

We have to send them all the election and voting materials.

For us, that's 350 francs each time

that we have to spend on stamps alone.

Ballot papers that only rarely come back completed.

And because more eligible voters live abroad than in the village itself,

Schelten often has an especially low turnout.

It was revealed yesterday that AJ will face mandatory WBA challenger Alexander Povetkin first up, so as to not be stripped of his belt.

WBA president Gilberto Mendoza yesterday gave Hearn and Joshua just 24 hours to agree to fight Russian heavyweight Povetkin or AJ will run the risk of being stripped of his title.

Hearn has come forward since and said that after many delays with the Wilder negotiations he is now looking to set up the fight with Povetkin.

Wilder took to his social media late last nigh, tweeting: "I knew I smelt p***y but damn @anthonyfjoshua I didn't know the odor was that strong you coward ass b****.

"Had the world waiting for three months playing games just for this moment.

You're not a true champion you're just a weak minded coward that's holding hard metal.".

Wilder's comments came after actor, comedian and The Ultimate Fighter runner-up Brendan Schaub said that Joshua signed a fight with Povetkin to avoid Wilder.

He tweeted: "Details will come out but he signed to avoid @BronzeBomber, I try not to pick sides but Wilder agreed to EVERY demand Hearn/Joshua asked for.

Frustrating would be an understatement.".

Hearn instantly jumped on Schaub's comments saying that Wilder didn't even come back with a reply to the contract.

He wrote: "No he didn't? He didn't sign and he didn't even come back with any comments.

Schaub replied: "Not what my sources say.

Joshua put $50M tag on the fight.

 The unnamed UK mother posted her dilemma on popular parenting site Mumsnet recently, explaining her daughter was "living in filth" and that her messy bedroom was a potential health hazard

 She said she was so frustrated by the situation she was considering giving the bedroom to the girl's 10-year-old brother, and instead forcing her to share a room with her other seven-year-old brother

 At the moment, the two boys share a room while the girl has her own space. As you would expect, the threat has not gone down well, with the girl arguing it's her "human right" to have her own room

 "It's only a small room so gets bad fast and according to her I'm stressing her out telling her to clean it and it's her human right to have a room for herself

" The mother went on to explain the extent of the "filth". "By disgusting I mean gross she couldn't give a toss what she leaves on the floor including underwear where her [sanitary product] has leaked," the mother explained

 "I've helped her many times to clean it only for the floor to be covered in crap by the next day

 "Even worse if I take clean clothes in for her to put away she just chucks it on top of the mess

" The mother asked if she was being unreasonable to "follow through" with her threat, and explained the mess was so severe the room was "getting flies" when items in the room "go rancid"

 She said her daughter even had the nerve to try and "take over" the mother's room whenever she had friends over

 She said the teen did have a bin and laundry basket in her room but was "too bloody lazy" to use either one of them

 But while most commentators supported the mother and shared advice on how to coax her daughter into cleaning up her own room, many slammed the woman for suggesting the girl share with her young brother, claiming the move was unfair and "cruel" to the boy, who had done nothing wrong

 "Well it seems bloody cruel to be honest. Why should the seven-year-old have to share in that mess and step over her [sanitary] stuff? You're punishing him more than her," one person posted, while another added, "Why are you wanting to punish your seven-year-old son for his sister's laziness?" Many others insisted it was likely just a phase and that most teenagers were notoriously messy, and that the mother should simply "shut the door" and ignore it

 Others shared tips such as barring friends from visiting, removing privileges such as mobile phones until the mess was dealt with and throwing out the girl's belongings if they weren't put away in their place

 The mother eventually admitted she had shared her original post "while angry" and that she would try confiscating her daughter's phone first before moving on to more drastic measures

France's Government has introduced a plan to bring back national service for all 16-year-olds, a move it says will give the country's teenagers a sense of national unity and civic duty.

President Emmanuel Macron initially proposed the idea of national service during his presidential run in 2017.

At the time, he said he wanted "every young French citizen to experience, even if only for a short time, military life — a short, obligatory and universal national service".

That commitment has now been watered down, with participants able to opt to serve with the military or carry out community work.

The program is estimated to cost 1.

Compulsory military service in France was scrapped in 1996 when Mr Macron was 18, which makes him the first French president not to have done it.
