More questions are being raised about a nonprofit group at the center of the national debate about shelters for migrant children, including charges that the organization and individual family members who run it are profiteering from a crisis that's costing taxpayers hundreds of millions of dollars a year.
Among the more pressing questions is how the Austin, Texas-based nonprofit, Southwest Key, went from a $31-million-a-year government contractor in 2008 to a $458 million one in 2018.
Critics and immigration activists are also asking how Juan Sanchez, the CEO, can justify not just a $1. 5 million salary for himself, but another $280,000 for his wife, Jennifer, as well as a high-ranking position for yet another family member.
A spokesperson for Southwest Key this week confirmed to Fox News that Xiomara Goss, Sanchez's daughter, joined the organization in February as the director of development.
It's not clear how much she earns, because she has not been with the company long enough to be included in the required public records filing for nonprofits.
It's also not clear what association Goss still has with Pearl Street Concierge, a companythat bills itself as "the relocation experts of Austin.
Goss' LinkedIn page lists her as the founder of the company, and shows her working there from May 2015 to February 2018. Before founding the company, Goss worked as a "personal style consultant" for a custom clothier, according to her page.
More attention is being focused on the huge amounts of money Southwest Key has collected in federal government contracts. The $459 million it won for 2018 was some $173 million more than the previous year's total of $285 million.
Health and Human Services data shows federal contracts for Southwest Key went from $31 million in 2008 to $36 million in 2011, jumped to $88 million in 2013, $179 million in 2014 -- when there was an unprecedented surge of unaccompanied Central American minors at the border -- $211 million in 2016 and $458 million in 2018.
Sanchez's compensation rose right along with the massive increase in contracts, according to records. His 2016 salary was nearly $1.5 million, nearly twice the previous year's salary of $782,822.
Meanwhile, Sanchez's wife, Jennifer, vice president of Southwest Key, received about $280,000 in 2015. Yet more money may be coming in to the group, which houses migrant kids at 26 shelters in Texas, California and Arizona.
Southwest Key is pursuing Texas state permission to open a new shelter in Houston that would house up to 240 children.
The children will be a mix of those who arrived unaccompanied from Central America at the border, and others who were separated from their parents when they tried to illegally enter the U.S.
Southwest's contracts and its involvement in the housing of immigrant children have drawn the ire of activist groups who accuse it of cashing in on the misery of the immigration crisis, and in particular being complicit in the warehousing of children.
Several dozen protestors staged a demonstration outside Sanchez's Austin home on Thursday, carrying signs and chanting: "Hey Juan Sanchez, what do you say? How many kids did you jail today?" according to local news reports.
"We respect the right of people to express their opinions," said Southwest Key Programs spokesman Jeff Eller to Fox News on Friday.
"We hope they will take the time to fully understand what we do and how we do it and we welcome that discussion.".
Asked about the dramatic year-to-year increases in money received from federal contracts, Eller declined comment, saying he was not in a position to discuss financial details.
But he expressed exasperation over the portrayal of Southwest Key and its executives as greedy and opportunistic, saying the non-profit is stepping into a difficult situation as it guards the welfare of the children.
Southwest Key has changed its language about its mission and facilities for migrant children, apparently in an effort to soften its image and respond to the backlash. It has pushed back on descriptions of the shelters as detention centers.
And its officials have repeatedly told reporters the facilities are children's shelters - more recently referred to as child care centers.
"We're conflated with detention centers," Eller told Fox News. "We're not cages and mylo blankets. We don't run detention centers, we run child care centers.".
Eller insisted said Sanchez is not driven by greed. "He founded the non-profit 30 years ago, for kids who don't have opportunities.".
With children coming in huge numbers to the border, Eller said, Southwest Key stepped in to do what it does best – provide a multi-faceted setting for kids while they are not able to be in a home.
"They look back and say 'If we turn away 5,000-plus kids, would someone take as good care of them as we do? We can't say they will, so we have to continue doing what we're doing.".
After being off-limits to reporters for a few days, Sanchez himself has reappeared in recent days, giving interviews to select news outlets and writing an editorial for the Dallas Morning News defending his work.
"Over the past few weeks, Southwest Key's reputation has been assaulted by a tidal wave of misinformation regarding a new Department of Homeland Security policy of separating immigrant children from their parents at the border," Sanchez wrote.
"We are being lumped in with detention centers and confused with those separating children from their families. This couldn't be further from the truth.".
"And yet, in the face of these misrepresentations, we continue to operate with unwavering dedication to children," Sanchez said. "Safe reunification, as it has always been, remains our focus. Providing safe, loving, caring protection for children is our day-to-day.".
As for how he has profited personally from Southwest Key's expanded role in housing immigrant kids in the custody of the U.S.
government, Sanchez said last week to the American Statesman: "We bring in $450 million, and I have 7,000 employees to manage, and we're in eight states in the country, and we have been doing this for 30 years. I think the salary's justifiable.".

A British company has been chosen for Australia's largest peace-time warship-building program, under a $35 billion contract to produce nine high-tech, anti-submarine frigates.
BAE Systems beat off fierce competition from rival Spanish and Italian designs and will begin construction in Adelaide in 2020.
Prime Minister Malcolm Turnbull announced the new "Hunter class" global combat ships to be built by ASC shipbuilding at the company's facility in Osborne, Adelaide this morning.
Production on the ships will start in 2020 and they are expected to enter service in the late 2020s.
BAE's Hunter class ships will eventually replace the Anzac class frigates, which have been in service since 1996, to form the centrepiece of Australia's future regional defence posture.
BAE Systems, which won the lucrative SEA 5000 project with its high-tech "Type 26" frigate offering, was competing against Fincantieri of Italy with its FREMM, and Navantia of Spain with an updated F100.
"The Hunter class will provide the Australian Defence Force with the highest levels of lethality and deterrence our major surface combatants need in periods of global uncertainty," a media release from the PM's office said.
"The Hunter class will have the capability to conduct a variety of missions independently, or as part of a task group, with sufficient range and endurance to operate effectively throughout the region.
Defence sources told AM, while BAE's offering was considered the most advanced and lethal of the three designs, it could also be the riskiest option given the ship has yet to be built, and will not be operational in the UK until 2027.
But Defence Industry Minister Christopher Pyne said the type 26 design fulfilled the needs of "the Navy and the nation" and was the most cutting-edge option.
"It's the one with the most capability for growth.
In other words, we can add to it as the years progress," Mr Pyne told AM.
"It's the most cutting-edge and it's an anti-submarine warfare platform — that's its purpose, it doesn't need modification.
And therefore we believe it suits the needs of the Navy and the nation.
"We're very happy with the choice that we've made.
Asked whether Australia's relationship with Britain as Five Eyes allies made the BAE Systems bid more favourable, Mr Pyne said that was not the most important consideration.
"Obviously in some respects it makes the arrangements easier, because the UK and Australia are very close militarily.
But that wasn't the primary purpose," he said.
"BAE, Fincantieri and Navantia all had very strong bids, very highly capable platforms.
"The $35 billion contract is one of the largest in the world right now, building nine anti-submarine warfare frigates is a very big enterprise.
So of course all three countries lobbied very hard — and so they should have.".
Mr Turnbull said he had discussed the deal with British Prime Minister Theresa May and that he was pleased to have entered into a shipbuilding partnership with "one of our closest allies".
Turnbull says shipbuilding project will be vital to economy.
ASC Shipbuilding, which is government-owned, will become a subsidiary of BAE during the build.
The $35 billion frigate contract is expected to create 4,000 Australian jobs, 1,500 of which will be in the ASC's South Australian shipyard.
"This is a great national enterprise.
It's a massive commitment to jobs in South Australia," the Prime Minister told ABC Radio in Adelaide.
Mr Turnbull said the impact of the contract on the jobs market went much further than those 4,000 jobs when considered in the context of the Government's overall defence industry plan.
"This will create a broader and wider ecosystem of technology here in South Australia and around the nation," he said after officially announcing the project at the ASC shipyard.
"Over the years that come, the jobs of the future are going to be created here, building these ships and submarines and OPVs, but also you will have all the spin-offs, all of the benefits from that.
"People will come and work here on the frigates for years, and then go and start their own business and develop their own products and their own technologies.
"This is creating an advanced manufacturing technology ecosystem here, and it is going to be a vital foundation in our commitment to more jobs, more highly paid jobs, stronger economic growth.
Mr Turnbull said he wanted to make the city "the centre of naval shipbuilding in Australia, in the world".
"It is my commitment and determination to build a sovereign shipbuilding industry in Australia that will build ships not just for Australia, but for export as well," he said.
At the end of the building program Australia will resume complete ownership of ASC Shipbuilding, meaning intellectual property of the Australian Type 26 will be retained by the Commonwealth.
The UK Royal Navy is also buying the Type 26, the first two of which are currently under construction.
In the lead-up to the announcement there was growing industry speculation that if BAE Systems secured the $35 billion contract, Australia would be likely to sign one of the first Free Trade Agreements with the UK after Brexit, and could soon begin to export Bushmaster vehicles to the British Army.
