she couldn't even fit in the back of her little Toyota there I think a big truck

fun there in James's garage you'll need to come up with a project for them but
got the project so last night I bet really late I was on
Google Earth and I was trying to find a new place for portable and then when it
was found this place then I thought oh wonder if I can get Wi-Fi up there it's
about 25 miles away but I think I've done it so I'll show you the tools and
then you can use it for your own finally games whatever right I don't want that I

When choosing a database, you may experience analysis paralysis.
I understand.
The number of choices can feel overwhelming, and more options are being engineered every
year.
Today, we survey the many options publicly available to human engineers, such as yourself.
So remain calm and do not lose your head.
You're going to need that.
In this video, we are focused on selecting a RELATIONAL database, because you use SQL
to talk to such systems...
One way to divide databases is into free and commercial.
Some of the oldest and most established commercial databases are from Oracle, IBM, and Microsoft.
These options are decades old and have a lot of inertia behind them.
Millions of lines of code have been written to interact with these databases.
But as more people became software engineers, demand grew for a lower cost or free alternative.
This gave rise to the open source movement and helped produce MySql.
MySql is the "M" in the LAMP stack - Linux, Apache, MySql, and PHP.
But MySql is not alone in the free and open source category.
There is also Postgres…
MariaDB…
SQLite and dot-dot-dot.
If money is in short supply, then one of the free, open source databases will serve you
well.
They are supported by an EXTREMELY polite community of users.
But if you would prefer to pay a company to provide on-demand support, then feel free
to research the commercial options.
Another deciding factor is the size of your database and number of users who will access
your data.
Are you working with small amounts of data being used by a small group or people?
Or are you storing petabytes of data that needs to be served to millions of people around
the world simultaneously?
If you have tiny amounts of data being accessed by a tiny group of people, then installing
a database on your own tiny server is an excellent choice.
Everything is under your control.
Costs are fixed.
But if you are serving vast amounts of data to a vast number of simultaneous users, then
your decision may become … cloudy?
We are entering the era of cloud computing.
You can now let others worry about the hardware for you.
This way you can focus on the software.
Focus on the software...
The Tech Giants have built massive data centers all over the globe.
These data centers offer unparalleled capacity, and extremely low latency.
Instead of a small cluster of computers, a data center consists of tens of thousands
of servers assembled in an impressive arrangement with hypnotic blinky lights.
They have world class security, redundant power supplies, and more.
With this computing power, they offer a vast selection of services, but we will focus on
their databases.
In addition to proprietary data storage solutions, they also support popular open source databases
like MySql, Postgres, and MariaDB.
When using a cloud database, you specify your requirements: data center location... hardware
requirements... backup needs...
You are then billed on usage, much like a utility.
Many companies offer a small, free database to encourage you to try their service.
But once your usage goes beyond the hobby level, you will receive a bill.
Next, ask yourself: what will you do with all of your data?
Because cloud providers do more than host databases in their data centers.
They also offer a wide array of services.
File storage…
Analytics…
Artificial Intelligence and Machine Learning solutions…
Remember, your database is just one part of your overall system.
Do you want to use your data to train classifiers?
Will you be building TensorFlow models, for example?
Do you need image recognition capabilities?
Or speech recognition?
You may save money by storing your data locally, but building your infrastructure from the
ground up and maintaining it can be time consuming.
Cloud solutions may cost more in terms of money, but they may cost less in terms of
TIME.
This brings you to a personal decision: what time-money trade off are you comfortable with?
If money is tight, then working locally using free tools is probably best.
However, if you or your business has the budget, cloud services offer a very attractive proposition.
Another way to help you decide is to look into the future.
Are you working on an app that could spike in popularity?
If so, then you need to think about scalability.
Specifically, the ability to scale horizontally.
This means if there is a surge in data and demand, you need the ability to rapidly add
more servers to handle the load.
If sudden growth is a possibility, then a cloud solution will act as an umbrella, letting
you enjoy the rain of data.
The cloud service is not really an umbrella.
I am using what people call a "simile."
In reality, cloud services are software running in data centers.
Here is another consideration.
What if you only need a modest database now, but want to be ready to move to the cloud
in the future.
In this case, choosing Postgres or MySQL would be a good compromise.
You can keep the database on your own tiny server for now, but rest assured there are
compatible versions in the cloud if the need were to arise.
And migrating from a local Postgres or MySql database to one in the cloud is fairly straightforward.
Of the free, open source relational databases with broad cloud support, there are three
standouts: MySql, Postgres, and MariaDB.
Is there any significant difference between them?
Not much in terms of core functionality.
All three are solid, open-source, and well-established databases.
And you can run them locally or in the cloud.
In recent years, MySql has stopped growing in popularity and has seen a mild decline
in market share as the competition has grown.
Meanwhile, Postgres and MariaDB continue to grow in popularity, with Postgres leading
the way.
While MySql is owned by Oracle, neither Postgres nor MariaDB are owned by a single company.
Their continued development is supported by a large and enthusiastic group of engineers
scattered around the world.
The number of factors to consider when choosing a database can be overwhelming.
But remember this: most of what you will learn will transcend the specific database you use.
SQL, database design, and optimization are skills you will need regardless of the database
you select.
So do not hit the panic button.
Instead, press the "download" button and try the databases for yourself.
Make use of the free quotas from cloud providers.
Try creating the same database in MySql, Postgres, MariaDB or some other database.
Which did you prefer?
The choice is yours...
It is an exciting time to be selecting a relational database.
Gone are the days when databases were expensive, and you had to devote significant resources
in support of your servers.
Storage is becoming increasingly commoditized.

Gov. Newsom pushes for new ties with Mexico as Trump fights to build a wall Los Angeles Times
As President Trump pushes Mexico further away, declaring a national emergency to force the construction of along the border, Gov. Gavin Newsom and California lawmakers have made clear they want to draw the country closer.
Along with a commitment to reopen a trade office in Mexico City, the governor also plans to revitalize a state commission that would allow California officials to work on issues with their counterparts in Mexican government. And over the course of his first term, Newsom and state Democrats are expected to refocus attention on what they consider the real issues at the heart of the U.S. Mexico relationship: tackling cross border pollution, promoting cultural and educational exchanges, and defending the human rights of all immigrants.
In a state where Latino elected officials have helped to the Trump administration, top California leaders say they see a powerful ally in the states new chief executive. They believe Newsoms more forceful stance on immigration and diplomatic approach to Mexico could help reinvigorate old ties and usher in an era of stronger collaboration, providing a viable alternative to the White Houses approach to relations there and around the world.
The relationship between Mexico and California is not only a political relationship, said Jeronimo Cortina, associate professor of political science at the University of Houston. You have commerce, you have tourism, you have trade. Regardless of what the federal government is doing, as a governor you dont want to lose that relationship.
But whether the state can move beyond the symbolic wins to become an effective model for how to improve and maintain those ties depends on whether Newsom is able to deliver on his promises.
Weeks before he took office, Newsom attended the inauguration of Mexican President Andres Manuel Lopez Obrador, where he first pledged to open a trade office in Mexico City. He and his staffers have not yet released details on the plan or efforts to revive a Commission of the Californias, saying only that it will allow a state delegation and members of the Mexican government to work together on areas of economic, political and cultural concern.
Though most economic, foreign and border policy falls under the purview of the federal government, a governor can lead trade missions abroad, promote investment into state businesses and build alliances with government officials to elevate the states priorities on an international stage.
Two years ago, former Gov. Jerry Brown on climate change, touring China to meet with business leaders and executives just after Trump announced the U.S. withdrawal from the Paris accord. In Mexico, in 2014, Brown signed to develop joint task forces and explore other ways to cooperate in battling wildfires, improving data on air quality and reducing greenhouse emissions.
State lawmakers say Newsom will be key in renegotiating those agreements, which are due to expire soon, and lauded the governors promise to reopen the Mexico City trade office, saying it could expand trade deals, loan agreements and technical assistance in manufacturing, alternative energy, technology and other areas.
But similar proposals for such a state funded office were twice rejected by Brown, who pointed to existing agreements between California and Mexican officials, saying he remained unconvinced the state needed it. Similar foreign offices closed in 2003 amid a recession and criticism from legislators and trade experts who said they doubled services and were ineffective.
Michael Flores, the states secretary of foreign affairs under Gov. Gray Davis, unsuccessfully fought to keep the Mexico office open and contested the claims.
You got to have dialogue, you have to have diplomacy, you have to be talking, he said. If not, there is a vacuum filled with something else the Washington rhetoric.
Injecting new energy into the cross border relationship could be a way to heal divisive rhetoric coming from the Trump administration, state lawmakers and political analysts said. But for California, it isnt just a matter of principles, its economics. Newsoms approach is more persistence of past [state] policies than resistance to [federal] policies now, said Tomas Jimenez, associate professor of sociology at Stanford University.
Mexico is one of the , exporting roughly dollar 26 billion in goods and importing another dollar 46 billion just last year, according to the state Chamber of Commerce. Latino purchasing power has grown to dollar 320 billion since 1990, one Latino advocacy group found, and the state is home to the largest most of whom are here legally people born in Mexico, more than 35 percent of the United States Mexican born population, according to census data and the Public Policy Institute of California.
Against that backdrop, it was Assembly Speaker Anthony Rendon D Lakewood and former state Senate leader Kevin de Le and 243;n who first began to chart the states course in confronting Washington, releasing a joint statement the day after the 2016 presidential election declaring California the new keeper of the nations future.
As leaders of a state that is now home to the worlds fifth largest economy, they pledged to defend Californias progressive strides in historic diversity, scientific advancement, economic output, and sense of global responsibility. And as Latinos and representatives of immigrant dense Los Angeles communities, they began reaching out to Mexican leaders and passed legislation designed to counter the presidents call for mass deportations.
In court, they in Atty. Gen. Xavier Becerra, a former congressman and the son of Mexican immigrants, and Secretary of State Alex Padilla, who challenged Trumps unproven claims of widespread voter fraud and moves to change to , which they say threaten to significantly undercount the states immigrant population.
While Trump tolerance for illegal immigration is cruel and the source of a border crisis, Newsom has dismissed those characterizations as comedy and the theater of the absurd.
He walked on stage at his inauguration just after the music group Los Cenzontles serenaded the crowd with Mexican melodies and his wife, documentary filmmaker Jennifer Siebel Newsom, in both English and Spanish by former U.S. poet laureate Juan Felipe Herrera.
The governor has since state funded healthcare to more young immigrants who are in the country illegally and for nonprofit groups assisting asylum seekers in San Diego. Last week, he of most California National Guard members from the border, realigning the priorities of those left behind to ensure they do not enforce immigration laws.
Not all have praised the efforts. State Sen. Jeff Stone R Temecula called the overall tone of last weeks State of the State address disappointing, saying Newsom seemed more interested in picking a public fight with President Trump than addressing the needs of working California citizens.
To call the Presidents actions to curtail illegal immigration political theater is an insult to the millions of legal immigrants who came into this country legally and work hard every day to make California a better place, Stone said in a written statement.
But others said Newsom was making a smart investment in a young and growing population of Latinos, whose numbers will boost Californias political and purchasing power and serve as an .
California and Mexico previously experienced turbulent relations in the 1980s and 1990s, when the state was a wellspring of anti immigrant rhetoric and measures. Television campaign ads for statewide candidates played on voters anxieties over race and called for increased border security, using images of immigrants streaming across the border from Mexico.
The relationship between the state and its southern neighbor didnt begin to improve until the early 2000s under Gov. Gray Davis, who appointed Flores to serve as a liaison with Mexico.
Wed hear, No, no, Pete Wilson until they realized Davis wasnt Wilson, Flores said, calling the Davis administrations early overtures to Mexican officials difficult.
Under Davis, Mexican Presidents Ernesto Zedillo and Vicente Fox made unprecedented visits to California, the state opened a Mexico City trade office and Sacramento hosted a border governors conference in 2000, with members of U.S. and Mexican states. But the office closed three years later amid a recession and allegations that it took too much credit for deals other partners helped facilitate.
Over the next two decades, state legislators said, relations between California and Mexico though haphazardly organized remained strong as an increasingly diverse Legislature took office. Many members, some of whom began their political involvement in activism against the anti immigrant ballot initiatives of the 90s, took on a new focus: establishing protections for immigrants in the country illegally.
Later, as efforts to overhaul the nations immigration laws collapsed in Congress under the Obama administration, state lawmakers pushed Brown to work more closely with Mexican partners to provide access to drivers licenses, offer college tuition assistance for immigrants without legal status and put distance between immigration enforcement agencies and state and local law enforcement.
After Trumps election, Brown took a to defend immigrants without legal status, signing proposals to expand previous laws on immigration enforcement and fund legal services. But he was circumspect in his speech and actions.
Some lawmakers say their Mexican counterparts have started in the Trump era to echo the same concerns once heard under Wilson.

In a state where Latino elected officials have helped to the Trump administration, top California leaders say they see a powerful ally in the states new chief executive. They believe Newsoms more forceful stance on immigration and diplomatic approach to Mexico could help reinvigorate old ties and usher in an era of stronger collaboration, providing a viable alternative to the White Houses approach to relations there and around the world.
The relationship between Mexico and California is not only a political relationship, said Jeronimo Cortina, associate professor of political science at the University of Houston. You have commerce, you have tourism, you have trade. Regardless of what the federal government is doing, as a governor you dont want to lose that relationship.

A former "Melrose Place" actress was sentenced Friday to more prison time for a fatal 2010 auto accident by a judge who appeared at times reluctant to follow the guidelines set by an appeals court that had ruled her initial sentence and a second sentence were too lenient.
Amy Locane was given five years behind bars, but likely will serve about 20 months if her next appeal fails, her attorney, James Wronko, said afterward. Locane left court without commenting to reporters and is seeking to be free on bail pending her appeal.
She served about two and a half years of a three year sentence before her 2015 release and has completed a three year parole term.
State Superior Court Judge Kevin Shanahan appeared to be sympathetic to Wronkos argument that double jeopardy should apply and void the resentencing, but ultimately he followed the appellate courts instructions. He praised fellow judge Robert Reed, who imposed the initial sentences, as a respected jurist, but said Reed "made two very serious mistakes here and all have suffered for it."
An appeals court ordered Locane to be re sentenced after determining the sentences imposed by Reed were insufficient for the crash that killed 60 year old Helene Seeman and seriously injured Seemans husband, Fred Seeman. Locane smashed into their SUV as they were turning not their driveway.
Locanes blood alcohol level was likely about three times the legal limit for driving at the time of the crash, according to a state expert.
"There is not a day that has gone by that I have not thought of the pain that my actions caused the Seeman family and of course Helene Seeman," Locane said in court Friday. "I have worked very hard to correct that behavior and not be that person who did that on that day."
Locane, who was convicted of vehicular manslaughter and other offenses, had faced up to 10 years on the most serious count.
Fred Seeman sobbed as he told the judge how the crash ripped his family apart and how he nearly died from his injuries. He lashed out at Reed for "elevating the suffering of defendants children above what we have suffered and continue to suffer."
Reed had cited Locanes young children, including one daughter diagnosed with Crohns disease, as a mitigating factor in his sentencing. Locanes defense contended the crash was an accident and that a third motorist, whose car the actress had bumped into at a traffic light before the accident, distracted her by honking at her and chasing her after being rear ended.
Though the indictment charging Locane didnt mention intoxication, a state expert testified her blood alcohol level was likely three times the legal limit for driving, and that she was speeding about 53 mph in a 35 mph zone at the time of the crash.
A jury acquitted her of aggravated manslaughter, but convicted her of the lesser offense of vehicular manslaughter a second degree crime that carries a maximum 10 year sentence. But Reed downgraded that to a third degree offense and imposed the lightest sentence available.
That prompted an appeals court in 2016 to order a re sentencing. The panel instructed Reed to offer additional justification for his decision to downgrade the charge.
After Reed gave Locane essentially the same prison sentence in 2017, an appeals court wrote last year that the sentence was "a hairs breath away from illegal," and ordered the lower court to try yet again.
Locane acted in 13 episodes of the popular Fox series and also appeared in several movies, including "Cry Baby" with Johnny Depp.

The other one to pay attention to here is the Snap Angle Increments.
The default setting is 15 degrees.
I go ahead and I leave it at 15 degrees.
You may decide to change that to suit your needs; be it 5 degrees, 10 degrees, 20 degrees, whatever.
You can go ahead and change it if you choose to do so, but I'm going to leave it at 15 degrees.
And I'll go ahead and click OK.
We immediately see that my grid has changed to dots spaced ¼ inch apart out here.
In addition to using the Snapping Options over here under the Edit menu...
...if we look up here at the top of the screen, right above, in my case 0 0, we have these three icons up here.
These three icons control some of the snapping features down here.
From the left, we have Toggle Geometry Snapping.
I'll get into that a little bit further pretty quick.
Then here we have Smart Snapping.
Over here we have the Grid Snapping.
Now if you notice, all three of these are highlighted in blue.
That means that they're, all three, currently turned on.
I can tell my grid snapping is turned on because I have the grid out here.
Now I don't normally use this.
I will on occasion, but I don't normally use grid snapping, so I leave it turned off.
And all I'll do is come up here to Grid Snapping and click that icon.
And you see my grid has disappeared, and that icon is no longer highlighted in blue.
I can turn it back on and then turn it off as I choose to do so so.
That's a brief overview of some of the Snap Options that are available to us.
But let's get into drawing a polyline.
Dirk specifically asked, "How do I draw a line of a specific size and put it in a specific place?"
With the advent of Smart Snapping, Vectric has really made this easy.
In older versions, 8.5 and prior, it was a bit like text messaging on a flip phone.
You could do it, but it was pretty cumbersome.
So to demonstrate, let's go ahead and get into it.
We'll come over here under Create Vectors to Draw Line/Polyline.
...and we'll click that icon, and immediately this form opens up.
In earlier versions, you had to know where your start point was going to be...
...where your end point was going to be, the angle you wanted the line...
...or the length you wanted the line, and use this form here to fill all this out.
With Smart Snapping you no longer have to do that.
For this demonstration, let's say I want a six inch line...
...that starts three inches to the left of my X zero line here...
...and three inches above my Y zero line here.
I can move my cursor over here...
...and if you look underneath the pointer, and off to the right slightly, you'll see I have an X Y display.
I also have an X Y display down here at the bottom of the screen.
I can come up here and kind of place this, and get it pretty close...
...but that's a lot of fiddling.
It's much easier to come up here and use these two blanks in the form.
What it's asking right now is, where do I want to put my next point?
Well, in this case it'll be the first point.
I want it 3 inches to the left here...
...3 inches up here.
This is my X zero line, and we're going to the left of zero, which means we're going into negative territory.
So my start point in X will be negative 3 (-3).
We're going above my Y zero line, so as you can see by my Y display below my cursor crosshairs...
...we're in positive territory, so Y will be positive 3 (3).
Then I'll come over here and I'll click the Add button.
At first it doesn't look like much of anything has really happened...
...until I get my cursor back out here onto my drawing area...
...and we see I now have a line attached.
The start point of this line is right here at -3 in X, +3 in Y.
We also can see, as I move my cursor away a little bit...
...because Smart Snapping is active...
...it has given me a blue line that's projecting in the direction I moved my cursor.
...which is on the same plane in Y but a different plane in X.
Now if you look down below my cursor pointer the display is changed to L and A.
L meaning Length, and A meaning Angle.
I'm running at 0 degrees angle from my start point...
...but the length is changing.
If I drop it down below that Smart Snap projection, we can see...
...that the angle is changing along with the length...
...until I get to 15 degrees. It snaps to 15 degrees...
...then I have that 15 degree projection line.
So if I wanted to run it at 15 degrees, I could come out here...
...and adjust my length to whatever I wanted.
Or 30 degrees, or 45, or 75, or 90, etc... all the way around.
So Smart Snapping is really a huge aid in placing the line, and making sure that it's going in the right direction.
Now, again, we're after a 6 inch long line starting right here...
...so all I need to do is pull the line in the direction I want that line to run...
...then I can use my keyboard to enter the length.
If you look down here, right in this space here...
...when I start typing, you'll see the word Value pop up, along with a number.
We want a 6 inch line, so I come over here and I type the number 6...
...and you'll see the word Value and 6 has popped up.
If I don't do anything further, it'll timeout and just kind of go away.
You'll also see I've moved off of that plane and it went away.
I want it along this plane, I'll type the number 6, then I'll hit ENTER.
And it has drawn us a 6 inch line starting here and ending here.
You'll notice I still have a line connected to that point.
What I've done is, I've added another point along this vector here.
And these points are 6 inches apart.
If I'm finished and I want to get out of this...
...if we look right over here it says, "Press the space bar to finish the current line and start a new one."
So if I've got my 6 inch line drawn...
I'll just hit the space bar, it breaks that connection, and I can start drawing new lines.
But if I exit this form...
...select this line...
...come over here under Transform Objects to Set Selected Object Size...
...we see that the width of my line is 6 inches.
The height in Y is 0 because it's a single vector.
But I've drawn a 6 inch line starting here, and ending here.
So let me do that one more time without that lengthy explanation...
...so that you can get the gist of it.
I'll go into Draw Line/Polyline...
I want my line to start at -3, +3...
I'll add my first point...
...come over here and set it on the correct plane...
...type 6 then hit ENTER...
...bring my cursor away...
...hit the space bar.
There's my six-inch line, placed exactly where I want it.
There are occasions where you know you want a line of a specific length...
...but you're not sure of exactly where you want it...
...or it doesn't have a have to have a precise starting point.
That's simple as well. It's prompting us right now: it wants us to add our start point.
So I'll just click anywhere on the screen here.
Left-click and drag my line...
...again I want to go horizontal, and I want to make this one 6 inches long as well...
Type 6... hit ENTER...
...bring it down... Space Bar.
So I have a line of a specific length...
...but not necessarily placed in a specific location.
Those are the easiest ways to draw a single line in VCarve.
Let me CTRL Z to get rid of that, and CTRL Z to get rid of that.
The reason it's called a polyline is because, as you've noticed when I started...
...you don't necessarily have to draw just one line.
We can keep it going to draw geometry.
I'll demonstrate that right now.
I've already got my next point figured out here of -3, +3...
I'll go ahead and make that my starting point.
I'll come back over here and we'll draw another 6-inch line, so we'll type 6, ENTER.
If I want to continue that line downwards 90 degrees...
...I just need to start pulling the line in that direction...
...and type 6, ENTER...

...and I've created a rectangle.
We'll select that rectangle to make sure it's a closed vector...
...which I'm sure it is...

...but I want to be 3 inches up in Y.
So I'll come over here to my Next Point; I want it to be 0 in X...

I'm going to go ahead and draw part of a rectangle...

That's just a neat little aid when it comes to...
...closing a vector that you are in the process of drawing.
Let me delete this and show you a caveat here.
You do have to make sure that you still have that same vector active.
I'll do it again to show you what I'm talking about here.
We'll start at X 0, Y 3...
...at our start point, come over here and type 3, ENTER...
...come down here; 6, ENTER...

...and then Space Bar.
So I've ended my vector.
Now if I were to come over here to this top point...

...and hit the TAB button; I can hit the TAB button all day long and it's not going to join that for me.
The reason for that is...

...the minute I hit the Space Bar at this point right here.
Now all I can do is go ahead and draw my line and connect those two...

But the point is, once I finished drawing the vector here by hitting the Space Bar...
...using the TAB button will not automatically close that vector.

There's another little tool in Smart Snapping...

Smart Snapping comes to our aid there as well.

Melrose Place Actress to Serve More Time for Fatal Crash NBC Chicago
A former "Melrose Place" actress was sentenced Friday to more prison time for a fatal 2010 auto accident by a judge who appeared at times reluctant to follow the guidelines set by an appeals court that had ruled her initial sentence and a second sentence were too lenient.
Amy Locane was given five years behind bars, but likely will serve about 20 months if her next appeal fails, her attorney, James Wronko, said afterward. Locane left court without commenting to reporters and is seeking to be free on bail pending her appeal.
She served about two and a half years of a three year sentence before her 2015 release and has completed a three year parole term.
State Superior Court Judge Kevin Shanahan appeared to be sympathetic to Wronkos argument that double jeopardy should apply and void the resentencing, but ultimately he followed the appellate courts instructions. He praised fellow judge Robert Reed, who imposed the initial sentences, as a respected jurist, but said Reed "made two very serious mistakes here and all have suffered for it."
An appeals court ordered Locane to be re sentenced after determining the sentences imposed by Reed were insufficient for the crash that killed 60 year old Helene Seeman and seriously injured Seemans husband, Fred Seeman. Locane smashed into their SUV as they were turning not their driveway.
Locanes blood alcohol level was likely about three times the legal limit for driving at the time of the crash, according to a state expert.
"There is not a day that has gone by that I have not thought of the pain that my actions caused the Seeman family and of course Helene Seeman," Locane said in court Friday. "I have worked very hard to correct that behavior and not be that person who did that on that day."
Locane, who was convicted of vehicular manslaughter and other offenses, had faced up to 10 years on the most serious count.
Fred Seeman sobbed as he told the judge how the crash ripped his family apart and how he nearly died from his injuries. He lashed out at Reed for "elevating the suffering of defendants children above what we have suffered and continue to suffer."
Reed had cited Locanes young children, including one daughter diagnosed with Crohns disease, as a mitigating factor in his sentencing. Locanes defense contended the crash was an accident and that a third motorist, whose car the actress had bumped into at a traffic light before the accident, distracted her by honking at her and chasing her after being rear ended.
Though the indictment charging Locane didnt mention intoxication, a state expert testified her blood alcohol level was likely three times the legal limit for driving, and that she was speeding about 53 mph in a 35 mph zone at the time of the crash.
A jury acquitted her of aggravated manslaughter, but convicted her of the lesser offense of vehicular manslaughter a second degree crime that carries a maximum 10 year sentence. But Reed downgraded that to a third degree offense and imposed the lightest sentence available.
That prompted an appeals court in 2016 to order a re sentencing. The panel instructed Reed to offer additional justification for his decision to downgrade the charge.
After Reed gave Locane essentially the same prison sentence in 2017, an appeals court wrote last year that the sentence was "a hairs breath away from illegal," and ordered the lower court to try yet again.
Locane acted in 13 episodes of the popular Fox series and also appeared in several movies, including "Cry Baby" with Johnny Depp.

Gov. Newsom pushes for new ties with Mexico as Trump fights to build a wall Los Angeles Times
As President Trump pushes Mexico further away, declaring a national emergency to force the construction of along the border, Gov. Gavin Newsom and California lawmakers have made clear they want to draw the country closer.
Along with a commitment to reopen a trade office in Mexico City, the governor also plans to revitalize a state commission that would allow California officials to work on issues with their counterparts in Mexican government. And over the course of his first term, Newsom and state Democrats are expected to refocus attention on what they consider the real issues at the heart of the U.S. Mexico relationship: tackling cross border pollution, promoting cultural and educational exchanges, and defending the human rights of all immigrants.
In a state where Latino elected officials have helped to the Trump administration, top California leaders say they see a powerful ally in the states new chief executive. They believe Newsoms more forceful stance on immigration and diplomatic approach to Mexico could help reinvigorate old ties and usher in an era of stronger collaboration, providing a viable alternative to the White Houses approach to relations there and around the world.
The relationship between Mexico and California is not only a political relationship, said Jeronimo Cortina, associate professor of political science at the University of Houston. You have commerce, you have tourism, you have trade. Regardless of what the federal government is doing, as a governor you dont want to lose that relationship.
But whether the state can move beyond the symbolic wins to become an effective model for how to improve and maintain those ties depends on whether Newsom is able to deliver on his promises.
Weeks before he took office, Newsom attended the inauguration of Mexican President Andres Manuel Lopez Obrador, where he first pledged to open a trade office in Mexico City. He and his staffers have not yet released details on the plan or efforts to revive a Commission of the Californias, saying only that it will allow a state delegation and members of the Mexican government to work together on areas of economic, political and cultural concern.
Though most economic, foreign and border policy falls under the purview of the federal government, a governor can lead trade missions abroad, promote investment into state businesses and build alliances with government officials to elevate the states priorities on an international stage.
Two years ago, former Gov. Jerry Brown on climate change, touring China to meet with business leaders and executives just after Trump announced the U.S. withdrawal from the Paris accord. In Mexico, in 2014, Brown signed to develop joint task forces and explore other ways to cooperate in battling wildfires, improving data on air quality and reducing greenhouse emissions.
State lawmakers say Newsom will be key in renegotiating those agreements, which are due to expire soon, and lauded the governors promise to reopen the Mexico City trade office, saying it could expand trade deals, loan agreements and technical assistance in manufacturing, alternative energy, technology and other areas.
But similar proposals for such a state funded office were twice rejected by Brown, who pointed to existing agreements between California and Mexican officials, saying he remained unconvinced the state needed it. Similar foreign offices closed in 2003 amid a recession and criticism from legislators and trade experts who said they doubled services and were ineffective.
Michael Flores, the states secretary of foreign affairs under Gov. Gray Davis, unsuccessfully fought to keep the Mexico office open and contested the claims.
You got to have dialogue, you have to have diplomacy, you have to be talking, he said. If not, there is a vacuum filled with something else the Washington rhetoric.
Injecting new energy into the cross border relationship could be a way to heal divisive rhetoric coming from the Trump administration, state lawmakers and political analysts said. But for California, it isnt just a matter of principles, its economics. Newsoms approach is more persistence of past [state] policies than resistance to [federal] policies now, said Tomas Jimenez, associate professor of sociology at Stanford University.
Mexico is one of the , exporting roughly dollar 26 billion in goods and importing another dollar 46 billion just last year, according to the state Chamber of Commerce. Latino purchasing power has grown to dollar 320 billion since 1990, one Latino advocacy group found, and the state is home to the largest most of whom are here legally people born in Mexico, more than 35 percent of the United States Mexican born population, according to census data and the Public Policy Institute of California.
Against that backdrop, it was Assembly Speaker Anthony Rendon D Lakewood and former state Senate leader Kevin de Le and 243;n who first began to chart the states course in confronting Washington, releasing a joint statement the day after the 2016 presidential election declaring California the new keeper of the nations future.
As leaders of a state that is now home to the worlds fifth largest economy, they pledged to defend Californias progressive strides in historic diversity, scientific advancement, economic output, and sense of global responsibility. And as Latinos and representatives of immigrant dense Los Angeles communities, they began reaching out to Mexican leaders and passed legislation designed to counter the presidents call for mass deportations.
In court, they in Atty. Gen. Xavier Becerra, a former congressman and the son of Mexican immigrants, and Secretary of State Alex Padilla, who challenged Trumps unproven claims of widespread voter fraud and moves to change to , which they say threaten to significantly undercount the states immigrant population.
While Trump tolerance for illegal immigration is cruel and the source of a border crisis, Newsom has dismissed those characterizations as comedy and the theater of the absurd.
He walked on stage at his inauguration just after the music group Los Cenzontles serenaded the crowd with Mexican melodies and his wife, documentary filmmaker Jennifer Siebel Newsom, in both English and Spanish by former U.S. poet laureate Juan Felipe Herrera.
The governor has since state funded healthcare to more young immigrants who are in the country illegally and for nonprofit groups assisting asylum seekers in San Diego. Last week, he of most California National Guard members from the border, realigning the priorities of those left behind to ensure they do not enforce immigration laws.
Not all have praised the efforts. State Sen. Jeff Stone R Temecula called the overall tone of last weeks State of the State address disappointing, saying Newsom seemed more interested in picking a public fight with President Trump than addressing the needs of working California citizens.
To call the Presidents actions to curtail illegal immigration political theater is an insult to the millions of legal immigrants who came into this country legally and work hard every day to make California a better place, Stone said in a written statement.
But others said Newsom was making a smart investment in a young and growing population of Latinos, whose numbers will boost Californias political and purchasing power and serve as an .
California and Mexico previously experienced turbulent relations in the 1980s and 1990s, when the state was a wellspring of anti immigrant rhetoric and measures. Television campaign ads for statewide candidates played on voters anxieties over race and called for increased border security, using images of immigrants streaming across the border from Mexico.
The relationship between the state and its southern neighbor didnt begin to improve until the early 2000s under Gov. Gray Davis, who appointed Flores to serve as a liaison with Mexico.
Wed hear, No, no, Pete Wilson until they realized Davis wasnt Wilson, Flores said, calling the Davis administrations early overtures to Mexican officials difficult.
Under Davis, Mexican Presidents Ernesto Zedillo and Vicente Fox made unprecedented visits to California, the state opened a Mexico City trade office and Sacramento hosted a border governors conference in 2000, with members of U.S. and Mexican states. But the office closed three years later amid a recession and allegations that it took too much credit for deals other partners helped facilitate.
