During a town hall meeting in Charleston, South Carolina, presidential hopeful Kamala Harris was asked for her views on gun safety.
The California senator, who is known for her strong positions on gun control, said that she wants to see a ban on assault weapons.
She also called for the so-called "Charleston loophole" to be closed.
That had some people wondering what, exactly, the Charleston loophole is, and how it got its name.
Gun Control Advocates Blame the Charleston Loophole for Allowing Dylann Roof to Buy the Gun He Used to Attack a Church in Charleston in 2015.
The "Charleston loophole" allows gun dealers to sell guns without a background check, in cases where the FBI fails to complete background checks within three days.
Under current law, when those background checks are not completed within three days, applicants are automatically cleared and allowed to buy guns.
The "loophole" — which is also known as the "default proceed" — got its moniker after Dylann Roof was charged with the deadly shooting of nine people in a historically black church in Charleston, South Carolina in 2015.
Shortly after the shooting, then-FBI director James Comey said that there had been a breakdown in the FBI's background check system and that a series of errors and mistakes had led to the background check not being completed on time — which, in turn, allowed Roof to buy a gun.
""We are all sick this happened," Comey told the New York Times at the time.
"We wish we could turn back time.
From this vantage point, everything seems obvious.".
Under current federal law, the FBI must complete the background check on a would-be gun buyer within three business days.
If the FBI doesn't have an answer within that time, then the would-be buyer has the right to come back and buy a gun on the fourth day.
The New York Times notes that in most cases, large-scale dealers like Walmart don't sell guns to people unless they've been approved by the FBI.
But smaller gun stores, like the one that sold a gun to Dylann Roof, may be likely to go ahead a sell a gun to applicants, even when they don't have FBI approval.
A Bi-Partisan Group of Congress Members Has Introduced a Bill to End the Charleston Loophole.
On February 14 — the anniversary of the deadly Parkland shooting — the House Judiciary Committee voted to support a bill that would end the so-called "Charleston loophole." The bill, introduced by Majority Whip Jim Clyburn, of South Carolina, was also co-sponsored by one Republican, Peter King of New York.
The bill passed out of the committee by a vote of 21 to 14 and is now expected to advance to the House.
The new bill would extend the background check period to 10 days, instead of three.
The legislation would also give the would-be gun buyer the chance to ask for a review, if their background check isn't completed within those ten days.
If the background check isn't completed within ten days, the would-be gun buyer can buy the gun.
The bill was opposed by Republicans on the House Judiciary Committee.
The top Republican on the committee, Doug Collins of Georgia, said that the extended wait for a background check would not, in fact, have prevented the 2015 shooting at AME church in Charleston; Collins pointed out that Dylann Roof carried out the shooting two months after buying the gun he used.

Tonight, ABC News' 20/20 will delve into the life of Ted Bundy, known for being one of the most prolific serial killers in the world.
As they interview former prosecutors, attorneys, and detectives, they will also speak to some of Bundy's surviving victims, including Karen Chandler.
What do we know about Karen Chandler? What is her story, and how did she narrowly escape death at the hands of Bundy?.
Here's what you should know.
On January 15, 1978, Chandler was asleep in her sorority house at Florida State University.
Around 3 am, Bundy opened Chandler's door and entered the room.
By that time, he had already taken the lives of two other women in the sorority house: Margaret Bowman and Lisa Levy.
Bundy attacked Chandler while simultaneously hitting her roommate, Kathy Kleiner.
Rolling Stone writes, "The room was so small that Bundy was basically able to hit Kleiner with one side of the club, spin around, and hit Chandler with the other side.".
Then, as he was attacking the two roommates, a sorority sister was dropped off at the house by her boyfriend.
The boyfriend's car headlights exploded into the girls' second-floor bedroom, leading Bundy to race downstairs.
Kleiner tells Rolling Stone, "I guess he thought he was seen.".
According to a 1989 Associated Press article, Chandler was 22 at the tine, and a senior.
She was the first to be found after the Chi Omega attack.
The outlet writes, "She staggered down the hall, her jaw broken and four teeth knocked out.
She also suffered a broken right arm and a crushed index finger.".
The sorority sister who had been dropped off by her boyfriend was telling another sister what she saw when they found Chandler "stumbling" out of her room.
Bundy was caught on February 15, one month after the Chi Omega attack.
It was later discovered that just after leaving the sorority house, he broke into an apartment complex eight blocks away and attached a student named Cheryl Thomas.
He dislocated her shoulder, and fractured her jaw and skull in five places.
In 1989, according to Rolling Stone, Chandler's father told the AP that their family never discusses Bundy.
As of 1989, Chandler lived in Atlanta with her husband and their daughter.
She told the outlet, "I don't think it will be over for any of us until it is resolved one way or another.".
In June 1979, Bundy stood trial for the Chi Omega homicides and assaults.
According to "The Only Living Witness: The True Story of Serial Sex Killer Ted Bundy", the trial was covered by 250 reporters from five continents.
On July 24, 1979, the jury convicted Bundy of the Bowman and Levy murders, three counts of attempted first-degree murder (for Kleiner, Chandler, and Thomas' attacks), and two counts of burglary.
He received a death sentence from trial judge Edward Cowart for the deaths.

It was catnip for the vastly white crowds that roared in disgust over Kaepernick.
It is galling that Kaepernick and his former teammate in the protest and legal action, must remain mum about the corruptions of the industrial complex known as the N.F.L. The owners almost certainly conspired to blackball Kaepernick, ensuring that he would never throw another pass in the league.
As he sought to sign on with a new team for the season after his protest began, and less than five years after he had taken the 49ers to the Super Bowl, owners came up with ever more pathetic excuses for refusing to sign a quarterback so swift and so strong of arm.
Now he can say nothing about that travesty. It feels a bit like the Freedom Riders integrating a lunch counter and agreeing not to talk about it.
I called Ira Glasser, a former director of the American Civil Liberties Union who is also a deep dyed sports fan. He resolutely declined to second guess Kaepernick for surveying the ruin of his career and probably taking a large chunk of money.
He was a star who burst upon the scene explosively, and maybe he extracted as much justice as he could from this situation, Glasser said. But it does leave a stain on the N.F.L. that ought not to be eradicated in the public mind.
Kaepernick did not burn a flag or even hold a proud fist aloft. Its a measure of the subtle nature of his protest that fans and sportswriters went three preseason games before they noticed that, oh yeah, Kaepernick was sitting out the national anthem.
