will be with you in about five minutes but we do have some breaking news we
want to share with you of course today was dominated by many stories one of
which was the bipartisan budget bill for butter security and the big number is
that the president was not happy with was one point three seven five billion
to build a border barrier he could do whatever he wanted with it which shows
an advantage but the question was with the president add something with that
when he declare a national emergency I just got off the phone with Mick
Mulvaney chief of staff and the answer is a resounding yes and for the first
time you're going to hear exactly how much it is and where the money's coming
from it's going to be about eight billion dollars he had the one point
three then six hundred million will come from the Treasury the Treasury
forfeiture fund 2.5 billion out of DoD they consulted with McMullen E and the
White House over the last few months on what they could actually do and they're
going to use some money they feel they can spare on the drug interdiction
interdiction account then they came across with three point five billion for
the military the military construction budget they feel they can help in that
respect and then of course they have additional money it all leads adds up to
eight billion dollars so the one point three seven five not enough for the
president he wanted five point seven he walks away at the end of the day with
eight billion dollars and of course the Democrats and some Republicans are upset
about that he's got a lot of backup from people like Mitch McConnell he's got
backup from Senator Lindsey Graham who weeks ago said that the president should
give a certain amount of time to negotiations and if he doesn't get what
he wants at the end of the negotiations declare a national emergency I just got
off the phone with a White House official who says in fact that you have
McConnell spoke to the president and that's what was said in the conversation
so I mean that's a huge piece of news that the president's going to sign this
but at the same time declare a national emergency now Chad was talking about the
intricacies of this transfer authority and reprogramming money within certain
so it's like think think that you've got a farm think of the federal government
as a farm and the farms got a bunch of silos on it and each one of those silos
is filled with money and you're allowed to move some money around within each of
those silos and you're also allowed to move certain
amounts of money in between the silos now if you declare a national emergency
it gives you greater leeway to be able to move money around in between those
silos and White House attorneys have looked at this for months this idea of a
national emergency and they have identified certain baskets of money that
they believe can be applied to building a border wall each each time you dip
into a different basket though you're increasing the level of potential
pushback and and your potential risk for a legal challenge so there's some
baskets of money they believe they have that they can use and nobody's going to
be able to challenge them but once they go through those baskets of money and
pick up the next basket that comes with a little more risk and then each basket
after that comes with an increasing degree of risk so as you move this money
around inside they don't specific silos like the DHS silo or you move from the
DoD silo into the DHS silo or energy into it just for example into the DHS
aisle you you get increasing risk so it's not clear how much money the
president might be able to move around before he ends up in court but I do know
that the OMB office office of management budget here at the White House has
identified far more than the 5.7 billion dollars in the president originally
wanted in these baskets of money that it believes it can move around it just it's
they have to make a decision on to what degree do they risk inviting a legal
challenge here because once you get enjoined then you run the risk of almost
everything getting it joined in the courts I mean a lot of people thought
that the president might use this option but there was a lot of thought that he
probably wouldn't use the option he has said many many times that he would
rather do it legislatively but it's clear that the president thought that he
could not do it legislatively so now he's going to declare the national
emergency the national emergency as the president sees it is a humanitarian and
economic emergency that exists across our southern border tens of thousands of
people are being apprehended every month by Customs and Border Protection the
Border Patrol Immigration and Customs Enforcement for crossing over into this
country or being in this country illegally
Customs and Border Protection facilities are filled to bursting there are a lot
of family units there are a lot of unaccompanied children that are coming
across the border and the President believes that the best way to deal with
that is to build a border barrier add an additional 200 and some odd miles
of fencing particularly in Texas but here's the rub with that when you when
you're talking about these migrants these illegal migrants from what are
called the northern trying of countries of Honduras El Salvador Guatemala and
and Honduras Guatemala Nicaragua and El Salvador they're people who simply want
to get their feet on American soil so that they can be picked up by the Border
Patrol and then the President himself a couple of weeks ago in response to a
question I put to him acknowledged that because you cannot build a fence right
on the border in Texas you can't build it in the floodplain of the Rio Grande
you have to build it a couple of hundred yards in some cases the wall is a mile
in from the border all those people have to do is cross the Rio Grande and in
some areas you can float across in some areas you can walk across and if they
get their feet on US soil to give themselves up to the Border Patrol they
get into the system we're by and large they get released into American society
some of them do return for their appointed court date some of them don't
even if they come for their first court date they very often don't come for
their second court date and so they disappear into American society so build
as much wall as you want in Texas you're not going to stop the problem of these
migrants who want to get caught by the Border Patrol from coming across now
where it could help is people who don't want to get caught who get into a
country that would include people who just want to disappear into American
society right away they don't want to get caught by the Border Patrol that
could include criminal elements and could include human traffickers and
could include drug smugglers and other people with nefarious intent to get
across the border they could would get caught up ostensibly theoretically by
this wall which would give Customs and Border Protection time to get to them
before they hit these what are called vanishing points and disappear into the
United States so from that standpoint it could be beneficial for Customs and
Border Protection but in terms of stopping
the flow of migrants who were coming up from Central America who just want to
put feet on US soil it wouldn't do much to stop them and the president has
admitted that now the agreement will provide smart border security it will
not fund the president's expensive ineffective wall the president can
declare an emergency on it something that he has created as an emergency and
an illusion that he wants to convey just think of what a president with different
values can present to the American people well joining us tonight to take
up all of this Heritage Foundation senior legal fellow Hans von Spakovsky
great to have you with us on former Reagan White House political director
Fox Business political analyst Ed Rollins and good to have you as well as
James Freeman assistant editor The Wall Street Journal Fox Business contributor
Hans let's start with you Nancy Pelosi ignoring if we could put up a quickly a
full screen here of the number of national emergencies that have been
declared by presidents of which there are 31 still active by the way as Nancy
Pelosi talked about for the base the Democratic base that they found out what
they can do with emergencies they weren't paying attention when President
Obama himself declared 12 such national emergencies the national emergency is
clearly within the power of the President of the United States well yeah
in fact Congress passed a statute as you mentioned in the mid 1970s it lays out
the procedures for this and you know that statute leaves it well within the
discretion of the President to determine what is a national emergency and I got
to tell you I think Nancy Pelosi has lost touch with reality if she doesn't
think that the huge amounts of illegal drugs coming across the border like
fentanyl which is now the leading cause of overdose deaths United States and the
tens of thousands of illegal aliens constantly crossed over the words she
doesn't think that's a crisis that like I said she's lost touch with reality and
losing a importantly a political battle because that is what this has all been
about at Rollins this is a party that is coming behind forming up behind
President Trump he is gaining before our very eyes momentum you know I mentioned
seven this is a 750 fifth day in office guess how many days he's been under
investigation by other committees the FBI or the Special Counsel
755 days probably another week or two before that
well months before that but the reality is that he is gaining political momentum
the party is forming up behind us Lee the law is on his side history is on his
side this is looking very good for the country to have a leader who finally is
emerging from what has been an assault by the left right and the and the fake
news me and as and as he gets stronger the Democrats get weaker as they
basically see who gets first left and they're 20 some-odd candidates this is a
very important decision for this president to have made today and it's
obviously the wall is a critical factor in stopping an emergency and as you said
there has been 58 times since the bill was passed in 1976 that we've had
national emergencies I actually oversaw the office the Intergovernmental office
when I was in the Reagan White House which he did it six times Clinton did it
17 times Obama did it 12 times George W Bush did it 13 times so it's
not like there hasn't been a virgin's national emergencies in the past and
this national emergency James great con great contested debate for years now
over immigration illegal immigration and border security this will the
Declaration of the national emergency in the president's action this will settle
part of that debate that is that there will be border security it's it's I
think none it's just breathtaking to many that there would be a debate about
a superpower any nation that would not be automatically defending its borders
well he obviously has not been able to persuade a majority in the Congress they
don't agree at the moment even though they may have said earlier it was a
crisis they don't agree at the moment and so you'd like this to go through the
normal legislative process but why would we the normal legislative
process has been a disaster we have been watching this for since 1986
well when amnesty was passed we have seen border security a road we've seen
lives devastated and destroyed by drugs that are coming across methamphetamine
marijuana heroin cocaine fentanyl the majority of those deadly drugs 70,000
opiate overdoses a year how can anyone in good conscience not want to control
that border and stop the import of those deadly drugs alone forget illegal
immigration terrace you name it sex trafficking those deaths alone
should be enough to want to secure the border for any American well I think you
want to get funding the way our Constitution sets it out and get the
approval of the Congress or seek to president housings in the next election
I look I think he has an argument the House of Representative Mike has a long
it's called the JOBS Act of 1996 giving him that in our I agree with you he's on
a threshold level a the inability to defend a border to maintain the
integrity of a border does seem like national success that it seemed like he
was a little concerned about a president who didn't want to protect the neck but
you don't have to be concerned about a precedent well we saw the president
we've got 31 national emergencies do you want to expand the ability of a
president to do that James President Obama of those 58 that Ed just
referenced President Obama wrote 12 executive orders three orders already by
this president 31 of those executive orders over those administrations are
still active which means succeeding presidents have had to sign those every
six months in order to keep them in effect right this is a historical
precedent it is without question his lawful lawful prerogative to issue such

Is there any point to the M249? - Rainbow Six: Siege - Duration: 8:23.
What's up guys, Rogue-9 here and by popular demand, this episode of Rainbow Six Siege
Loadout META will focus on Capitao and I have to say to all of you requesting a comparison
of the PARA-308 and the M249: "Good Choice!"
According to the in-game stats, the two guns have exactly the same damage and fire rate;
the only difference is the capacity of each gun which makes it seem as if the two choices
are virtually identic al.
But of course we know by now that there are loads of other hidden stats to consider, so
let's get right to it!
At first glance, the stats seem kind of evenly split with a damage and capacity advantage
going to the M249 but the, let's say: "comfort of use" stat advantages going to the Para.
But the question is: "How much are those three extra points of damage at max range
for the M249 really worth?"
My answer is, probably not all that much.
The average kill distance in Siege has always been just under 10m and the damage drop-off
for both of Capitao's starts at 25m.
And at the end of the day, the 3 points of extra da mage only results in a max Damage
Per Second output advantage of 33 points; nothing to really right home about.
And speaking of not writing home, the fire average fire rate for machineguns in Siege
is 741.6 RPM while the average for Assault Rifles is 746.7 RPM, almost identical and
pretty much a full 100 rounds per minute (or 1.5 rounds per second) faster than either of Capitao's primary guns.
Both guns might hit reasonably hard with each shot but the slower fire rates are really
a significant disadvantage when spraying for those oh-so-rewarding headshots.
But for the sake of argument, let's look over the shots to down or kill and time to down or kill stats.
Up to 25m distance (i.e. almost all engagements you will ever have in Siege) there is no difference
in damage, so the shots to kill are the same and with the exact same fire rate, of course
the time to kill is also the same.
At max range after damage drop-off, the M249 needs one less bullet to down an opponent
in exactly half of our test permutations of different armour types and bullet strike locations.
This results in an improved time to kill of just over 92ms in these specific cases.
So sure, in theory the M249 does come away with a bit of an advantage at long ranges...
if you ever manage to find a map with sightlines that are that long.
Good luck!
Being a belt fed LMG, the M249 of course comes with a significant capacity advantage.
You can pre-fire for an awfully long time before needing to reload with this thing, glorious!
But if you ever need to reload the SAW during a gunfight…
May God, Buddha or the Flying Spaghetti Monster help you because the reload time is an eye
watering 7.6s for both full and tactical reloads.
The Para's reload times are much more palatable, with 3.3s being the exact average for all
Assault Rifle full reloads and 2.6s being only just slower than the 2.5s average.
But let's just go back to the reload of the M249 for a second before we move on because
as an open bolt weapon, we should really see a difference in full and tactical reload times.
See when you empty the gun completely the bolt should remain to the front and Capitao
should have to manually recock the gun but for a tactical reload, the bolt should still
be at the back, meaning that you can skip the recocking; giving you a slightly shorter reload time.
So why are the two times the same in Rainbow Six Siege?
Well, you see Capitao's M249 is not just any normal machinegun but instead it is one
of those rare firearms that has been blessed by Harry Potter himself because it will never run out of bullets.
As you can see, after firing off all 100 bullets the gun still has ammunition remaining!
Even when you go ahead and use up all of your reserves, the gun is still loaded…
But luckily for us, Capitao is a very sporting old chap and for the sake of game balancing,
he has entered into a verbal agreement with the rest of team Rainbow to not take advantage
of the magical properties of his M249 and instead, he just pretends to no longer be able to shoot.
Oh and even though he never runs out of ammo… he also recocks his gun during every reload cycle.
Just to create a fair and balanced environment.
Holy cow… sometimes I amaze myself at the amount of nonsense that goes through my head…
moving on!
When it comes to Aim Down Sight time, the Para-308 once again has a very firm advantage
and if you can take the added recoil, the 40% ADS time advantage of the angled grip
can widen the gap between the two guns even more.
270ms vs. 600ms is not even comparable and the fact is that you really need to be pre-aimed
with the M249 before going into any engagement if you want to stand any chance of coming away victorious.
When it comes to hip-fire spread, both guns are virtually identical in most situations.
Prone, kneeling and standing still will result in exactly the same spread for both guns.
It's not until you start jogging (that's basically moving forward w ithout holding the
walk or sprint buttons) that an advantage for the lighter Para-308 starts to emerge.
This advantage also transfers into the spread while firing in full auto, where the Para
ends up spraying its bullets in a cone that is about 25% smaller than that of the M249.
And last but not least, controllability.
Once you attach the vertical grip and muzzle brake for the Para, the recoil becomes very
manageable and the LMG is also extremely controllable since the general recoil buff to all LMGs
several seasons ago.
So I would say that the M249 is maybe just that little bit easier to control, especially
if you're running the angled grip to minimise your ADS time on the Para-308 but at the end
of the day, both guns are very manageable and you should not really have any issues
in handling their recoil.
Conclusion time!
The sad fact is that Capitao's guns just never quite measured up to the weapons available
to most of his colleagues.
In a one-hit-kill headshot game, high fire rate is king and both of the firearms we have
looked at today are quite a bit below average.
Nevertheless, if you are one of those masochist people I'm always reading about and you
decide to play Capitao anyway, then my recommendation would be to run the Para-308 for maximum effectiveness.
Having a much better aim down sight time, with the added ability of attaching the angled
grip pretty much seals the deal.
If you are not pre-aiming constantly with the M249, you will sooner or later lose gunfights
because you were not able to aim in quickly enough.
Everything is secondary… a little more damage, more bullets but slower reload… all of those
factors won't really play a massive role in any given match; ADS times is what kills
the effectiveness of the LMG class in Rainbow Six Siege, even after the recoil buff.
To be fair though, these disadvantages are not necessarily deal breakers.
You can adapt your playstyle to work around the slower ADS time and I guess the M249 is
still viable but why make your life harder than it needs to be.
Playing Capitao is already enough punishment as it is.
But that's just my opinion.

And so fearing that the perhaps 50 pound cat would rip through his guts with its claws, he mounted it and used one of his knees to pin down its back legs.
Mr. Kauffman, 31, then tried to stab the cat in the throat with sticks, before trying to strike it in the head with a large rock. After both efforts failed to stop the attack, he shifted his body weight and contorted himself so he could step on the cats neck with his other foot.
After a few minutes, the mountain lion had suffocated, Mr. Kauffman said. Only then did it release his wrist from its jaw.
There was a point, he conceded, where I was concerned I wasnt going to make it out. But managing to free himself, he then raced several miles back to safety on what he called a fear high. Along the way, he encountered a few helpful people, one of whom drove him to a hospital.
At the news conference, where he for the first time, he said it was weird to feel kind of famous for what he said was an unearned reason.
Since the attack, Mr. Kauffman has been lionized as of him killing a mountain lion that was intent on killing him. While meeting with the news media, he was reminded that some have called him The King of the North.
His girlfriend, Annie Bierbower, who also spoke at the news conference, noted that some have remarked that Mr. Kauffman will not have any trouble getting dates. She agrees that he will not, because she will be taking him on said dates.
Mr. Kauffman, who is a lanky 5 foot 10 and about 150 pounds, opened his news conference by asking reporters whether they were disappointed that he was not, in fact, Chuck Norris.
I know, he added. Pretty big letdown.
And reminded of the Game of Thrones nickname he had been given, he was quick to admit: I will never be able to live up to the reputation. And maybe thats what has led to some of my reticence for actually coming out. The story is bigger than my puny form.
Those self deprecating remarks provided several moments of levity and good humor on Thursday as Mr. Kauffman recounted the details of the deadly serious attack, which left him with seven stitches along his cheek, six along the bridge of his nose and three on his wrist, which the mountain lion had latched on to. He wore the blue jacket he had on during the attack, and several cuts were visible on his face.
Despite somber introductions from wildlife officials who cautioned that there could have been a much different outcome, Mr. Kauffman said he felt great, was healing well and has started running again with the intention of training for a race. With wildlife officials accompanying him, he has already returned to the trail where he was mauled.
He plans to run there again. But in the future, he said, he will do his trail runs with a friend. And he urged other runners to do so, too.
Mr. Kauffman, of Fort Collins, Colo., also urged other runners not to listen to music while running. Had he put any devices in his ears as he was running along the West Ridge Trail at Horsetooth Mountain Open Space, he might not have heard the pine needles rustle behind him, which alerted him to the mountain lion.
In a played during the news conference, Mr. Kauffman said that after the mountain lion attacked, he threw his arms up and tried to protect his face. Then he started screaming, doing a sort of barbarian yell. Then came a wrestling match, the pin and, eventually, the strangulation.
All along, Mr. Kauffman said later, he had feared that the young mountain lions mother would come along and end the fight. Wildlife officials said they trapped two other young mountain lions in the days after Mr. Kauffman was ambushed and that both appeared to have been hungry.
Mr. Kauffman said Thursday that he had not returned to the environmental consulting company where he works.
As for Mr. Kauffmans relationship with his pet cat, Obie: He knows that somethings up, Mr. Kauffman said, so hes been extra nice to me.

"I didn't have a good team behind me," she explained about the six years it took her to crack the Top 100 after her junior success
"No one could tell me what to do because we come from a country where tennis is not really popular, so maybe I was missing someone who can tell me what to do, tell me where to go - and fortunately I was able to do that on my own
"I was trying to see how players practice on tour, I was trying to be there with the professionals because it was something new for me and new for my country - it was kind of difficult

"I was trying to have good balance and everyone tells you to work, work, work - but I'm not an animal, I need to rest also
I think sometimes I was working too hard and there was no results and I got annoyed and probably didn't win any matches, I wasn't enjoying maybe being on the court
" Now, though, everything is pointing in the right direction for Jabeur - who says that she dreamed of winning Roland Garros at the age of six, and even though "everybody laughed", she still has that goal in her sights
"I know I have a huge opportunity to be one of the greatest players and I'm really working on it," she declared

Joe Cole also thinks Emery's decisions are based on the money side of things. "I think personally it is more of a business decision why he is not playing," he said
"From what I understand the manager is not happy with his level as well but I think that there comes a time where you just have to cut ties
"I have no doubt that he is world class player but I think that the time has come where it is just time to move on
