okay so it's Sunday afternoon here at the farm and I slept in this morning so
I missed the chance to come out here and do some yard work which needs to be done
I really needed to cut the grass and trim some hedges today but it's too late
the sun's too high so it's just too hot out to be to be working under the hot
Sun so I'm just gonna sit here and drink beer and make a video now I've had a
couple people contact me about doing a video about crime here in Paraguay so
that's what this video is gonna be about now keep in mind I'm not going to quote
statistics here I'm gonna give you the point of view of a foreigner living here
in Paraguay if you want statistics you could probably check the CIA world
factbook or maybe Wikipedia you know you google
it you can probably find some good hard statistics about crime here in Paraguay
now I should say that I've lived almost half my life a good part of my adult
life abroad I'm originally from the States and I spent a lot of time in in
Eastern Europe and in other places and I gotta say that as a foreigner living
here from the point of view of crime I've lived in rougher places in here
crime here really I've been here almost eight years now the only crime I've
experienced firsthand none except for a guy who tried to cheat me in a in a
business deal and I took him to court and eventually ended up winning the case
so a fraud a fraud crime but as far as violent crime No that being said the
most popular crime here the most common crime here is far and away armed robbery
every night on the local news you will see you know as part of the
part of the show at least one or two armed robberies caught on video because
most people here now most businesses have security cameras and the most
common type of armed robbery is an armed robbery where you've got basically two
guys on on a motorcycle ones driver the other is the you know the active
criminal who's armed and so what they will do is they will ride around on
their motorcycle and they'll pick out a pedestrian usually a woman but it could
be a man or a young kid not a little kid but I mean like a college student or
something like this and the motorcycle will stop the one guy with the gun or
the knife will jump off and he will grab the backpack or the cell phone or you
know the purse or the wallet or whatever of the other person and hop back on the
motorcycle and they take off that is the most common crime here in Paraguay and
it's a phenomenon called motochorros that's what they call them
motor bandits or whatever because theyre on the back of a motorcycle this is
although it's a scourge on the general population the really the only people
that are affected by that are people that are walking you don't see these
guys attacking you know people that are in cars or people there on other
motorcycles or something like this it's specifically targeted at pedestrians no
that's the most common crime aside from that there is the other type of armed
robbery which is like what you would see back in the states for example a couple
of guys knock over a liquor store they will rob ya and you see this on the news
every night - maybe maybe not every night but it's very common and what will
happen is it's the same thing a hit and run you'll see two or three guys will
run into it's usually I have to say this type of crime is usually pretty cowardly
they will they will scope out and find a weak
point so it might be a liquor store it might be a gas station it might be a
pharmacy it's usually the place that's open 24 hours a day and doesn't have
good security maybe they've got a security guard who's you know an old guy
or this fat semi old guy somebody they can overpower really quickly who's not
who's not providing good security and so what will happen is you know two three
four guys will participate in this kind of robbery you'll have a wheelman who
has you know the car running and then two or three other guys will jump out
and they'll be armed and they will hit the pharmacy hit hit the gas station
whatever it is and quickly you go inside take control because it'll be like
midnight or 2:00 in the morning or 5:00 in the morning and there'll be nobody in
there and they'll basically just you know rip off the register and and
hightail it out of there unfortunately sometimes these guys will be
trigger-happy and you know the guard will end up getting shot that's happened
a couple times that's the other major crime here so other types of crimes you
will see for example domestic violence will be on on TV typical crimes you find
everywhere domestic violence you'll see murder but usually types of murders that
that happen here the least the ones that make the news is generally some type of
family issue or a neighborhood issue people that have a vendetta you know
it's it's not generally a random crime that's that's not what you're looking at
like I say the country as a whole is generally pretty quiet people are pretty
passive and and they're not looking for for trouble as I say even the criminals
themselves the type of crime that they're pulling off and that's not you
know the type of brazen crime you would see in the States
you know where they'll knock off a liquor store it at 6:00 p.m. you know
they'll they'll go in there and or even one guy on his own and you know maybe
shoot a couple people and hightail it out of there here it's not that way it's
it's it's definitely crime but a less of a tendency towards violence and more of
a tendency towards like I say cowardly crime I mean I I don't know maybe that's
not the right word for it but but anyway aside from that there are major crimes
that happen but those type of crimes and when I say major crimes I'm talking
about heist of an armored truck bank robbery those type of crimes but those
aren't committed by Paraguayans there are there are two - I don't know what
you want to call them crime groups that operate here out of there they operate
here out of Brazil so it's you know people that come in they cross the
border and they do their their crimes here and one of them is called PCC
premiere commando of something I don't know but it's a Brazilian group and the
other one is commando form a hole or something like this I don't know it's
Portuguese but but those are the ones that come in here and they're heavily
armed I mean these people have I don't know what it's like in Brazil but
apparently you can readily get access to like heavy machine guns and explosives
and hand grenades and all kinds of stuff like this that you generally can't get
ahold of in most countries on the face of this planet let's just a war going on
so I don't know what what it's like in Brazil if somebody's here watching
watching this video that's from Brazil I don't know how these guys come here and
they're so heavily armed but anyway they will attack armored cars and you know
have rocket launchers and all kinds of but those guys aren't attacking average
people like I said they're going for big money hits and so they'll knock over a
bank they'll rob armored cars and they will kill people indiscriminately no
problem so that's what they do and they've also kidnapped high-profile
Paraguayan businesspeople stuff like this but that
type of crime happens along the Brazilian border so you're looking at
you know the places like Sudan aleste Pedro Juan Caballero the the cities that
border Brazil that type of stuff is happening in that area Alto piranha
that's not stuff that's happened in generally in Assam Ceylon or generally
at all basically and then what else can I say about crime here you know as for
the most part foreigners what what foreigners will be exposed to if they
come here of course if you're gonna do you know if you're gonna try and be a
backpacker you know let's go Europe and you're gonna put your backpack on and
walk everywhere you know you're gonna be exposed just like anybody else would
you know but it's not so so common it's not like you can't walk anywhere the
multiple Toros that do attack you know they attack people that are on back
streets that you know in the wee hours of the morning or or in broad daylight -
but they're looking for weak targets they're looking for a quick you know a
quick grab and run so they're not operating on major roads and stuff like
this it's in an in the back backwood neighborhoods and so as a foreigner
foreigners generally come here they've got cars so that eliminates that and you
know foreigners generally speaking you know if they've got if they've got a
business usually they are operating in in their own Enclave so like you know
within the German community let's say or the Koreans you know
we'll be operating downtown in the chinatown area or if they're not and
they're operating you know in whatever neighborhood you know they'll have
security there I don't have security cameras and they'll have somebody armed
there that prevents that type of stuff like I said the the armed robberies that
happened to businesses are in places where they don't have good security
they're not investing in security and so they're exploited by by the by the
criminals no specific cases of crime I had a case of I would say more common
among foreigners that the crime that foreigners have more exposure to is
fraud so for example I had to sue a guy the guy tried to rip me off I went into
business with him for Believe It or Not dairy products and I was selling milk
and he he tried to rip me off so I had to take him to court and believe it or
not the case played out over four years before I got the judgement in my favor
but and also he wasn't able to be to be tried criminally it was a civil case so
he beat the he beat the rap in the sense that it didn't hit the threshold of
criminality although it was in my book fraud is fraud but but anyway that's
what the most that foreigners were most exposed to you know you have to be very
careful here if you're coming here and you're trying to buy a piece of property
or a car or any type of large purchase that's what you got to watch out for
there's there's a lot of fraud so you might think you're buying a property
that is free and clear but the person you're dealing with isn't really the
legal owner there's fake paperwork falsified documents there's even there's
even people within the within the owned within their own what-do-you-call-it
communities immigrant communities that are ripoff artists that prey on their
fellow immigrants so you've got for example if this is something that
happens in the German community that I know firsthand
you get down into areas like independencia and things like this there
are people that have been living there for 15 20 years that make a sport out of
screwing new immigrants and and taking them for what they can and I mean even
to the point where you know the a new immigrant will come and they will they
will play them for what they can and eventually the you know the the
immigrant will give up on it he'll give up on Paraguay and go back to Germany
and now he's desperate to sell his house and you know the the same people that
were screwing all over will buy his house you know at a cheap rate because
it know he needs to get rid of it and they'll pay them you know maybe 60% of
what it's worth and turn around and sell it again to next victim what comes along
so you got to be real careful from that point of view there's there's plenty of
fraud to go around that's what foreigners mainly have to
have to fear you don't hear much about a violent crime or any type of robberies
or something involving foreigners they're they're generally out of the
fray because they are not at the same level let's just say as the locals
financially so they can take precautions that the locals can't I mean those
people that are walking are being victimized by moto Toros they're not
walking because they like to walk I mean they can't afford even a motorcycle
let's say so they're getting robbed and getting you know the equivalent of 20
bucks that they had in their pocket or in their pocketbook ripped off because
you know they're they're exposed to it anyway I see I've been rambling on here
it's like 15 minutes so anyway I'll wrap this up I hope this makes some sense to
people as some use and yeah feel free to comment if you have any comments or if
you have any other further questions and like I said if you happen to be from
Brazil you know I'd be interested to hear your
opinion on what I'm saying about the criminal gangs that come here how they
are so well armed I'm I don't know if there is active
corruption in the Brazilian military because I know the Brazilian military is
very well armed I don't know if there's just not good control on their weapons
or what but because the the the average Paraguayan criminal has got like a rusty
revolver you know what 22 or 38 you know that probably will blow up in his own
hand if he tried to fire it or a knife you know so I don't know how there's
such a difference but anyway enough for this video and I'll see you next time
