Jail Time For Trick Or Treaters? Some Cities To Arrest Teens On Halloween - Duration: 4:39.

If you've ever handed out treats to eager trick or treaters, you've probably run into

a kid who seems just a bit too old the being ringing your doorbell.

Now some towns in the Hampton Roads area in Virginia, appear to have solved that problem.

Jail time for offenders.

Joining me now to discuss this is Mollye Barrows, legal journalist for The Trail Lawyer Magazine.

Mollye what the heck is going on here?

I know, and let me just say, I know it's not the hardest hitting legal story.

But we're coming up on the Halloween holiday and it seems fitting to talk about.

Certainly folks in this area, some of them are a little bit up in arms about this law.

So in the Chesapeake area which includes South Hampton in the city they've made it basically

a class four misdemeanor to be trick or treating out, over the age of 12.

You're not allowed to go out trick or treating if you're over the age of 12.

And you're not supposed to be out past eight.

They're saying, six to eight is a good enough time for folks to get out there and trick

or treat.

But if you're over the age of 12, and if you're out past eight, you could be facing some serious

problems.

I mean you're talking about fine between $2,500, maybe even a jail sentence of up to 30 days,

Farron.

So folks are a little concerned about this.

They're like, "Hey, what's the big deal.

We should just be out trick or treating and enjoy ourselves.

This is a holiday to celebrate children's independence."

Dress up like a ghost, go door to door.

Maybe you're old enough to do it without your parents at that point.

But they're serious, they don't want any problems.

This to me, little bit crazy sounding, just because this is something, obviously if a

kid gets arrested for this and gets a class four misdemeanor, this is something that's

going to stay on that kid's record.

This is something that then has to be ... You fill out a college application, this is something

that's going to come up.

This could ruin their lives because they wanted to go trick or treating.

What's the reason for these new rules?

Is there a reason that they're wanting to do this?

Yes, there is a reason.

And basically they're trying to cut down on any Halloween hooligans who might be up to

any shenanigans like vandalism, sneaking up, destroying public property.

Whether it's Halloween decorations or smashing jack o' lanterns in the street.

It's easier sometimes to get away with that when you've got lots of people in the streets

at night doing their things.

And teenagers get a little wild and crazy.

And maybe get carried away.

So I think this was more of a deterrent, and that's what the folks at the city of Chesapeake

are saying.

As well as their local law enforcement.

"Hey, we're not really going to arrest you.

I mean we might, kind of."

But really what they're saying public statements is, this isn't intended to frighten you, it's

just to make you aware that there are serious consequences.

We don't want any rebel rousers out there, a few bad apples.

So just know that this is a potential punishment if you are out there causing problems.

But they're not actively looking for people who are violating these rules.

And in fact parents are allowed to be out.

If they were such stickler for it, you'd have a five year old walking around without their

parents.

Because like I'm sorry, can I see your ID, it's after 8pm?

You're not supposed to be here.

At least they're not doing any kind of like stop and frisk, or say turn over your papers.

Can I see your ID?

Yeah, make sure you're under the age of 12.

But they're not alone, though, right?

That's the scariest part, is that Chesapeake's not, like this is not a unique, like this

weird little town is doing this.

No you're right.

Other people are doing it.

Newport News, Suffik, Northfolk, Portsmouth, these are all same communities saying you

can't go out trick or treating if you're over the age of 12.

And they also want folks, of course, to be accompanied by a guardian if they're younger

than that.

So it's interesting, there area a lot of folks in Chesapeake though, who don't want to see

this happen.

They want to see this law repealed.

And it's really a city code more so than a law.

But it still carries legal consequences.

But they've started an online petition, more than 14,000 people have supported it so far.

Their goal is 15,000.

Basically asking that it be repealed and that families be allowed to decide, you know, what

age their kids can go trick or treating and that kind of thing.

And you know, a lot of times, too, you do have the older kids, maybe the older teens,

13, 14 they will help and they will take out the seven year old if mom and dad don't want

to do it.

Or if you have a community where mom and dad sit on the porch as the trick or treaters

come up and hand out candy, the older brother or sister will take them out.

And they'll go to the door, too and get candy.

They're still young, they still like these things, it's still fun.

And these towns just seem to be taking that away.

Like, "No, trick or treating is serious business.

We have to treat it this way."

It's absurd.

Just let them have their fun.

I felt the same way.

One night a year, come on.

I know, is the vandalism that bad?

Are you having such a string of problems that you've got to crack down because you're right,

half the fun of Halloween is the spontaneity and it does seem to undercut that.

So we'll see how they deal with this online petition Farron.

New Comics for October 31, 2018 - Duration: 8:04.

Welcome to BMA Comics Con.

Today we will be looking at the comic books being released October 3, 2018.

Watch this til the end and find out how you might win one of these comics.

The Halloween Special to Scott Snyder's Wytches.

Not only is this a self-contained story for fans or anyone wanting to try Wytches; this

is also going to be setting up Wytches volume 2.

This is a Marvel Halloween Special.

It'll contain a couple of spooky stories about the Avengers and X-Men from various

writers and artists.

This is the official beginning to Drowned Earth.

The Ocean Lords return to Earth with an army and the intent to flood the Earth to spite

Aquaman and Wonder Woman.

We'll have to read this story to find out what Aquaman and Wonder Woman did to anger

these ancient sea gods. Kane is on a suicide mission and Spider Woman

has joined him; but he may have not told her all of the detail.

Luckily they are not alone Hawkeye's daughter from Old Man Logan, and two new characters

have joined.

In this Spider-Geddon tie in we meet more Spider-Man to join the Spider-Army.

In this issue we have Web-Slinger, a Spider-Man from the Wild West; and Supaidaman, the Spider-Man

from the 70s live-action Japanese show.

Here is a collection of new Batman stories to further explore the character written by

various Batman authors.

Another if the Marvel What If?'s shows what if Magik, Colossus's sister, stayed in Limbo

7 years longer and became the Sorcerer Supreme.

The only annual this week from DC is the Terrifics.

In this annual we get 3 stories: On the day of Sapphires Halloween party someone tries

to steal Plastic Man's powers.

Then we get the secret origin of Java the caveman.

And lastly, we see Tom Strong's secret adventure in the Dark Multiverse.

Emma Frosts wants to get revenge on the Hellfire Club.

And the best way to do that is to get the X-Men to help her.

Also, the conclusion to the Apocalypse Black story is at the end of this comic.

Typically, when there is a 5th Wednesday in a month it would be a light week and mostly

have annuals.

That is not the case this time.

DC has released a couple of Hannah Barbera Crossovers.

If you're a fan of Secret Squirrel, there will be a 4-part back up issue broken up at

the end of each of these stories here they are in order.

There used to be a bear stealing picnic baskets, now campers are going missing.

Ranger Smith calls on Deathstroke to get to the bottom of the legend of the Yogi.

Vietnam Vet and Green Lantern John Stewart just return home in the 1970s to see his country

is in a state of civil turmoil.

As he contemplates what course of action to take he is pushed into siding with Civil Rights

activist Huckleberry Hound.

Dick Grayson makes his way to Hollywood.

But when his agent is found dead and the main suspect is his star client, Magilla Gorilla.

Nightwing has one night to investigate the funny feeling he has about this case.

The last and most wacky of the DC Meets Hannah Barbera, Superman and Top Cat versus the Kalien.

Superman is fighting a super food.

This is one reason to pass on the Kale friends.

The Reynolds family go into the Daemonscape to claim Lucius as ruler over it.

But there they will encounter, challenges, traps, beasts, the Five Daemon-Lords of the

Crystal Hells, and Agantha a demon trapped in the body of a dead squirrel.

The final part to the Witching Hour story that had been crossing over between Wonder

Woman and the Justice League Dark is here and the fate of Magic in the DC Universe will

be decided.

How will the heroes take back magic and what will become of Wonder Woman?

Issue 2 of Heroes in Crisis is coming out.

This is a good story that would be perfect as an Elseworlds story and not in continuity.

In this issue Batman is investigating the murders of all of their fallen comrades.

As prime suspects Booster Gold & Harley Quinn are on the run together both suspecting the

other as the killer.

While it appears someone else may have something they are trying to hide from the Trinity.

When Superman searched the multiverse for those who might oppose him.

He skipped over Prince Adam.

Will Superman live to regret that decision as he faces He-Man?

I believe this is the final issue of Wild Storm.

It seems there may be a peaceful ending for John Lynch and Jack Hawksmoor.

The Marvel Two-In-One series switches it up in this issue as we have Reid and Ben team

up this time.

Their mission to correct some of the wrongs caused by the absence of the Fantastic Four.

Unfortunately, this series days are numbered, but this isn't the last issue just yet.

Same with Daredevil, this amazing series will be coming to an end soon, but first Matt Murdock

has decided to stop at nothing to prove that Kingpin cheated in the mayoral elections,

even if it kills him.

One thing is for sure, at the end of the day only one of them will be standing.

The future is here and so is Arno, Tony's brother.

As a classic Iron Man villain also returns, Tony's going to have team up with someone

we would never otherwise want to.

T'Challa is at a fork in the road.

He must choose if saving the past memories is worth going against Wakanda.

Old Man Logan ends its run at 50 issues, and he's going out the same way he came, in

pain.

It's a last stand for the X-Men, and the future is at risk if any of the original X-Men

die.

But in order to win this they must be ready to sacrifice everything.

Could this cause a reboot in the X-Men.

The Hawkeye's have made it to Canada and are one step closer to Red Skull and his Project.

Stark Odinson the amalgam between Iron Man and Thor has to defeat Madame Hela.

With his suit and hammer, be enough to stop her.

Tigra isn't the only gigantic problem the West Coast Avengers will face.

It see she has friends.

Now there are other 50-foot problems for the team to face while Kate Bishop finds herself

possibly betraying everyone.

Homerun hitter, Matthew Rosenberg, is finishing up Multiple Man.

He will either save the day in a way only he can.

Or die trying.

It's Molly vs the Spider King and Will's life is on the line.

This double sized issue is the final battle.

This is during Season 1 and Will is stuck in the Upside Down.

This comic will show some additional story that the show did show.

The Maxx is locked in Arkham and runs into Joker.

Read this to see how the two interact.

Another horror comic, the Winter's family might have to cross the line to get a head

of their enemies.

They will have to break the cardinal rule "don't get high on your own supply"

Red has one last name on her list.

Revenge isn't going to be that easy.

She will have to fight her way through her sister and the tunnels to get to her final

target, the man that put her on that boat three years ago.

He free-solo climbed El Capitan in Yosemite National Park.

How are you?

- I'm good, how are you?

- I'm good.

He has a movie out now called Free Solo.

Are people confusing it with Star Wars?

- I'm not sure.

Yeah, probably.

- Well, it's not related.

Do you like climbing?

- Yes, I like climbing very much.

- What do you do if you have to, like, poop or pee?

- You just have to go.

- During El Capitan, did you?

- Yeah, I peed a bunch all over the route.

- I guess for pooping, it's a little harder.

- For pooping, you can basically do the same thing,

but it's just because there's so many other climbers

on the same cliff, you have to make sure

you're not destroying the route for others.

I mean, basically then - Oh my!

- it's sort of like a human impact thing.

- That's insane to think about.

It's just like slipping 'cause you just stepped

on the last climber's turd.

- No, that fully happens.

- Do you wipe?

- I mean, ideally, but then you don't always something

so you use little rocks and things.

- He wipes his ass with rocks, guys.

- That's how you build toughness,

that's how you build character.

It's better than nothing.

- Because you've established yourself

as the world expert in not falling,

- I fell on my first day of high school.

I was a freshman and I tumbled down the hill

and just, like, rolled,

and that's, like, what I was known for in high school.

It sucked.

- Yeah, that sucks, yeah.

(laughs)

- Have you ever dropped your phone into your toilet?

- I have never dropped a phone, no.

Though I have had my phone knocked off a cliff.

- Really?

- Yeah, my partner just turned around

and hit it out of my hands.

It was very sad.

- Were you mad at him?

- Yeah, it was my mother, actually.

I was upset with her.

I just didn't wanna say my mother so I just said my partner,

but then you asked so I was like, yeah, it was my mother.

(laughs)

- Look, this is a picture of sexy Garfield.

- That is horrendous.

(laughs)

- I just heard someone say

this is one of the greatest human achievements of all time.

- [Alex] Uh,

that might be hyperbole.

- [Tam] I don't know.

In your opinion, what's the greatest human achievement?

- [Alex] Going to the moon comes to mind.

Sailing the open ocean.

Things like that.

- What about more simple stuff

like the people that invented rocks?

- I don't think anyone invented rocks.

(laughs)

- What surgeries have you had?

- I don't think I've any real surgeries.

I've had my wisdom teeth taken out,

does that count? - Oh really?

- Yeah.

- Are teeth bone?

- Yeah.

- Oh.
