Secretary Tillerson on Authorizations for the Use of Military Force - Duration: 7:21.

SECRETARY TILLERSON: Thank you, Mr. Chairman, Chairman Corker, Ranking Member Cardin,

distinguished members.

I appreciate the opportunity to speak to you today.

I know the Senate's desire to understand the United States' legal basis for military

action is grounded in your constitutional role related to foreign policy and national

security matters.

I understand your sense of obligation to the American people well in this regard.

In the 2001 Authorization for Use of Military Force, or AUMF, Congress authorized the President

to "to use all necessary and appropriate force against those nations, organizations,

or persons he determines planned, authorized, committed, or aided the terrorist attacks

that occurred on September 11, 2001, or harbored such organizations or persons."

Congress granted the President this statutory authority "in order to prevent any future

acts of international terrorism against the United States by such nations, organizations,

or persons."

The 2001 AUMF provides statutory authority for ongoing U.S. military operations against

al-Qaida, the Taliban, and associated forces, including against the Islamic State in Iraq

and Syria, or ISIS.

The administration relies on the 2001 AUMF as a domestic legal authority for our own

military actions against these entities, as well as the military actions we take in conjunction

with our partners in the Coalition to Defeat ISIS.

The 2001 AUMF provides a domestic legal basis for our detention operations at Guantanamo

Bay, where the United States currently detains members of al-Qaida, the Taliban, and associated

forces.

The 2001 AUMF also authorizes the use of necessary and appropriate force to defend U.S., Coalition,

and partner forces engaged in the campaign to defeat ISIS in Iraq and Syria.

In Syria, the efforts of the U.S.-led Coalition are aimed at the defeat of ISIS; the United

States does not seek to fight the Syrian Government or pro-Syrian-Government forces.

However, the United States will not hesitate to use necessary and proportionate force to

defend U.S., Coalition, or partner forces engaged in the campaign against ISIS.

The President's authority to use force against ISIS is further reinforced by the Authorization

for Use of Military Force Against Iraq, or, in more plain terms, the "2002 AUMF."

In addition to authorities granted to the President by statute, the President has the

power under Article II of the Constitution to use military force in certain circumstances

to advance important U.S. national interests, including to defend the United States against

terrorist attacks.

As an example, President Reagan relied on his authority as Commander-in-Chief in 1986

when he ordered airstrikes against terrorist facilities and military installations in Libya

following a terrorist attack by Libya in West Berlin which killed and wounded both civilians

and U.S. military personnel.

The United States has the legal authority to prosecute campaigns against the Taliban,

al-Qaida, and associated forces, including ISIS, and is not currently seeking any new

or additional congressional authorization for the use of force.

The 2001 AUMF remains a cornerstone for ongoing U.S. military operations and continues to

provide legal authority relied upon to defeat this threat.

However, should Congress decide to write new AUMF legislation, I submit to you several

recommendations that the administration would consider necessary to a new AUMF:

First, new AUMF authorities must be in place prior to or simultaneous with the repeal of

old ones.

Failure to do so could cause operational paralysis and confusion in our military operations.

Diplomatically speaking, it could cause our allies in the Global Coalition to question

our commitment to defeating ISIS.

And potential repeal of the 2001 AUMF without an immediate and appropriate replacement could

raise question about the domestic legal basis for the United States' full range of military

activities against the Taliban, al-Qaida, and associated forces, including against ISIS,

as well as our detention operations at Guantanamo Bay.

Second, any new authorization should not be time-constrained.

Legislation which would arbitrarily terminate the authorization to use force would be inconsistent

with a conditions-based approach and could unintentionally embolden our enemies with

the goal of outlasting us.

Any oversight mechanism in a new AUMF also would have to allow the United States the

freedom to quickly move against our enemies without being constrained by a feedback loop.

Third, a new AUMF must not be geographically restricted.

As is the case under the current AUMF, the administration would need to retain the statutory

authority to use military force against an enemy that does not respect or limit itself

based on geographic boundaries.

As ISIS's fraudulent caliphate in Iraq and Syria has crumbled, it has tried to gain footholds

in new locations.

As was discussed with the Senate during a closed defeat-ISIS briefing in July, the United

States has a limited military presence in the Lake Chad Basin to support partners, including

France, in their counterterrorism operations in the region.

This information has also been conveyed to you in multiple periodic reports submitted

to Congress consistent with the War Power Resolution.

The collapse of ISIS's so-called caliphate in Iraq and Syria means it will attempt to

burrow into new countries and find new safe havens.

Our legal authorities for heading off a transnational threat like ISIS cannot be constrained by

geographic boundaries.

Otherwise, ISIS may re-establish itself and gain strength in vulnerable spaces.

The United States must retain the proper legal authorities to ensure that nothing restricts

or delays our ability to respond effectively and rapidly to terrorist threats to the United

States.

Secretary Mattis and I, along with the rest of the administration, are completely aligned

on this issue.

We fully recognize the need for transparency with you as we respond to what will be a dynamic

regional and global issue.

We will contend to – continue to regularly update Congress and to make sure you and the

American people understand our foreign policy goals, military operations, and national security

objectives.

I thank the Committee for supporting our efforts and look forward to your questions.

New Canon Pixma IP4500 How to Open it for repair in HD Vol.2 - Duration: 15:16.

Welcome to the second part of the video, congratulations if you made it so far.

In the first part we took the upper plastic off from the printer, now we will focus on

the buttom side.

So lets get our screwdrivers ready.

And lets GO!

Before we continue, if you like this video, please remember to give it a thumbs up or

Now lets go back to my video.

On the right back side of the printer.

You will find a piece of plastic.

It is a cover from USB-port.

It usually stands completely lose.

You can take it off, just like that.

Without any unscrewing.

Nice and easy.

Going back to the front, you will find this printerhead-basket on the right side.

And we need to move it to the left side.

Because direct underneath there is a screw which we need to unscrew.

So we need to have this basket for the printerhead in such a way that it can move to the left

side.

Usually when you shutdown the printer, the sponge, the cleaning sponge of the printinghead

moves so high up that it will lock the basket.

There is an easy solution for this.

On the right side of the printer, there is a wheel.

We will turn it few times and this will move down the sponge and unlock the basket.

So now all we have to do, is just place our finger on that wheel, push it firmly down

and try to turn the wheel like two...two and half times.

Till the sponge, that you can see there locking the basket, moves enough down to free the

basket to move it to the left side.

So as you see near the pump there is a place for a screw.

I already unscrewed it but if you look carefully there is a place there.

Use a Phillips screwdriver, try not to use a flat screwdriver, it is more difficult to

work with.

They are easy to unscrew those screws but actually Canon does use "Loctite" on those

screws.

So you have to have a little bit of grip to, youknow, to unscrew them.

So once we have unscrewed this screw, near the pump.

We will move a little bit to the right.

Over there we will locate three screws.

Importand is the middle one, it is a ground calbe.

Also if you put everything back to its place remember to screw it also down.

You need to have it there.

Then of course we have the control panel.

And the control panel itself, you can take it off very easily.

Just like by pulling it off.

Put it on the side also put the cable comming from the control panel.

Also on the side this will help you to access those three screws.

Alright, so you can unscrew those screws now.

I use same screwdriver.

It is a Phillips screw driver.

It is actually quite handy to have a magnetic end of the screwdriver.

It helps not to lose those screws, especially when you reassable it, something can fall

down very easily into the chassis.

And you do not want to have a situation where you need to open it up again to get a screw

back.

So also I would advice to put those screws somewhere in a cup so you do not lose it.

And actually, you can maybe lable them where they ware.

So put them in a small sack and say; " ok, this was from the right side".

And if you have any markers, like few colors.

You can even, you know, color the heads of those screws in the same color that you will

color, for example piece of metal.

So lets say I would color it in red, so I will know exactly where those screws goes

back.

And if you have few colors, like I do not know, lets say five, six.

I think, you can color each location in different color.

Or put a bit of paint on them if you are really picky to put exact the same screw back in

same place.

Next step is go to the right back side of the printer, where the mainboard is.

Try to locate the screw there, you see here I have black spot that is the spot where the

screw is.

In my exaple there is non, but in your case, you for sure will have a screw.

If you have troubles to locate the screw.

Look at the mainboard, there is a cable, the white cable, goin into the mainboard.

Then from that spot look down and you should find screw.

And yes please unscrew it.

So once again, the spot that we are looking for the screw is right there.

Alright lets move to the upper left side or actually the back side of the printer.

Lets locate there the screw.

It is much more easy this time.

You can easily find it and easily access it.

Then the screw on the right side.

Now we are almost done here.

We will move to the front left, to unscrew another screw and just remember collect all

your screws and put them somewhere in a cup.

You do not want to lose them, especially if you are planning to reassemble your printer.

Now we are just a step away from getting into the absorption tank absorption sponge, When

you go to the left side you actually can see already the absorption sponge absorption tank.

In this case it is all gray usually when it is new it is nice and white.

Last part can be a bit tricky.

We have this flap with "Canon" printed on it.

First flap this flap down.

Once it is down and only when it is down, you can detach the printing mechanism from

the casing.

Otherwise if you do not do it, you will break an handle, that is between the flap and this

metal piece that goes up and down.

So really watch out there!

Now hang in there we are almost done here.

The first thing is here to put this flap down, the flap that we mentioned earlier.

Then use two hands, one of your hands put on the plastic where the paper is comming

out.

Another hand put on the printing mechanism it self.

And then you can pull those pieces easier.

Now you see here, the front goes first, we pulling the front first.

You can see a hook there.

This is this "arm" connecting from the flap to this metal piece.

But importand is pull it up first, because if you pull the back first.

The whole pressure will go on those hooks( one is on the left and other on the right)

and they will break.

So it is not very difficult here, just make sure that the front goes first.

Use two hands one is on the black piece of plastic another on the mechanism and it should

go fine.

And it should go just like this, just like now.

So, make sure the flap is down not up like that, flap is down and then try to pull those

pieces appart.

Good luck!

And so there is nothing left to do, then just lift that thing and separate those two pieces

from each other.

I already shook it a litte bit loose so I can lift it with one hand.

And off it goes!

For sure if; you use two hands one on the plastic and the another on metal.

You lift the front first have this flap down like noticed.

It should go quite easily off, if it still giving you some resistance.

Double check if you unscrewed all the screws.

You should have like seven and maybe you missed one.

So that is the staff.

Now we can see here the sponge itself.

Some parts of absorption tank, but it is actually a sponge, is placed under the printing mechanism.

Directly under where you print.

You have a hose going to a smaller part.

We are looking at the bigger absorption sponge.

Which will be, you know, if you, let say print a lot and have a lot of cleaning cycles.

Yeah it will be useful! and it, as you can see, it was really used a lot.

I printed myself on this printer and a lot of boxes, really hundres for sure thousands

of pages ware printed on this printer.

So it is, it does not look so bad actually.

If you look how much you have printed.

This is the right side of the absorption tank.

There goes the most ink form the the cleaning cycle after the closing of the printer.

So you know, it looks pretty dirty there.

I would not recommend to, you know, clean it or exchange it.

The most ink will evaporate.

But if you need for some reason to get in there.

This gives you the options.

Congratulation if you made it so far, congratulations if you opened it, really, without breaking

it!

It is really awesome, if you plan to do it, just take your time.

Take a cup of tea and just, you know, Take it easy, it is nothing very, very, very difficult.

So this is how a cleaner absorption tank looks like.

It exists out of three layers.

The material is more like a cloth, like a fabric then a sponge or paper.

Left you have a really large one, long one and on the right side it is a very small one,

absorption tank.

During the closing cycle and during the cleaning cycle the excess of ink will be sucked down

by the pump and it will come out through two outports.

Those are two small hoses and from there the ink will go into the absorption tanks.

Some times those pipes are a bit stuck with ink so you can clean it up, usually just with

water, it is ok.

You got one on the right side and one a little bit to the left side, closer to the

middle.

And, yeah, you can just check if they are clean.

Should you have the need for this.

SBSs While You Were Sleeping has released stills of Suzy and Lee Jong Suk dressed up in bright vacation outfits.

The drama tells the story of Hong Joo (played by Suzy) who can predict unfortunate events through her dreams and Jae Chan (Lee Jong Suk), a prosecutor struggling to stop what she sees in her dreams from coming true.

Hong Joo and Jae Chan recently realized that they had already met each other 13 years ago. Hong Joo had pretended that she didnt know Jae Chan due to her guilt.

In the past, she had not tried to save Jae Chan and a runaway soldier who had killed her father at a reservoir. This knowledge did not stop Jae Chan from comforting her and kissing her romantically in the rain.

In the released stills, Jae Chan and Hong Joo are smiling at each other, both dressed up as if theyre going on a vacation.

Until now, the two were usually seen wearing suits due to their positions as a prosecutor and a journalist.

The new pictures, however, show Jae Chan wearing sunglasses with his usual suit while Hong Joo has put on polka dot summer dress and a beach hat. She is even carrying a picnic blanket, hinting at the twos day out.

The production staff of While You Were Sleeping shared, The preview revealed that Hong Joo and Woo Tak dream about Jae Chan giving up his job as a prosecutor and that Jae Chan and Yoo Beom go against each other in high tension.

They added that the upcoming episode will reveal why Jae Chan and Hong Joo dress up for a vacation under such circumstances. While You Were Sleeping airs every Wednesday and Thursday at 10:00 p.m. KST.

Meanwhile, Janet Street-Porter came as DC superhero Wonder Woman, Nadia Sawalha channeled her inner Angelina Jolie as Maleficent, and Ruth Langsford as classic villain Cruella de Vil.

Although she dressed up as probably the most iconic horror character in cinema this year, Coleen admitted that scary movies arent really her thing.

My kids absolutely love them, but I wont go to the cinema to see them because Im too scared, she said. I dont really like to be scared..

Nadia added: My 14-year-old watches something absolutely petrifying before she goes to bed. When youre young, you dont really believe anything bads going to happen..

Earlier today, Phillip Schofield dazzled TV viewers on This Morning by dressing up as the Night King from Game of Thrones. He looked incredible – and it was largely because the actual team from the HBO fantasy epic worked on his transformation.

I believe, this is the first time a British celebrity has ever been made-up by the official team. Its certainly the only time Ive made someone into the Night King. So its a real honour.

Were glad Phillip loves the transformation, said prosthetic make-up designer Barrie Gower.
