Massage coconut oil under the eyes and other affected areas for a few minutes.

Use gentle circular motions.

Leave the oil on overnight.

Repeat this every night before going to bed.

Apart from being an emollient, castor oil enhances the production of elastin and collagen

in the skin.

: Sewol-ho ferry leaves for Mokpo New Port - Duration: 2:02.

The Sewol-ho ferry has set off on its final journey to Mokpo -- where it will undergo

investigation to find the exact cause of the disaster,... and hopefully recover the remaining

nine bodies still unaccounted for.

The journey is expected to take around eight hours.

Kim Min-ji reports.

The Sewol-ho ferry has embarked on a journey to its last destination, Mokpo New Port -- one-thousand-80

days after it capsized off Korea's southwestern coast.

The semi-submersible transporting the ferry will need to take a few detours on the way

due to a number of islands in its path,... so it will cover a distance of about 105 kilometers...

taking roughly eight hours.

It will make a brief stop on its way to take a pilot on board.

Five maritime police patrol ships will accompany the semi-submersible until it arrives safely

at the port.

"If everything goes as scheduled,... the semi-submersible is expected to arrive at Mokpo New Port at

around 3PM, Korea time."

Then,... over the course of about three days,... sea water and oil will be drained from the

vessel and 50 attachment sites, which secured the Sewol-ho ferry to the semi-submersible,

will be undone.

Later, a module transporter will be used to get the vessel onto land -- which will take

about a day.

All in all, officials expect the first stage to take about four days in total,... providing

the weather remains favorable and there are no problems with the equipment.

After that, the vessel will undergo disinfection and pest control for about a week.

From then on, a search will take place to find the nine missing people whose bodies

have yet to be recovered,... and an investigation will begin into the exact cause of the sinking,...

which killed 304 people in April 2014,... some three years ago.

A special committee tasked with the investigation will work with the families of the missing

to map out the best way to find their loved ones by early April.

WHERE SOCIALLY OUR COMMUNITY CAN

PARTICIPATE IN THAT PROGRAM

SINCE 2008.

WE HAVE RAISED CLOSE TO

$4 MILLION.

AND THAT IS JUST -- THAT IS JUST

A SMALL PART OF WHAT WE NEED TO

DO AS A COMMUNITY TO STRESS THE

IMPORTANCE OF EDUCATION AND WORK

TRAINING ON PEOPLE.

OUTSIDE OF THAT, WHEN IT COMES

TO ACTUAL ATTRACTION OF BUSINESS

TO -- IN THIS CASE, THE SOUTH

SIDE OF PEORIA, WE HAVE TO DO

WHAT WE CAN AS WE DO ANYWHERE

ELSE IN THE CITY TO ATTRACT

EMPLOYERS THAT WANT TO BE IN

HAS THE CITY WISELY USED THAT

PUBLIC INVESTMENT IN PRIVATE

ENTERPRISE?

GOOD EXAMPLE OF BUSINESS THAT

WAS GOING TO GO DARK.

IT HAD WENT DARK PREVIOUSLY BACK

IN THE 80S, AND THE OWNERS WERE

GOING TO MOST LIKELY SELL OR

SHUTTER THAT LOCATION WHICH IS

VERY KEY TO OUR DOWNTOWN, TO

CATERPILLAR, AND TO OUR CIVIC

CENTER.

WE HAD THE CHOICE OF WORKING

WITHIN THE CONFINES OF PRETTY

LIMITED ECONOMIC DEVELOPMENT

TOOLS THAT WE HAVE IN PEORIA IN

COMING UP WITH A REDEVELOPMENT

AGREEMENT THAT WOULD NOT ONLY

REFURBISH THE HISTORIC PERE

MARQUETTE, BUT ALSO TAKE DOWN

THE HALF A BLOCK OF THE OLD BARS

THAT WERE THERE AND REBUILD THE

CITY COURTYARD.

IF YOU LOOK AT THE NUMBERS FROM

THE PERE AND COURTYARD, IN TERMS

OF THE NUMBER OF PEOPLE THAT ARE

STAYING IN THE HOTEL, WHAT THEIR

OCCUPANCY RATES ARE, THEY ARE

REALLY CLOSE, AND IN SOME CASES

A LITTLE BIT ABOVE WHAT THEY

EXPECTED THEM TO BE.

WHERE WE ARE FALLING BEHIND IS

IN SOME OF THE COMMERCIAL AREAS

OF THAT PROJECT THAT THE

DEVELOPER HASN'T FIT OUT YET SO

WE ARE MISSING SOME SALES TAXES

ON THOSE.

SO THE OPTION OF HAVING HAVE NO

HOTEL DOWNTOWN, NOTHING TO SERVE

THE CIVIC CENTER WHICH WE HAVE

INVESTED MUCH MORE THAN WE

INVESTED IN MARRIOTT WOULD BE

TRAGIC.

THAT WAS EITHER GOING TO BE

EMPTY.

IT WAS GOING TO BE POTENTIAL

SENIOR LIVING OR MOTEL 6 RATE

HOTEL, NONE OF WHICH ARE

BENEFICIAL TO OUR DOWNTOWN AREA.

AND AT THE TIME WE DID THAT, WE

HAD NO WAY OF KNOWING THAT THE

SHERATON DOWN THE STREET WAS

GOING TO GO BELLY UP IN THAT

MEANTIME, TOO.

SO WE COULD HAVE POTENTIALLY

BEEN WITH NO DOWNTOWN HOTELS.

SO I THINK THAT THE INVESTMENT

THAT WE MADE IN THAT PROJECT WAS

FOR ALL THE RIGHT REASONS.

I THINK IT WAS APPROPRIATE TO

THE LEVEL THAT WE INVESTED IN

IT.

THE PRIVATE DOLLARS THAT -- OR

THE PUBLIC DOLLARS THAT THE CITY

INVESTED 6.7 MILLION DOLLARS

WERE MAKING LESS THAN A HALF A

PERCENT OF INTEREST.

WE LOANED IT TO THE DEVELOPER

FOR 4%.

SO IT WAS A HUGE INCREASE ON THE

INVESTMENT FOR OUR EMPLOYEES AND

THEIR PENSIONS, AND THE BIGGEST

PROBLEM WITH THIS HAS BEEN THE

DEVELOPER WAS UNDER CAPITALIZED.

I DON'T THINK THAT THERE IS -- I

THINK THERE IS A VERY SMALL

CHANCE THAT THE PERE MARQUETTE

IS GOING TO GO DARK AGAIN.

IT IS EITHER GOING TO BE

REFINANCED UNDER THE CURRENT

OWNERSHIP OR A NEW OWNERSHIP

WILL COME IN THAT CAN MANAGE THE

PROPERTY LIKE IT NEEDS TO.

I THINK WITHOUT A FULL VISION OF

BUILDING NEW HOTEL AND INVESTING

A TAXPAYER DOLLARS TO IT, THERE

SHOULD HAVE BEEN A FULL COMPLETE

VISION ON WHAT RETAIL WOULD

HAVE -- WOULD HAVE WENT BEHIND

OR UNDERNEATH THAT HOTEL WHEN WE

BUILD SO MANY PARKING DECKS AS

WELL.

SO THOSE EMPTY BUILDINGS ARE

PART OF THE SAME PERCENTAGE OF

FOR SALE AND OPEN VACANT

BUILDINGS DOWN THERE FOR

BUSINESS.

I JUST DON'T THINK THAT A HOTEL

IS WHAT WAS NEEDED AT THE TIME.

THE CIVIC CENTER IS DOING VERY

WELL.

THAT'S NOT THE PROBLEM.

BUT WHEN YOU BRING IN OUR

COMMUNITY TO EVENTS AT THE CIVIC

CENTER OR OUTSIDE VISITORS,

THERE IS NO EYE CANDY DOWNTOWN.

WE HAVE A LOT OF POTENTIAL FOR

OUR DOWNTOWN AREA, BUT THERE

ISN'T ANYTHING THAT IS

ATTRACTIVE OUTSIDE OF THE EVENT

OR THE PERE MARQUETTE.

SO HAVING SAID THAT, WE COULD

HAVE DEVELOPED A NEWER AREA.

WE GAVE BIG AL'S A BIG PORTION

TO MOVE AS WELL.

AND IF IT WAS AN ISSUE OF NEW

CONSTRUCTION, WELL, BOTH OF

THOSE WERE NEW CONSTRUCTIONS

AND ACTUALLY WOULD HAVE ADDED A

LITTLE VALUE TO SOCIAL, AND I AM

NOT MARKETING BIG AL'S BY NO

MEANS, BUT THE DEVELOPMENT AND

INVESTMENT THAT WENT INTO THAT

BUSINESS ACTUALLY WAS WORLD

RENOWNED NAME ON THAT BUILDING.

SO IT WAS MORE SOCIAL.

IT WAS MORE TRAFFIC DOWNTOWN

THAT -- IT ACTUALLY HAS TAKEN

AWAY FROM THE SMALL BUSINESSES

THAT WERE IN OUR DOWNTOWN AREA.

SO I AM NOT BIG ON NUMBERS.

I CAN GET SOMEBODY THAT IS

REALLY BIG ON NUMBERS ABOUT

DOING IT NOR DO I SIT ON THE

BOARDS OF THESE PROGRAMS THAT

ARE EXISTING IN PEORIA.

BUT I KNOW THERE ARE PEOPLE OUT

HERE LIKE PATHWAYS PROGRAM IN

OUR PEORIA SCHOOL DISTRICTS.

THOSE PROGRAMS WILL TEACH THE

SKILLS THAT WE NEED. THE

PRACTICES OF CITY HALL IS THE

ISSUE WHEN IT COMES TO BEING

FAIR AND BALANCED IN OUR CITY OR

MAKING RIGHT DECISIONS.

CITY THAT ARE MORE ATTRACTIVE IF

DEVELOPMENT DOWN THERE WHERE

SOMEONE CAN BE ON VACATION AND

RENT AND THINGS LIKE THAT ARE

GOING STRAIGHT--

I JUST DON'T THINK WE HAVE THAT

TYPE OF MARKET FOR OR CITY FOR

THAT TYPE OF MARKET.

WE HAVE SOME OF THE DEVELOPMENTS

WHICH IS VERY NICE HERE DOWN IN

THE WAREHOUSE DISTRICT THAT

REALLY ADDRESSES THAT ISSUE

DIRECTLY ON THE RIVER.

AND IT DOESN'T AFFECT THE

CITIZENS.

NOW, IF THERE IS CITIZENS'

VOICES THAT SAY THEY DON'T WANT

THIS ON THAT END OF TOWN, THEN I

THINK THAT'S WHERE CITY HALL

DECISIONS SHOULD BE MADE AND NOT

TO ANOTHER PRIVATE DEVELOPER.

PEORIA, AND SOME PEOPLE THINK

THAT HE HASN'T DONE HIS DUE

DILIGENCE OR HE DOESN'T

UNDERSTAND THE MARKET OR HE

DOESN'T UNDERSTAND IT IS LOCATED

NEXT TO A RAILROAD TRACK OR NEXT

TO PMP.

THESE ARE ALL DECISIONS THAT THE

INVESTORS HAVE ALREADY MADE, AND

THAT ARE GETTING THE FINANCE

FOR.

SO NOW PEOPLE THINK THAT THEY

KNOW BETTER THAN THE INVESTORS

WHERE THEY SHOULD SPEND THEIR 20

PLUS MILLION DOLLARS.

SO THIS IS A $20 MILLION PLUS

PROJECT THAT WANTS TO COME TO

PEORIA, AND PEOPLE ARE SECOND

GUESSING WHETHER THAT'S A GOOD

INVESTMENT OF HIS OR HER MONEY.

AND THAT'S NOT WHAT THE CASE IS.

I LOOK AT THIS AS A PURE FACT OF

SOMEBODY THAT WANTS TO COME HERE

AND SPEND OVER $20 MILLION.

IT IS GOING TO PAY SIGNIFICANT

PROPERTY TAXES THAT WILL

GENERATE MONEY BACK TO US, WILL

HAVE NO IMPACT ON THE TRAIL THAT

GOES ALONG THE RIVERFRONT.

FRANKLY, I HAVE FOUND IT JUST A

LITTLE BIT QUESTIONABLE THAT

SOME OF THOSE THAT PUSH BACK

THAT SERVE ON OUR PARK BOARD

DIDN'T FEEL QUITE SO ANXIOUS

ABOUT IT WHEN THEY BUILT A

BUILDING RIGHT ON THE RIVERFRONT

WHICH THIS IS ISN'T GOING TO BE.

SO IT IS, I THINK, IT IS LUCKY

FOR THE CITIZENS OF PEORIA THAT

WE HAVE SOMEBODY WHO WANTS TO

INVEST $20 MILLION HERE IN

PRIVATE MONEY, AND IF WE NEED TO

EXTEND THIS, TO GIVE THE PARK

SERVICE AND OTHERS AN

OPPORTUNITY TO FINALLY FIGURE

OUT WHETHER THIS PROJECT IS

APPROPRIATE OR NOT, I THINK WE

NEED TO GIVE IT ADDITIONAL TIME.

THE INVESTORS HAVE ALREADY

INVESTED PROBABLY CLOSE TO A

MILLION DOLLARS ON THIS PROJECT.

AND TO PULL THE PLUG ON IT

BECAUSE THE BUREAUCRACY OF OUR

GOVERNMENT CAN'T DECIDE WHETHER

OR NOT IT IS APPROPRIATE OR NOT,

MISTAKE.

DETERMINING WHETHER OR NOT, YOU

KNOW, THERE IS A REALLY A PATH

TOWARD THE CITY BUYING INTO

SOMETHING THAT WOULD BE A GOOD

INVESTMENT FOR OUR COMMUNITY.

THE BIG PROBLEM IS THE PRICE TAG

ON DOING THE DUE DILIGENCE.

IT'S GOING TO BE A MILLION

DOLLARS PLUS THAT WE DON'T HAVE.

SO IF WE CAN FIGURE OUT A WAY

AND THE BUSINESS COMMUNITY IS

SUPPORTIVE OF US TAKING A LOOK

AT THAT, I THINK THAT THE

COUNCIL WOULD BE SUPPORTIVE OF

HAS DONE ALREADY TO GET THE

AND FAMILIES AND NOT HAVING A

DOWNTOWN THAT IS WHAT THEY

EXPECT IT COMING OVER FROM

MORTON AND EAST PEORIA.

SO -- AND UNDER-INVESTMENT IN

THE COMMUNITY, IT IS NOT FAIR OR

BALANCED.

I REALLY WANT THIS WHOLE

COMMUNITY TO UNDERSTAND THAT IF

WE CAN WORK TOGETHER, AND WE DO

FOCUS OUR ATTENTION INTO OUR

UNDER-INVESTED DISTRICTS, IT IS

GOING TO BE A BENEFIT FOR

EVERYONE.

WITH A STAGNANT CITY BUDGET

REACTED IN THE LEADERSHIP

POSITIONS.

I THINK IT IS AN IMPORTANT TIME

WITH MANY OF THE ISSUES BETWEEN

CSO, THE WATER COMPANY, AND JUST

THE BUDGET IN GENERAL THAT THEY

NEED SOMEONE THAT'S BEEN THERE,

THAT'S BEEN THROUGH VERY

DIFFICULT ECONOMIC TIMES, AND

THAT CAN HELP STEER THE OTHER

TEN COUNCIL MEMBERS THROUGH

THAT.

AND THAT WOULD BE THE EXPERIENCE

Tokyo approves education guidelines that say Dokdo is Japanese territory - Duration: 1:47.

Japan seems to have no plans to back down from its territorial claim to orea's easternmost

island of Dokdo.

In its latest move, Tokyo has approved a revised set of guidelines for elementary and middle

school students that say the Korea-controlled islets belong to Japan.

Japan is pushing forward with its claim to Korea's easternmost Dokdo Island.

The Japanese government on Friday approved a revised set of guidelines for elementary

and middle school students that say Dokdo is Japanese territory.

The guidelines were posted online for public viewing last month, and will be added to the

curriculum for elementary schools in 2020 and for middle schools in 2021.

In response, Seoul has strongly condemned Tokyo for the move.

Seoul's foreign ministry summoned Suzuki Hideo, a minister at the Japanese embassy in Seoul,...

and issued a statement warning that future generations of Japanese children will learn

false history.

The first time Japan mentioned the Dokdo row in the education arena was in 2008, when its

education guidelines for middle schools stated that differences existed between Seoul and

Tokyo surrounding Takeshima, Japan's name for Dokdo.

Japan's territorial claims over Korea's easternmost islands grew even stronger when Prime Minister

Shinzo Abe won re-election in 2012.

In 2014, under Abe's government, Japan's education guidelines for middle and high school students...

said that Seoul was illegally occupying Japanese territory, referring to Dokdo.

Last week, nearly 80-percent of the 24 new social studies textbooks approved for use

in Japan... included the claim that Dokdo is Japanese territory.

putting in their bid in partnership with

Lendlease and also Samsung. What we've

started here in South Australia is

something incredibly important. We've

started a new industry. A new industry

that can use the skills and capabilities

of workers that are coming out of

existing industries like in the automotive sector.

The sort of people

that will be looking to attract are

electricians, mechanical fitters

electrical engineers, it's exactly the

sort of skills that already exist in

Adelaide that can be transitioned out of

industries which are winding down.

We have never had this type of interest in

Government tenders before I mean 200

tender downloads from 9 different

countries around the world looking at

this with some of the technologies that

are household names and some new and

emerging technology uses so it is a

fantastic response to a Government

tender coming out of the plan that the

Government has to make sure that we can

have affordable safe reliable and clean

Kim Hyun Joong's License Suspended For Drunk Driving

Channel A has reported that Kim Hyun Joong had his license suspended by police on March 26 for drunk driving.

The report revealed that, at around 2AM KST, a driver had noticed a stopped vehicle at an intersection and called the police when the vehicle did not move.

When police approached the vehicle, they found Kim Hyun Joong sleeping in the driver's seat. His blood alcohol level was then tested and came out to be 0075%.

Korea's legal limit for blood alcohol is 003% and having anything above that leads to automatic license suspension.

Kim Hyun Joong's company, KeyEast Entertainment issued a statement on March 30, saying that the actor was just moving his car and is reflecting on his actions,.

"Early morning on March 26, Kim Hyun Joong was having a drink with his friends near his house when he was asked to move his car by a parking attendant.

Since he was practicing for his concert he had not slept for a few days. He hadn't even driven for 1km when he was stopped for driving under the influence, got tested and had his license suspended.

Regardless of the reason, Kim Hyun Joong understands that it was wrong to get behind the wheel after drinking and is reflecting on his actions. We will be careful so that this doesn't happen again."— KeyEast Entertainment.

FULL DEGREE, STUDENTS LIKE ALEX

HOURS OF COMMUNITY ACTION.

THE SENIORS WRAPPED UP THEIR

ORAL EXAMINATION.

TALKS ABOUT THE CULTURAL

SIGNIFICANCE OF THE PICTURE AND

COMPARED TO THEIR OWN CULTURE,

AND IT WAS KIND OF A BIG DEAL.

RECORDINGS TO BE EVALUATED BY A

RANDOMLY SELECTED SCHOOL.

THE CLASS WORK IS CHALLENGING SO

THE COURSES ARE MOSTLY JUNIORS

CHALLENGE AS THEY START TO

PREPARE FOR COLLEGE.
