Some residents of an Oregon county are asking voters to support a proposed ballot measure

that would bar local officials from enforcing any gun control law and uphold gun rights

outlined in the Constitution.

The proposed Second Amendment Preservation Ordinance was filed with the Deschutes County

clerk last week.

It would empower the county sheriff to review federal, state and local laws and determine

whether they violate the U.S. or Oregon constitutions, ABC News reports.

Oregon politicians have submitted a bill that would ban all "Assault Weapons and large

capacity magazines".

Deschutes County Sheriff Shane Nelson publicly opposed the proposal this month, saying Oregon

already has laws on background checks and age restrictions.

He noted that among those prohibited from buying a gun are convicted felons, those convicted

of misdemeanor crimes involving violence, and those found to be mentally ill.

Filed by an interfaith religious group in Portland, Initiative Petition 43 would also

require legal gun owners to surrender or register their assault weapons or face felony charges,

according to language released Tuesday.

The group said it aims to get enough signatures to put the measure before voters in the November

general election.

They'll need 1,000 signatures to begin the ballot title drafting process and 88,000 signatures

by July 6 to get the measure on the ballot, according to the Oregon Secretary of State

website.

The initiative could also face court challenges.

"We recognize that there are perfectly legitimate uses of guns for self-protection and hunting

that make a lot of sense," said Rabbi Michael Z. Cahana of Congregation Beth Israel and

one of petitioners.

"But assault weapons are not used for either of those purposes.

Many of these weapons exist only for killing and do not belong in civilian hands."

Gun advocates denounced the proposal, saying it represents an unprecedented attack on the

public's constitutional right to bear arms and would outlaw numerous styles of guns.

Even more controversial is the requirement that legal gun owners would need to give up

or register their current guns with authorities.

Which is against the 2nd Amendment.

The initiative would require any person in possession of an assault weapon to sell, surrender

or remove the weapon from the state, or render it inoperable, within 120 days of passage.

A person that wanted to keep their assault weapon would need to register it with the

Oregon State Police.

OSP would look at a person's criminal record — and other information — to determine

whether they are "disqualified from possessing the weapon."

"People who legally own assault rifles or large-capacity magazines will not be required

to surrender their firearms, but will be required to register their firearms with the state,"

said Penny Okamoto, executive director of Ceasefire Oregon, which is supporting the

petition.

Any violation would be a Class B felony.Blunt Truth for the ignorant fools who believe the

The future of the relegated Black Cats is shrouded in uncertainty with Short desperate to get out and cut his losses.

Within minutes of their fate being sealed, manager Chris Coleman admitted he doesn't know whether he'll be in charge next season despite wanting to stay at the Stadium of Light.

Bain is currently talking to would-be buyers and admits new ownership would be "a game-changer" for the crisis-torn club.

But he's received assurances from Short, now living in Florida, that whatever happens, Sunderland won't call in the administrator.

"He does not have any desire to put the club into administration," said Bain.

"Ellis funds the club's losses.

I have spoken to him and he has assured me he will continue to do so." That amounts to over £2m every month but there's unlikely to be cash for Coleman to strengthen the squad unless Short finds a buyer.

Bain confirmed there are several parties who have expressed an interest in taking over.

He added: "I would really hope that now the club knows its position in terms of which league it will be playing in, that might give some clarity to any potential buyer to formulate their thoughts and a deal.

"He does not have any desire to put the club into administration" Martin Bain "I feel positive because anybody who looks at the club now can see that it is a distressed asset but one that has the fundamentals and that is exciting.

"These things give you hope that someone will see that it is a fantastic club to acquire." It is understood Short is willing to give away the club for nothing and also waive some of the debt owed to him personally but that would still leave the club over £60m in the red with a much reduced income stream in League One.

Bain, however, believes it is the wage bill which could prove the stumbling block to any deal.

Several players, including Jack Rodwell, Lamine Kone and Cattermole are on over £30,000, ten times as much as most League One players.

All will have to be sold this summer.

"I wouldn't say debt is the fundamental problem more the running costs and future financial forecasts," said Bain.

"You have, for example, players who don't want to be here eating up vast amounts of our budget.

"I have one single priority at the moment and that is to try and assist a sale and help full diligence be done.

"We have an owner actively looking to sell and that will be the game-changer for Sunderland Football Club.

"We hope that a new owner comes in and we will then have a better financial backdrop than what there has been in recent years and that will provide a spark.

"My role is getting one key stakeholder or investor to have discussions with Ellis.

"Ellis knows the headline price that he would like and how those payments should be staged and then he will hand them back to me and I will guide them through due diligence.

"That's the point I sit down and explain what has gone wrong in the past which has got the club to where it is.

"But then it's about showing you what a fantastic club it can be again if A, B, C and D are done.".
