This legislation is in two parts

one is a block grant

of the ACA monies as Dr.

Cassidy described the other is

Medicaid per cap cap.

As everyone knows the Medicaid per cap cap was

proposed by President Clinton.

Now a seen as this draconian measure.

The Medicaid per cap cap

ties the greater rate

of growth per capita rate of growth

of Medicaid at around the

level of medical inflation.

President Clinton proposed to limit growth

in the Medicaid program by capping

spending per person.

The measure was a response to rapid increases

in Medicaid spending

and Republican demands to reduce costs

through block grants.

It was a matter of political tactics.

Clinton's caps would have barely saved any money.

The various iterations the Republican

Obamacare repeal plans this year

follow a nearly identical model

but nearly a quarter century later the

context is different.

Medicaid spending is no longer increasing

at a rapid rate.

Timing is everything.

The Republicans aim to further reduce

costs even though Medicaid spending

per person has stabilized.
