Hey loves!

I hope you are ready to step up your makeup game because today I'll be showing you 10

amazing makeup life hacks and DIYs that will change your life forever.

OK, it's time for a major glow up so let's get started!

Wow!

No, no (sneeze).

We all know how much I love glitter, but I hate how messy it is.

Whenever I use it, it just flies everywhere and even days later I end up finding it

allover the apartment. Ugh, so annoying!

Luckily I learned how to press my glitters, which makes them so easy to use and not messy at all.

First you have to chose a glitter that you want to press.

I'm going for this beautiful dark blue.

Besides glitter you will also need a bit of a rubbing alcohol, glycerin and aloe vera gel.

Take the glitter, pour it in an eyeshadow tin or pot and distribute it evenly.

Suck some alcohol into a syringe and squeeze it in the glitter pot.

You should have enough alcohol to cover the entire container.

And don't worry if you put in too much because alcohol will evaporate eventually.

Next you want to add 5 to 6 drops of glycerin.

I'm using a dropper to do that, but syringe or a simple spoon should do the trick.

Lastly we need to add a bit of aloe vera gel and mix it well to distribute evenly around the container.

Leave the alcohol to evaporate completely, which can take up to a day.

Once the product is all dry, you are left with the amazing pressed glitter, which is

so much more practical and easy to apply than the usual loose version.

You can use your pressed glitters exactly like eyeshadows, they are not messy at all,

but smooth to apply and great for travel.

I also made one in yellow, and I seriously want to press all the other glitters that I own.

They are so convenient.

Nothing is better than a cool glitter eye makeup and now I can make it way more often,

because I know I won't have to deal with all the glitter mess afterwards.

How amazing are these glitter eyes, right?!

There's so many other color combos I want to try so I better start pressing more of

my glitters right away!

Ok, maybe it's not that bad, maybe it's not that bad!

Epic fail at the hairdresser's - we've probably all been there before, right?

If you want to give your hair some funky colored transformation but aren't sure how it will

look on you, a great idea is to dye it temporarily first.

And guess what – to do that you can use your regular eyeshadows.

I know it's hard to believe that you can dye your hair with eyeshadows, but trust me, they

work like a dream! Grab an eyeshadow of your choice.

I went for blue, because you know - it's my favorite color.

Take a hair strand, press the eyeshadow against it like this and start moving down towards

the hair tips. Look at this color payoff!

Isn't it completely mind blowing?

Let's try it with purple as well.

Grab a strand and press the purple shadow towards it.

Pull the eyeshadow down and check this out!

Wash off hairsprays are super expensive and hair chalk is quite hard to find.

But we all have eyeshadows at home already and they are so affordable!

This life hack is perfect for parties, festivals, carnivals, Halloween or just every day.

When you wash your hair the colors will get right off.

It is great if you want to switch up the color of your hair, but are not sure which shade

will look the best on you.

And no worries this totally works on darker hair too – just make sure to use very pigmented

eyeshadows! Go grab some eyeshadows and let the fun begin!

Glitter lips have been a huge trend lately – I saw them on the runways, in music videos

and all over the internet.

Creating a beautiful sparkly lip by patting the glitter on can be quite time consuming

so instead let's make some gorgeous glitter lipsticks!

Make a double boiler by pouring some water into a pan.

Then place in some smaller heat proof pots.

I'm making 3 different lipsticks so 3 pots for me.

Now grab some coconut oil and put about half a teaspoon in each of the pots.

Since coconut oil is very soft we also need to add two to three pieces of beeswax in each

of the containers. This is how we make a lipstick from scratch.

However if you don't have coconut oil or beeswax feel free to simply melt a plain lip balm.

It will work just as great.

Alright it's time to add that beautiful sparkly gorgeousness aka glitter.

I'm going to make green, pink and silver glitter lipsticks.

Pour a generous amount of glitter into each of the bowls and stir the mixture so that

all ingredients incorporate evenly.

How stunning do these look already – absolutely magical.

All we got to do now is pour these glitter liquids in some lipstick containers or lip

balm pots and leave them to cool down completely.

This shouldn't take long at all - about 3 to 5 minutes.

But if you want to speed up the cooling process, pop your lipsticks in the fridge and you're

ready to use them in no time.

Check out how gorgeous they are!

I honestly love them so much.

The pink one turned out to be super wearable, while the silver lipstick makes your lips

look like an epic disco ball!

Pretty cool for a party or some special festivities.

The key to achieving those gorgeous opaque glitter lips is to use a lot of glitter in your lipsticks.

I also made some multi colored lipsticks where I alternated between all the three colors

while pouring in the mixtures.

It's very important that you are using non toxic glitter or even better edible glitter.

Al in all, these glitter lipsticks were so easy and affordable to make yet they

turned out fantastic. Love them!

You can even pour the mixtures in a lip balm pot and get a gorgeous glittery lipstick wheel.

How cool right?!

What?!

Looks familiar?

Right when you're in a desperate need of an eyeliner, you run out of it.

Well, don't stress out girl, because I got your back.

Instead of liquid eyeliners you can use liquid lipsticks!

The best part is that they come in a ton of fun shades so I decided to try out a multi-colored

eyeliner look, starting with a hot pink.

Take an eyeliner brush, load it with some product and you can draw your cat line as usual.

I applied it on the outer part of my eye.

Liquid lipsticks are long lasting, don't smudge and they are easy to apply which makes them

perfect to use as eyeliners.

If you want to make a classic black cat eye you can simply dip your brush in a mascara.

But If you want to create a funky colored line, then liquid lipsticks are absolutely amazing.

I mean look at these epic colors.

Besides hot pink I also used blue, purple and light pink.

I love how they look together.

Who would have thought, right?

Experimenting with makeup is seriously the best thing ever.

You can stick with one lipstick shade and make a solid bright colored eyeliner look,

which is very wearable but still looks very cool.

Or you can go all out making a multi colored bright liner.

This one is perfect for a night out with friends, festival, birthday celebrations or other fun events.

And of course there's no limit in make up, you can wear whatever you like and whenever you like.

Rock this cool eyeliner tidying up your house or gardening, because who says you can't?!

Boring.

Boring.

Boring.

Hmm...

I know!

Why wear a plain lipstick, when you can rock these epic polka dot lips?!

They are super simple to make and look amazing!

Grab any lipstick of your choice and apply it on the lips as usual.

I went for classic red, but literally any color will work!

To make the white dots I'm going to use a white liquid eyeliner.

Take a bobby pin and dip its tip in the liquid eyeliner.

Now you can easily make the perfect white dots all over your lips.

Bobby pin works like a stamp.

What a great trick right?!

If you don't have a white liquid eyeliner, you can use a black one, or even the usual

pencil liners.

Just have fun experimenting and see what works best!

I like the liquid eyeliners because they are very opaque and make the dots really vibrant.

These polka dot lips look so retro and pin-up inspired to me.

No lipstick could ever make your lips so extra and cool.

This simple lip art is perfect for a party, carnival or Halloween.

But you can have so much fun trying different makeup looks every day.

I mean who doesn't like playing dress up all year around, right?

Impossible!

Come on, ugh!

Same old story – Me trying to pack too many things into a suitcase.

It happens every single time.

Luckily there's a great traveling hack, that will make our life so much easier.

You can turn straws into cute little packages that will store all your skincare and beauty necessities.

To make these grab a straw – I went for a pink one and cut it in half.

Take a bobby pin and slide it on the straw, leaving a bit of space between the straw end

and the pin. Next light a candle.

Bring the straw close to the candle flame and move it slowly back and forth to melt

the straw edge.

The heat melts the plastic and seals the opening together making our straw package completely waterproof.

It's time to grab lotions, moisturizers, shampoos etc. and fill up the little containers.

Now we have to repeat the sealing technique on the other side as well.

Melt the opening using a candle and your waterproof packets are ready to travel the world with you.

A good idea is also to write what is inside on the package so you don't mess up and end

up washing your teeth with a moisturizer or something like that.

This is seriously a genius traveling hack!

Especially when you are going away for just a few days and you don't want to bring all

the bulky beauty and skincare products with you.

An old man once told me at the airport, if he could go back in time the only thing he

would change in his life is to travel more and travel lighter.

This life hack makes it possible to travel light even for us girls that need a bunch

of beauty products to survive every day.

Look, my mom got me a new lip gloss!

Wow, it's so pretty!

I know, I'm so happy!

My mom got me a lip gloss too.

Really?!

Oh yeah, it's transparent.

But don't worry, we can fix it.

Really?

That's right, you can always pimp up your transparent or poorly pigmented glosses!

I'm going to transform mine into a gorgeous sparkly lip magic.

All you need is nontoxic glitter of your choice and a clear lip gloss.

To make the mixing part easier you can DIY a little paper funnel and place it in the

gloss opening.

It's time to have fun choosing the glitter color.

This always takes ages because they are all so pretty!

In the end I decided to go for this amazing silver that changes colors depending on how

the light hits it.

You can see everything from pink, purple, green and blue reflections.

So gorgeous!

Alright, let's pour the glitter in the lip gloss container.

Put the little plastic lid in the opening and your glitter lip gloss is all done!

You may need to shake it a bit so that the glitter distributes evenly throughout the

container and this is how the finished product looks like.

You can wear it on its own or you can apply it over a lipstick of any color.

Since this gloss is transparent, it won't affect the color of the lipststick, it will

just add a beautiful shine and sparkle to the lips.

Let's make another glitter lip gloss, which besides giving sparkles to the lips,

also adds color!

Grab a transparent lip gloss, some glitter, and an old eyeshadow.

This time I decided to make a pinky glitter gloss, so I chose pink glitter.

You guys made fun of me in the comments of last video saying that I have an obsession

with glitter and galaxy and you're right.

I do have a problem, it's serious.

Just as we did before, we have to pour our glitter into the tube.

To give our gloss a nice pink pigmentation, we need an old pink eyeshadow or loose pigment.

Scrape some of the eyeshadow on a piece of paper and the more shadow you use, the more

pigmented your lip gloss will be.

That's enough for me so let's pour it into our lip gloss container.

If your shadow gets stuck in the funnel like mine, a toothpick comes in very handy.

There we go, place on the little cap, mix the ingredients together and you are ready

to use your new lip gloss.

Besides the beautiful sparkly glitter and shine, this one will also give your lips a

pretty rosy color.

I am in love with both of these lip glosses and not going to lie – I literally want

to make one using every single glitter that I own.

Here you can see the swatches – our pink glitter gloss gives sparkle and rosy color,

while the silver one gives us just the sparkle.

This makes it perfect for layering on top of any kind of lipsticks.

With this lip gloss you will in a way double your lipstick collection, because for every

lipstick color that you own, you will now have a sparkly stardust version as well.

How brilliant is that!

School was great.

Um... I got something to tell you, I know you may not agree but I'm old enough and I wanted

this for years, so...

Sweetie, you're scaring me.

You know you can tell me everything.

Well, I got a tattoo!

If you want to get a tattoo, but your mom doesn't let you or you're afraid to commit

to it for the rest of your life, a great idea is to try a temporary tattoo first.

I'll show you how you can DIY your own metallic flash tattoo.

Take a pencil eyeliner.

You can a black one, colored or metallic one like I did.

First you need to draw your design on the skin.

I decided to make a henna inspired tattoo on my hand.

I started making some silver dots along my middle finger and up my hand.

Then I took a golden bronze eyeliner and draw a V shape and so on.

You can be really creative and make so many different designs.

And the best part is that if you mess it up, simply erase your errors with a makeup remover.

I also drew some triangles, dots and lines to finish up my tattoo.

When you're happy with the design, take a hairspray and spray it allover your tattoo.

The hairspray will make it way more long lasting and will prevent smudging.

How cool is that!

Such metallic tattoos have been so popular lately and I think they look stunning.

Especially in the summer with a bit of a tan.

If you're attending any music festivals this year they are definitely a must have accessory.

You can also make your own tattoos using liquid eyeliners, which will make them even more

vibrant and long lasting.

All in all I think this DIY is a bomb and I'm obsessed with it!

Mom!

Did you buy me a lip balm and mascara?

Of course I did sweetie. Here!

Thanks mom. What?! I said a tinted lip balm.

Everybody in school has them!

Tinted lip balm is the same as lipstick!

You're not allowed to wear it!

And what is this?!

A transparent mascara! Is this a joke?!

You're too young for makeup! I told you many times!

Now do your homework!

I hate everything!

Your mom doesn't let you wear makeup either?

Guess what, I'll show you three different ways to turn a plain and boring transparent

lip balm into a beautiful tinted one!

The 3 easiest ways to give color to a lip balm is by using lipstick shavings, food coloring

or eyeshadow pigment.

Make a double boiler by pouring water into a pan and placing in some smaller heat proof bowls.

Grab a plain lip balm, and pull it out of its container.

Pop the lip balm into a double boiler.

I have three containers as I'll show you three different versions.

Here I'm taking a piece of my mom's lipstick, hoping that she will never notice, and popping

it into one of the melting pots.

In the next container I'm adding a bit of eyeshadow pigment.

In the last bowl I'm pouring some food coloring in a dust form, because it mixes with oils

better than liquid or gel food coloring.

Leave the tinted lip balm mixtures to melt completely.

You'll notice how the lipstick, pigment and food coloring will start giving a beautiful

tint to our lip balm.

Give all the three a quick little stir to distribute the color evenly and now you can

take them off the heat.

Pour the mixtures into a lipstick tube or lip balm pot and leave them to cool down completely.

I love how they turned out!

Think about how many different colored tinted lip balms you can make.

There's a huge variety of food colorings and you can get eyeshadow pigments in pretty much

any possible color too.

So you can really have a ton of fun creating different tinted lip balms.

They will make your lips soft and pretty, because they contain all the nourishing benefits

of a lip balm.

And since a bit of color never hurt nobody, they will also give your lips a bit of that

pretty rosy, red or violet sheen.

I always need to have a lip balm with me wherever I go and if it also makes my lips pretty and

colored, even better!

Honey, do you know what happened to my lipstick?!

Our tinted lip balms are looking amazing but it's time to fix the clear mascara as well.

To do that I'm going to be using – you guessed it – glitter!

Open up your transparent mascara and remove the little plastic cap.

Grab a paper funnel and place it in the opening.

Chose your favorite glitter – you can go for one solid color, or you can totally experiment

and mix different glitter shades for a fun sparkly colorful explosion.

In the end I decided to keep it classic and went for silver glitter.

You guys know the drill – simply pour the glitter in the tube.

The more glitter you use, more sparkly your lashes will be.

Remove the funnel and place the plastic cap back on.

Grab your mascara wand and you are ready to use this gorgeous sparkly mascara!

I was quite skeptical when making this DIY because I didn't really know how the mascara

will turn out and how the product will apply on the lashes.

But OMG this DIY is one of my favorites because the mascara applies so lovely on the lashes

and it gives the most beautiful sparkle to the eyes.

I was actually surprised how wearable this turned out.

For me this is perfect for any party, a festival and honestly also every day.

It really does not look over the top at all and the glitters aren't super visible

they just give those pretty reflective sparkles when they catch the light.

I love clear mascaras as you can literally make anything out of them.

They are like a blank canvas and allow you to have so much fun creating something new

and epic.

If you want to make a black mascara simply mix in a bit of black eyeshadow.

For colored mascaras use colorful eyeshadows or pigments.

Sky is the limit!

I love my silver glitter mascara and I will wear it loads for sure

There are no rules in makeup.

Mix it, match it and most of all, have a lot of fun with it!

Liquid lipsticks as eyeliners, glitter mascaras, eyeshadows as hair dye.

Who says you can't do it!?

Break out of established patterns and look at things in a different way.

There's a whole new world waiting for you on the other side of the ordinary.

Specialist with the Virginia Department of Education's Office of Career, Technical,

and Adult Education.

Welcome to a review of technical assistance for the 2017-18 grant applications.

The Office of Career, Technical, and Adult Education would like to express sincere appreciation

to those of you who have agreed to serve as members of the 20170-10 competitive grant

application review teams.

Welcome to a presentation of Technical Assistance for Reviewers of FY 2017-2018 Grants Applications.

The Office of Career, Technical, and Adult Education would like to express its sincere

appreciation to those of you who have agreed to serve as members of the 2017-2018 Adult

Education Competitive Grant Application review teams.

The evaluation teams are responsible for ensuring fair and equitable distribution of federal

funding to programs that have demonstrated effectiveness in providing adult education

and literacy services to eligible individuals throughout the Commonwealth.

Reviewers were invited to participate based on their expertise and experience.

We hope this is a rewarding experience for all of you and again we thank you sincerely

for your service.

This technical assistance presentation will provide guidance for the evaluators of all

three types of grant applications.

The three grants are: The Adult Education and Family Literacy Act

or AEFLA Corrections Education and Other Institutionalized

Individuals –referred to generally as C&I, which is an acronym we have used in the past

but although not an exact acronym of the name of the grant.

And the third is the Integrated English Literacy and Civics Education or IELCE.

Okay, let's look at the agenda and the topics that will be covered in today's presentation

The evaluation process itself will consist of an individual evaluation where each reviewer

will be on his or her own evaluating and scoring individually as well as a team evaluation

where you will be evaluating and scoring with others.

So the topics covered in this presentation will be:

• Preparation for individual evaluation of applications

• Individual evaluation of applications • Preparation for the team evaluation

• Team evaluation meeting • After team evaluation meeting

During the presentation we will take a look at the specific criteria you will be using

to evaluate and score the applications, and we will return to these criteria in the scoring

section when we do a scoring activity.

The core of the presentation will discuss the scoring rubric and how scores will be

assigned and tabulated.

Before you begin the individual evaluation process you will receive a packet of materials

that will include the following items: • There will be a cover memo with instructions

– This will explain the individual evaluation process and what is expected to result from

the process • You will get a copy of the Adult Education

2017-2018 Competitive Grant Application Package, which includes the Request for Application

or "RFA."

This is the document from which everything emanates.

This is the source of the questions and criteria to which the applicants are responding.

It is important that you become familiar with this document.

You will receive a paper copy and can also access an electronic copy.

It will be your continuing, if not constant, reference document, as you evaluate and score

the applications.

• You will also receive Questions and Answers from eligible applicants – These are all

of the questions that were received from the field about the grant application process

along with the answers to the questions.

This can also be a helpful reference document.

• You will also receive your assigned grant applications – each evaluator will receive

an agreed upon number of grant applications to read, comment on, and score.

• You will receive scoring rubrics.

You will receive two scoring rubrics per application)- you will receive two in case you need one

for practice, but remember, both must be turned in at the end of the team meeting.

• You will also receive information for on-site team evaluation meeting- This will

give the time and place and directions to the team meeting along with other information

that you might find helpful.

All evaluators will be asked to abide by some simple "common sense" rules that govern

all state and federal grant application review and evaluation processes.

And they are, do not make copies of, distribute, discuss, or share proposals or their evaluations

with other individuals prior to the team meeting, and maintain confidentiality before, during,

and after the review.

Evaluators will identify their work by their assigned code number rather than by their

name.

VDOE will assign the code number and will know the name of the evaluator assigned.

Evaluators' names will not appear on any evaluation documentation.

Teams will be assigned and will consist of between two to three reviewers.

Reviewers will evaluate, score, and comment on their applications prior to the April team

review meetings.

Become familiar with the scoring rubric.

You will receive two copies of the scoring rubric in your packet of review materials.

You may, in the meantime, download the rubric from the Department of Education website.

The link is provided here: http://www.doe.virginia.gov/instruction/adulted/grants_funding/index.shtml This rubric is slightly different from the

rubric in the RFA so be sure to use the one that is sent to you not one that you may have

copied at an earlier time from the RFA.

And become familiar with the criteria question framework.

Most all of the questions in the criteria question framework on the rubric begin in

similar ways.

They begin with focus questions like: How well does the applicant describe…?

How well does the applicant document…?

To what extent does the applicant…?

Did the applicant provide…?

Did the applicant complete…?

Please evaluate the applications only on their own merits.

Do not make any assumptions about the responses.

For instance, don't say to yourself, "What I think they meant to say was…" or "surely

this is a misprint," and judge the responses only on how well they meet the criteria of

the grant requirement.

The application deficiencies, if any, for each criterion must be noted in the comment

box.

It is also important that criteria section number identified in the grant application

be referenced when noting deficiencies that are connected to the specific section.

And remember to score in whole numbers of 0, 1, 3, or 5.

If your holistic sense scores a response a two, then your analytical side will have to

make the call as to whether that "two" is closer to a one or a three and score it

appropriately.

We will discuss scoring in more depth a bit later in the presentation.

Take care not to get off line and end up with a score of 5 for a particular criterion but

with a list of deficiencies for that criterion in the comment box.

And please remember that all of the review documents and associated paperwork that you

return are subject to the Freedom of Information Act, so remain aware throughout this process

that your comments can and may become public record.

This is the Individual Member scoring Rubric.

Let's take a close look at it.

At the top just under the name of the document is the web address for the fillable electronic

version.

Next are the directions to follow when completing the rubric.

The first column on the left in the scoring criteria followed across by the four scoring

metrics – Inadequate (0), Minimal (1), Adequate (3), Excellent (5)

The far right column is the comment column for noting deficiencies.

At the bottom of the rubric please record the name of the eligible applicant submitting

the application, the number of the adult region, and local workforce development board associated

with the applicant.

Also record your assigned code number on the form.

Scoring rubrics are provided.

The rubric follows the order of responses in the application.

All criteria is scored with the same metric: • Inadequate

• Minimal • Adequate

• Excellent

Here is a visual to help you summarize and remember the metric.

Inadequate is defined or described as evidence of meeting criteria not provided

Minimal is defined or described as limited evidence provided, needing additional clarification

to meet criteria Adequate is defined or described as general,

but sufficient evidence of meeting criteria Excellent is defined or described as concise

and thoroughly developed evidence to meet criteria

And key words are: Inadequate – No evidence

Minimal – Limited evidence Adequate – Sufficient evidence

Excellent – Thorough evidence.

Now let's look a bit more deeply into the four scoring metrics.

We know that an inadequate response will present no evidence of the grant requirement.

This will probably be because: • The response is unrelated to grant criterion,

or • The response does not provide evidence

of meeting the criterion, or • There is no response provided

Now let's look at a sample response and its score.

The Criteria Description is – Does the Program Design offer flexible schedules

and coordinate with other support services necessary to enable individuals to attend

and complete programs?

Read the response and consider the score that the response was given.

In this response there is some awareness that barriers to learning exist in the program

but the response does not provide any evidence of meeting or even trying to meet the criterion.

Therefore this is an inadequate response and the score for this response is zero.

No evidence

Now let's look at some further guidance on why a response would be considered a minimal

response and scored a one.

The points on this slide describe a minimal response that would receive a score of one.

• The response provides limited content • The response provides minimal development

of the criterion by using limited reasoning, details, evidence, and/or description

• The response lacks thoughtfulness and/or appropriateness

• The response is confusing and lacks relevancy

Now let's look at a sample response and its score.

The Criteria Description is, again Does the Program Design offer flexible schedules

and coordinate with other support services necessary to enable individuals to attend

and complete programs?

Read the response and consider the score that the response was given.

This response is only slightly better that the inadequate response in the previous slide.

What raises it from inadequate to minimal is the awareness and plan to or "hope"

to "work with other local agencies to provide services that will allow students the freedom

to attend classes more regularly."

Limited evidence And you can see that the response exhibits

at least three of the qualities mentioned earlier that we often see in minimal responses.

• It provides limited content • The response provides minimal development

of the criterion by using limited reasoning, details, evidence, and/or description

• And the response lacks thoughtfulness

Now let's look at some further guidance on why a response would be considered an adequate

response and scored a three.

The points on this slide describe an adequate response that would receive a score of three.

• The response provides a good explanation of the criterion, but with somewhat less incisiveness

and/or depth • The response has sufficiently developed

content with adequate elaboration or explanation • The response provides acceptable development

of the criterion by using reasoning, details, evidence, and/or description

Now let's look at a sample response and its score.

The Criteria Description is the same.

Read the response and consider the score that the response was given.

This response has moved up from a minimal to an adequate response primarily because

it speaks to what the program has done to address the criterion question, namely "offer

flexible schedules and coordinate with other support services necessary to enable individuals

to attend and complete programs."

It now offers day and night classes as well a child care.

Remember, these responses are only examples of how you might reason through the scoring

process.

This last response, for example, may seem to be closer to a minimal response that an

adequate response.

That's fine.

It, of course, can be either in an individual scoring situation.

It is in the team scoring discussion session where a final score will be negotiated and

assigned.

Now let's look at some further guidance on why a response would be considered an excellent

response and scored a five.

The points on this slide describe an adequate response that would receive a score of five.

• Response provides effective and comprehensive development by using clear and convincing

reasoning, details, evidence, and/or description; the development is consistently appropriate

to the question • Response provides, with incisiveness and

depth, an excellent explanation of the criterion • Response is focused and engages with the

core of the criterion • Response contains specific and concrete

examples

Now let's look at a sample response and its score.

The criteria description is the same.

The response is now an excellent response and receives a score of five.

The response presents concise and thoroughly developed evidence to meet criteria.

The program has: • Flexible classes and through coordination

with other support services • Discounted transportation services

• Accessible classes for students with disabilities • Mental health services

• Career planning service

The response is focused and engages with the core of the criterion, contains specific and

concrete examples, and is consistently appropriate to the question

Please remember, however, that this scoring activity has presented an example of the scoring

process.

It has not presented exemplary examples of responses at the different evaluations levels

and the responses evaluated in the activity should not be used as models against which

you should compare the responses you are asked to evaluate.

Applications will fall into one of three categories.

The score ranges differ for each type of grant application.

Applications will be either: Recommended for funding,

Conditionally recommended for funding, or Not recommended for funding

Evaluators are requested to email their completed evaluations to OAEL@doe.virginia.gov or sent

in by fax to (804) 530-4517 by close of business on April 21, 2017.

It is important that your scores and comments are on file at the VDOE.

If, for some reason, you are unable to attend, the team meeting, your evaluation materials

will still be available and can contribute to your team's discussions.

On the day of the team evaluation meeting, evaluators will meet initially as a whole

group and then in teams to negotiate an official set of scores and comments for each application.

Please notice that the word "negotiate" is used here when we speak of the team settling

on a single score for each application.

We are following the dictionary definition here of negotiate to mean "to obtain or

bring about by discussion."

If there is considerable disagreement or disparity in scoring please try not to give in or give

up your position in order to reach agreement and try not to use the two against one solution,

(that is two team members scored a one and one member scored a three, so a one it is)

but continue discussion, make your points.

Often one person can influence two people more effectively than two people can influence

one.

And, after the team evaluations, the full group will reconvene to finalize scores and

determine recommendations for funding.

The AEFLA team meeting will be held April 25.

The C&I team meeting will be held April 26.

The IELCE team meeting will be held April 27.

All meetings will start at 9 a.m. and end at 4:30 p.m. Meetings will take place at the

Virginia Adult Learning Resource Center (VALRC), which is located at 3600 W. Broad St., Suite

112, Richmond, VA 23230.

After the completion of the team meeting and all recommendations have been made:

Evaluators will be asked to complete a process evaluation form.

This will give planners and organizers information about the strengths and weaknesses of the

process and how it might be improved.

Evaluators will be issued honorariums and reimbursement for travel expenses within 30

days of receipt of paperwork by VDOE Finance Division.

Prosecutors interrogated Park for second time at Seoul Detention Center - Duration: 2:02.

Prosecutors investigating the massive corruption scandal that led to the nation's first ever

presidential impeachment paid another visit to the Seoul Detention Center.

Hwang Hojun has more on round 2 of grilling Park Geun-hye behind bars.

A week after her arrest and just two days after round one,...

Prosecutors questioned Park Geun-hye for a second time on Thursday starting at around

11 a.m.

Pro-Park protesters showed up early in the morning despite the spring showers, demanding

Park's immediate release.

The police estimated the turnout to be about 130.

Given the strict schedule at the detention center, the interrogation itself was carried

out in a fashion similar to that of Tuesday.

The session was once again led by chief prosecutor Han Woong-jae, who oversaw both the Tuesday

session and the one at the Seoul Central District Prosecutor's Office two weeks ago before Park's

arrest.

Park's legal council, Yoo Yeong-ha, accompanied her during Thursday's interrogation, as he

did the previous time.

Park is currently facing 13 charges.

Thursday's interrogation focused on the possible collusion between Park and her confidante

Choi Soon-sil to extort bribes worth more than 70 million U.S. dollars from local conglomerates,

and in particular from Samsung Electronics.

The bribery probe has expanded to Lotte Group.

The prosecution has summoned Lotte Chairman Shin Dong-bin to the prosecutors' office...

to question him as a witness.

But Park, just like Tuesday's session, reportedly denied the charges against her, saying she

was conspired against and did not know about Choi's activities in pursuit of her own personal

interest.

Choi Soon-sil, who was being held at the same detention center as Park, was relocated this

morning to the Seoul Nambu Detention Center about 20 kilometers away to prevent contact

between the two.

An official with the investigative team indicated Wednesday that they may file a request to

extend Park's ten-day detention period, before it ends on Sunday.

If granted, prosecutors would be allowed to keep Park in detention for another ten days,

meaning they would have until April 19th to continue their investigation and file formal

charges against her.

Only 10-months to go before the 2018 PyeongChang Winter Olympics.

To provide cultural enjoyment to locals and foreign visitors alike, a special event wishing

for a successful hosting of the games was held.

Lee Ji-won takes us there.

Contemporary performers, dressed in traditional Korean attires, perform a version of Ganggangsullae,

one of Korea's most staple dances, one that has been staged through centuries to wish

for a good harvest.

The dance is a part of the 'Arirang Arariyo' program held on Thursday in northern Seoul,...

wishing for a successful hosting of the 2018 PyeongChang Winter Olympics scheduled to open

in February next year.

The diverse lineup of the Arirang Arariyo fills the concert hall with treats for eyes

and ears, from a play based on a folk tale about a sad love story to a solo performance

by renowned musician, Oh Jung-hae.

And as a finale, more than 20 former and current National Team athletes from various sports

sang in unison as a choir.

"Arirang is mostly known as a folk song, but it has also been the backdrop to the country's

ups and downs,... and is deeply rooted in the lives of all Koreans.

And through this event, which includes performances like the magic show and the traditional dance,

we hope to promote our culture and the upcoming Olympics."

With the government's goal of providing cultural events that go in line with major sporting

events, some 20 other performing programs, similar to Arirang Arariyo, will take place

through next year across the country.

"With just over 10-months left till the Olympics kicks off, the government and the organizing

committee are increasing efforts to boost the Olympic spirit, promote Korea's traditional

culture, and establish the Olympic legacy of cultural heritages.

Korean organizations capitalize on youth excitement and initiate get-out-the-vote campaigns - Duration: 4:19.

The highest voter turnout in Korea's history is expected in the upcoming snap election

on May 9th.

But there's always room for improvement.

For our news feature tonight, our Kim Jung-soo zooms in on the extra efforts to make the

election more meaningful... and encourage people to head to the polls.

"Are you going to vote this year?

And if so, why?"

"This is my first time voting.

I think this is a very special election"

"Of course I'm voting.

Each vote reflects the opinion of each citizen and helps build society."

"Voting is an obligation and a right.

I've been following the candlelight protests and I believe it's the young generation that

must take the initiative this time."

The biggest group of likely voters in Korea is young people,... and recent surveys seem

to reflect their eagerness.

A poll conducted by Job Korea in the last week of March showed that nearly 85-percent

of respondents in their 20s said they were planning to vote, followed by those in their

50s and 40s.

But Korea's General Students' Association, which represents 12 major universities, believes

the figure can be pushed up even higher.

On the first of the month, GSA representatives, including one from Korea University, gathered

at Gwanghwamun Plaza and pledged to get 100-percent of the country's college students to vote.

"Traditionally, the presidential election takes place in December, which is also when

new student associations start operating, so we've never really had time to prepare

for it.

But this time it's different."

The association is planning to organize a friendly competition with other schools to

see which college can turn out the most voters.

"In our own survey, 41-point-four percent of college students said that the current

reliance on conglomerates is the biggest problem in society.

We plan to invite the candidates to our campus to hear our concerns.

We want students to believe that Korea can break away from the country's problematic

structural traditions through this election."

Over in the city of Seongnam, a start-up has taken a more light-hearted approach to election

season.

It recently released a free, mobile puzzle game called Voting Like Me.

The mechanics of the game are quite simple.

First, players choose a candidate as their avatar.

Then, working under a time limit, people flick votes to the ballot box,... while getting

rid of obstacles in the way for additional points.

The results from each stage are then synced to an online scoreboard... and players can

help their candidate win electoral districts... and the whole virtual election... by getting

the highest score at each stage.

"Compared to other election-themed games, our game is very simple.

In a certain sense, the mechanics don't try to replicate the complicated dynamics of the

election process.

Instead, we want people to think of voting as an accessible and convenient activity."

Kim said the company found the foray into politics a natural progression from its previous

focus on sports, including football and baseball.

"Like sports, a person can become incredibly engrossed in politics.

But at the same time, we want voters to know that it's important to respect the principles

of fair play and the rules of the game."

The National Election Commission's voter turnout efforts are also in full swing.

The commission oversees the entire election process and this year, it's also organizing

a day of early voting, the first for a presidential election.

For each election, the commission makes promotional videos to encourage voting as well as posters

with distinct slogans, with this year's being "Beautiful Election," or "Beautiful Day" in

English.

"Over the years, our commission has stressed transparency and equality during election

season.

But I think we can aim for even more than that.

By 'beauty,' we're referring to how an election can help society come together, and how it

can be a display of unity even after a candidate has been chosen."

"The peaceful candlelight protests that ended recently showed that individual voices can

come together to bring about much needed change.

Likewise, the National Election Commission hopes citizens will exercise their right to

vote, and contribute to bringing about a new beginning for the country.

Ex-presidential aide Woo Byung-woo called in for questioning for third time - Duration: 2:07.

Staying with the investigation, prosecutors are closing in on aides that allegedly played

a considerable role in the political corruption at the presidential office.

Kim Ji-yeon has the latest.

Former senior presidential secretary for civil affairs Woo Byung-woo came to the prosecutors'

office for questioning on Thursday... as a suspect who is considered a key player in

the corruption scandal.

This is Woo's third time to be called in for questioning after he was summoned by authorities

in November and February.

This time, however, Woo's usual light step and confidant expression were not to be seen.

"I will faithfully answer investigators' questions.

I am truly heartbroken about former President Park's arrest.

I still don't know about Choi Soon-sil."

Prosecutors say, in addition to some ten charges he faces already, Woo is newly suspected of

using his influence to remove people from their posts who got in the way of Park's longtime

confidante Choi Soon-sil expanding her business into the establishment of 'K-Sports" clubs.

Prosecutors are expected to seek an arrest warrant for Woo for the second time after

the interrogation... since an earlier request for his arrest in February was rejected.

Woo is accused of overlooking Choi's intervention in state affairs... and using his authority

to target state officials who did not follow presidential office orders to remove people

from their posts... as well as exerting undue influence over the prosecution to disrupt

a probe into the sinking of the Sewol-ho ferry in 2014.

In addition to Woo, the Seoul Central District Court held its first hearing for two of Park's

former presidential aides on Thursday... who were indicted in February.

Former chief of staff Kim Ki-choon and former Culture Minister Cho Yoon-sun are both

accused of blacklisting cultural figures deemed critical of the Park administration,... allegedly

excluding them from state support.

Both Kim and Cho denied the charges in their hearing.

Book writing tips for bloggers - Convert Blog To Book - Duration: 4:20.

we're talking all about going from blog to book

repurposing is a big buzzword today in the online creative world

I'm sure it's one that you've heard a lot

about and it makes perfect sense you do

the work once and you maximize what you

can get out of it and this really

applies well to writing especially going

from blog writing to book writing so

we've talked before about the ways that

book can help your business grow and

establish your authority and increase

your credibility and all of those great

things but you might be wondering how

you're going to do that or how you're

going to get those all those words

written that it's a lot of words right

so I bet you'd be surprised if you took

a look back through your blog and saw

all of the relevant material you might

have that you can just repurpose there

it is the magic word right here's what I

recommend you do I was bad that your

blog has several categories anywhere

from you know four or five up to you

know seven or eight depending on

depending on what your industry is so

take a look maybe you already sort your

editorial calendar this way if you don't

this would be a great a great exercise

also to do so you take those categories

and you see what posts you have under

each category so for example i wrote

actually a blog post about one from

logbook and it was under the general

writing category and also the writing

tips category so those are two of the

categories on my blog so you get the

idea so you see what you have under each

category and which categories you know

maybe have the most topics about them

and then you want to see which topics

and which posts get the most engagement

from your readers because those are

obviously the subject areas that they're

most interested in learning more about

so once you have those you can sort

start to see how both table of contents

could come together based on those those

ideas you know how how they fit together

now I'm not saying that you simply are

going to you know slap those balls close

together and you

magically have a book that's absolutely

not the case please don't misunderstand

but once you have those posts mapped out

in an outline form you can see you know

what follows each other logically which

chapter might go which idea for a

chapter might go before one or after

another and you can start start to see

how a book might take shape and then

really breaking them actual blog post

the blog post title that might be a book

chapter headings within that blog post

might be subheads within a chapter and

then it's just a matter of seeing where

you need to fill in obviously a book is

a lot more words than you know well even

the longest blog posts are not tens of

thousands of words I hope and if you're

doing that please stop so you are going

to have to fill in words and material

but what you do is you get everything

you know sort of flushed out and the

order you think makes sense for a book

and then you see where there where are

their points that I could expand on that

where are their points where I could add

an example from you know a recent client

experience that I could add in there too

you have to illustrate that point and

expand on it so where's the blog post

you're not trying to you know I'm not

saying it's filler but a blog post

people are trying to you know get in get

out reading quickly where's a book you

do have the room and you know the times

to get into more detail and more

examples and more you know evidence to

back up your points so and all of that

can come you know the starting point can

come for your blog post and then you

sort of see where you have to fill in so

it's it's not rocket science and it's

not that complicated to do once you have

you know the general structure and you

do that by going through that exercise

that we just talked about with the with

the blog categories and I thought when

you do that you'll find that you have a

lot more material than you thought and a

much much stronger base from which to

start writing a book so if I can help

Hair Restoration - Finding the Right Doctor, Treatments, and Budget - Duration: 13:06.

Thank you for your question. You're basically asking about platelet-rich

plasma (PRP) versus transplants and hair loss treatments and you submitted several photos

and your question really expresses very well the frustration that you and many people have

when it comes to trying to find the, as you would describe, the most qualified doctor

to help you with your hair loss. And you state also in your question that treatments for

hair loss are expensive, dermatologists are expensive and you're in a situation where

you say that 3-4 years ago, you started losing hair and whatever hair you have on your scalp

is also grey which is a separate issue and you are looking for probably the most cost-effective

approach for treating hair loss.

Well, I can certainly help you understand a little bit of a general perspective on how

hair loss is treated. A little bit of background, I'm a Board-certified cosmetic surgeon and

Fellowship-trained oculofacial plastic and reconstructive surgeon. I've been in practice

in Manhattan and Long Island for over 20 years. I am also the founder of TrichoStem™ Hair

Regeneration centers, a system that we developed from the procedures that we used to do a lot

with hair transplant surgery and it's a non-surgical approach to hair loss for many

people like yourself who come to us from around the world using stem cell based wound healing

technology to treat men and women with thinning hair.

So first just to give you an understanding of why there is a challenge of finding the

right doctor for your problem or anyone's problem with hair loss, the basic issue is

first establishing the correct diagnosis. Now, fortunately common things happen commonly

and 95% of hair loss is genetic pattern inherited hair loss and referred to as androgenetic

alopecia and this applies to both men and women.

Now, in the universe of options for treatment, the treatments are relatively narrow and small

in number and so if you were to start your journey with finding a physician such as a

dermatologist, you would at least get the important information you need to establish

the diagnosis and understand that treatment for hair loss or for anything that falls in

the world of aesthetics is going to be expensive. There is no getting around it and seeking

opinions from doctors is unfortunately, you are not going to necessarily always land on

the right doctor for you on day one with the first appointment. There is a challenge there

and it is about finding the right fit for you and finding the right doctor and it doesn't

necessarily, it's not necessarily specialty specific. Everyone comes to hair loss from

a perspective that works for them and so if you were to reach out to a hair transplant

doctor, well there is a very good chance the hair transplant doctor, not necessarily saying

they are 100% biased but because their solutions are predominantly surgical, they will likely

discuss with you the option of transplant surgery. They will also probably discuss with

you the options for hair loss stabilization.

So basically, I will tell you how I counsel my patients and I can say to you that from

my perspective, there are essentially medical treatments, surgical treatments and then there

is the treatment that we developed called Hair Regeneration and this is not intended

to sell you on the idea of just one solution or one particular option. But understand that

what you are dealing with, from the photos you submitted, I think it's a fairly aggressive

pattern of hair loss that looks like androgenetic alopecia and that means that it is male pattern

hair loss and if it only started 3-4 years ago, you are losing hair at a very rapid pace.

And my approach to someone like yourself would be is to inform you about the options of medical

therapies such as minoxidil which you probably know about, the topical application and as

well as finasteride which is a DHT (dihydrotestosterone) blocker which can help up to 60% of men who

in terms of slowing the progression, it's not used for women.

Now that being said, unfortunately a lot of men who come to our practice are reluctant

to choose to take finasteride because they are afraid of reading about the potential

long-term sexual side effects. Clinically speaking, I disagree with the perception of

it being common when in my practice and in the practices of many of my colleagues who

I speak to, it is very rare to have, no one I know can actually remember any patient who

had a long-term side effect. So in my experience, if someone were to have a side-effect from

finasteride such as decreased libido, we stop the drug and they're back to their normal

baseline.

So having done transplants for many years, we used to do an average of 3-5 transplants

per week, we were trying to develop a solution to help the transplants heal better and that

solution was to use a material called Acellular matrix which is a wound healing material that

uses stem cell activity using adult stem cells from your own body to help improve wound healing

and that was with the intention of healing grafts better as well as the donor area, the

strip, the back of the scalp where we harvest the grafts. Thinning hairs started to get

thicker in certain patients and so we developed over the course of several years a predictable

way or consistent way to use an injection and we developed and we call it Hair Regeneration.

Basically it is a combination of Acellular matrix and platelet-rich plasma (PRP) put

together in a very specific way which I inject at different levels of the skin to actually

stop the progression of hair loss, to reactivate hair that is not growing, to induce the shed

of thinning hair so that thicker hair grow in. Now often people say that this sounds

much too good to be true and I can understand their skepticism but we have over 5-7 years

of data showing stability and effectiveness and these results we've been able to establish,

occurred from just having one injection.

Now, I always customize these treatments and so patients who have more moderate to severe

hair loss, I find that if I do another injection, I'm actually strengthening further fine

hairs that were literally rescued from near death and those hairs get thicker when I treat

people somewhere around 15-18 months and they get even more coverage. It's been such a

successful solution as an alternative to hair transplant surgery that patients are coming

to us from all over the world and my patient coordinators become kind of like an air traffic

controller. So it's essentially important that I think that timing for you is critical

and I would say that in a situation like yours, I would want you to do medical therapy and

Hair Regeneration treatment before considering hair transplant surgery.

Now again, to go back to answering your question: what you should look for? I think that you

are going to have to do a lot of research and you have to find the solution or the physician

that you feel like you can trust in terms of being able to discuss with them your concerns,

your budget and what options are available. And unfortunately, time is not on your side.

With this much advanced hair loss and once the hair is gone and this is the limitation

of Hair Regeneration treatment is limited to the inventory of salvageable follicles

and I would say that the earlier we treat someone, the better it is. Our youngest male

patient to date is 17 and our youngest female patient is 16. So genetic pattern loss can

affect people at a very young age.

In terms of cost effectiveness and you're concerned about the cost in general, when

I developed this, I developed it in a way so that it would be as accessible as possible

and I think that Hair Regeneration has been a significant cost savings for many patients

who would otherwise have considered going for hair transplant. And not only do people

who needed hair transplant get one but generally they need multiple transplants because they

continue to lose hair especially if they're not on any medical therapy to stabilize their

hair loss so that's an important factor to include in how you are calculating things.

But again I would say, don't be afraid to spend some money to meet with doctors. You

are dealing with professionals who can help you and if hair is important to you or anything

else is important, you have to put in both time and money to find the right resources.

I don't think anyone would ever say that there is only one solution for everybody and

everyone should go to the same place.

So that being said consider what I've discussed with regards to your question and then move

forward on your journey, take a first step before you lose more hair.
