THE NEWLY SIGNED EXECUTIVE ORDER ALSO SETS UP A TASK FORCE TO

INVESTIGATE FRAUD AND ABUSE AT THE VA.

>> TODAY'S ACTION IS HISTORIC, BUT IT IS ONLY THE START OF OUR

REFORMS. OUR VETERANS HAVE SECURED THIS

NATION WITH THEIR BLOOD, SWEAT AND TEARS, AND WE WILL NOT LET

THEM DOWN. THESE ARE OUR GREAT, GREAT

PEOPLE. WE WILL ALWAYS STAND WITH THOSE

WHO STOOD FOR FREEDOM AND WHO STOOD FOR US.

>> ONE ISSUE THE PRESIDENT DID NOT ADDRESS IS THE SO-CALLED

TROOP TAX WHICH WOULD FORCE VETERANS TO PAY THOUSANDS OF

DOLLARS IN FEES TO USE THE G.I. BILL.

IT IS A STORY WE FIRST BROUGHT YOU LAST WEEK.

THE HEARING ON THIS SO-CALLED TROOP TAX HAS NOW BEEN

POSTPONED, BUT THE ISSUE IS STILL SPARKING OUTRAGE.

I AM DELIGHTED WE HAVE PROTECTION FOR WHISTLE-BLOWERS.

GOOD FOR HIM. >> IT IS ABSOLUTELY NECESSARY.

WE KNOW ABOUT THE SCANDAL THAT HAPPENED AT THE VA THAT STARTED

IN PHOENIX. THERE HAS BEEN A REAL PROBLEM

TRYING TO CLEAN THE VFRMT A. UP. SECRETARY BOB MCDONALD'S

PREDECESSOR TACKLED IT BUT HE NEEDS MORE TOOLS.

I MET TODAY WITH SECRETARY AND OTHER LEADING GROUPS HE NEEDS

THE TOOLS TO FIRE PEOPLE AND HOLD THEM ACCOUNTABLE.

BUT THERE ARE BIGGER ISSUES. THE ELEPHANT IN THE ROOM THAT

YOU ADDRESSED IS THAT THE PRESIDENT DIDN'T COME OUT

AGAINST THE TAX ON THE G.I. BILL.

WE WANTED TO HEAR A CLEAR STATEMENT FROM HIM.

YOUR PIECE LAST WEEK WENT VIRAL, WENT ALL ACROSS THE COUNTRY.

PEOPLE WERE SHOCKED TO HEAR, THERE WAS A CONGRESSIONAL

PROPOSAL TO PUT A TAX OR FEE ON ENLISTED SOLDIERS WHO WANT TO

USE THEIR G.I. BILL. THERE HAS BEEN A SWIFT RESPONSE

ACROSS THE COUNTRY. WE ASKED PEOPLE TO SIGN A

PETITION AT OUR WEBSITE. OVER 10,000 FOLKS HAVE SIGNED

IT. WE WANT TO MAKE SURE THIS IS

GONE. THEY MAY COME AFTER OUR G.I.

BILL AGAIN. THEY'RE TRYING TO SAVE MONEY.

WE NEED TO SEND A CLEAR MESSAGE IT IS OFF LIMITS.

THE PRESIDENT NEEDS TO SEND A MESSAGE AND TODAY HE WAS SILENT.

WOMEN VETERANS. WE SAW SOME ALARMING SUICIDES

STATISTICS ABOUT THE NUMBER OF WOMEN VETERANS WHO WERE LOSING

TO SUICIDE. WE NEED SUPPORT ON THAT.

WE'VE BEEN WORK, CLOSELY WIT WI CONGRESSWOMAN GABBY, VETERAN, WE

NEED SUPPORT BEHIND THAT BILL AND WE NEED THE PRESIDENT TO SAY

HE'S GOING TO SUPPORT IT AS WELL.

How to pick the perfect colors for a drawing. - Duration: 4:58.

Hi guys, Welcome back to my channel.

Today I will be showing you how to pick the perfect colors for a colored pencil drawing.

When starting out with colored pencils, many people struggle to pick a color that is most

suitable for an area.

I get a lot of questions on how to pick the perfect color.

Even some people send me some reference pictures and ask me to select the suitable colors for

them.

Actually they don't know how easy it is to pick the required colors.

This tutorial is mainly for the budding artists who use reference pictures for their drawings

very frequently.

So without further due lets get started.

The first thing you need is a Color chart.

For making a color chart you just have to take a drawing paper you use and write down

all the colors you have.

Then just draw and fill a square or circle with the corresponding color.

But its always better to group similar colors together Just like I did in this chart.

This is a color chart I made for the Prismacolor 132 set.

Here I tried to make the colors in groups of 6.

This helps to compare similar colors with one another.

This is especially helpful when choosing skin colors.

So if you have Prismacolor pencils you can download this chart free from the link given

below and print it into the drawing paper you use.

And then you can fill it with the corresponding pc number.

The next thing you need is an image editing software.

I am using Adobe photoshop for this tutorial.

But if you don't own a copy of photoshop you can always use free image editing softwares

like gimp.

For the purpose of this tutorial gimp image editor is more than enough.

You can even use Paint application on windows for this.

So now I will show you how to pick the colors to draw this image.

This is a sample reference image I took myself.

Now we need to decide which all colors we need to pick from the set of colored pencils.

I am going to make a color palate we need for drawing this image.

So open the reference image in the image editing software.

Here I am using Adobe photoshop.

Extend the canvas a little bit using the crop tool.

Make sure your back ground color is white.

This is for preparing a color palate.

When you first look at this photograph you would probably think it has only some yellow

and orange color to it.

But actually we need a wide variety of colors for drawing this simple picture.

I will show you how.

For making the palate you have to pick colors from various parts of the reference picture.

You can pick from the lightest to the darkest color or vice versa.

So you just need to pick the color and paint it over the white area with a fairly large

brush.

This way you can make a color palate.

You don't have to pick colors from everywhere, just focus on highlights mid tone, shadows,

reflections and cast shadows.

And you can pick from any area if you are in doubt.

Just make the palate for a small subject first.

Otherwise you may confuse the colors with other parts.

Once you have created the palate with large sized brush on image editing program, it is

much easier to pick the color from the box of pencils.

Just hold the Color chart you made, against the computer screen and pick the best matching

color from the chart.

You won't get the perfect match most of the time but try to pick the color that is

nearly identical.

Here you can see the colors I picked for drawing the tomato on the left side.

Notice that for some colors I had to use a combination of two colors because I don't

have an exact match from my set of pencils.

Once you have decided on what colors to use you can confidently start your drawing.

Try to focus on small areas at a time.

If you only have a physical copy of the reference picture, You don't have to use the image

editing software.

For picking colors you can use a white card board with a small hole in it.

Just place it over the image and carefully observe for the color just like this.

I am just showing the demo on photoshop but I hope you got the idea.

SYRIANS ARE INTERNALLY DISPLACED, STILL TRAPPED INSIDE

THE SYRIAN BORDERS. FOR THEM IT'S A DAILY STRUGGLE

TO EVEN SURVIVE. THEY FACE THE WORST -- CHEMICAL

WEAPONS, SARIN GAS, DAILY BARREL

BOMBS. AND WHEN THE BOMBS FALL, THE

IEDs STEPPED ON AND SET OFF, HERE'S FROM A GROUP POPULARLY

KNOWN AS THE WHITE HELMETS ARE THERE TO DIG THE VICTIMS OUT OF

THE RUBBLE. IN OCTOBER OF 2014, THE WHITE

HELMETS DUG FOR MORE THAN 12 HOURS LOOKING FOR A 2 WEEK OLD

BABY AFTER AN AIR STRIKE HIT ALEPPO.

JUST AS THEY WERE ABOUT TO GIVE UP, THEY HEARD THE BABY CRYING.

[ SPEAKING A FOREIGNOREIGN LANG] [ BABY CRYING ]

>> IN THE VIDEO, THEY CALL HIM A MIRACLE BABY, AND YOU CAN SEE

THE TEARS IN THE EYES OF THE RESCUER AFTER PULLING THIS

DEFENSELESS BABY TO SAFETY. THE MAN'S NAME WAS KALID OMAR.

THAT CHILD IS ALIVE TODAY, BUT OMAR IS NOT.

HE WAS KILLED IN AN AIR STRIKE IN AUGUST.

SO FAR THE WHITE HELMETS HAVE RESCUED MORE THAN 78,000 PEOPLE,

AND THIS WEEK THEY WERE GIVEN AN AWARD BY REFUGEE INTERNATIONAL.

THEY'RE EXTRAORDINARILY BRAVE. THEY RESCUE THEIR FELLOW SYRIANS

REGARDLESS OF RELIGION, REGARDLESS OF POLITICS.

THEY ARE A NON-ZERO-SUM SPIRIT THAT REALLY REFLECTS THE BEST OF

THE MAJORITY OF THE PEOPLE OF OUR REGION.

THAT IS THE SPIRIT OF THE PEOPLE OF OUR REGION, AND I'M SO HAPPY

THAT THEY'RE GETTING THE RECOGNITION THEY DESERVE AND

THAT PEOPLE ARE SEEING A TRUE FACE OF NOT ONLY THE PEOPLE OF

SYRIA BUT THE PEOPLE OF JORDAN AND SO MANY OTHER COUNTRIES IN

THE REGION.

THESE ARE PEOPLE WHO WERE ACCOUNTANTS, BANKERS, PLUMBERS,

LAWYERS. THEY REPRESENTED SYRIAN SOCIETY

BEFORE THE WAR BROKE OUT, AND SEEING WHAT WAS HAPPENING TO

THEIR FELLOW SYRIANS, THEY BEGAN TO COME TOGETHER IN DIFFERENT

PARTS OF THE COUNTRY, AND THEN THEY FOUND THAT THEY WERE DOING

THE SAME KIND OF THING AND JOINED TOGETHER INTO A FORCE OF

NOW OVER 3,000 PEOPLE. >> THE PEOPLE WHO THE WHITE

HELMETS RESCUE OR TRY TO PROTECT EVERY SINGLE DAY, THEY'RE THE

INTERNALLY DISPLACED PEOPLE. BUT THERE ARE LITERALLY HUNDREDS

OF THOUSANDS -- >> THEY'RE NOT ALL DISPLACED.

ACTUALLY THESE ARE THEIR HOMES THAT THEY'VE INSISTED ON STAYING

IN BECAUSE THOSE ARE THEIR HOMES.

BUT YOU'RE RIGHT. MANY OF THEM ARE ALSO DISPLACED.

>> AND THEN THERE ARE THOSE WHO HAVE GONE TO OTHER NATIONS

INCLUDING THE NATION OF JORDAN. I WAS IN JORDAN IN DECEMBER, AND

THE JORDANIANS WERE QUITE WELCOMING, BUT IT'S BEEN AN

INCREDIBLE BURDEN ON MANY JORDANIANS, INCLUDING AN

ECONOMIC BURDEN. >> WELL, COMPASSIONATE

HUMANITARIANISM IS IN OUR DNA IN JORDAN, AND IT HAS BEEN

THROUGHOUT HISTORY. WE HAD A SUDDEN INFLUX, A 10%

INCREASE OF OUR POPULATION WITH THE SYRIAN CRISIS, AND THE

GOVERNMENT HAS FOUND IT DIFFICULT TO PROVIDE SERVICES

ADEQUATELY TO JORDANIANS AND TO REFUGEES.

SO THE INTERNATIONAL COMMUNITY HAS BEEN VERY SUPPORTIVE AND

HELPFUL, AND WITH THEM WE'VE ARRIVED AT A MORE SUSTAINABLE,

DEVELOPMENTAL APPROACH TO THIS CRISIS.

>> IS IT FAIR TO SAY THAT AT LEAST -- I THINK THIS.

I'VE NEVER MET ANYONE WHO HAS BEEN TO A REFUGEE CAMP WHO HAS

EVER FORGOTTEN IT, BECAUSE IT IS SO PAINFUL WHAT GOES ON IN THOSE

REFUGEE CAMPS. >> AND OUTSIDE THOSE CAMPS AS

WELL AMONG THE REFUGEES AND OTHERS.

NO, IT -- YOU MADE A VERY GOOD POINT.

WE WERE TALKING EARLIER ABOUT HOW THE FACE-TO-FACE CONTACT

WITH THE REALITY OF WHAT IS TAKING PLACE, CAUSING SO MUCH

SUFFERING FOR SO MANY PEOPLE, IS IRREPLACEABLE.

ON THE OTHER HAND, IF YOU OPEN YOUR HEART AND YOUR MIND, AS,

FOR EXAMPLE, THE FIRST DAUGHTER INDICATED THAT SHE HAD IN HER

COMMENTS, YOU DON'T HAVE TO GO TO A REFUGEE CAMP.

BUT YOU DO NEED TO BE OPEN TO THE INFORMATION THAT'S COMING

IN. >> YOUR MAJESTY, NICE TO SEE

YOU. IT'S BEEN WAY TOO LONG.

How to Create The Outline For Your Online Course - Duration: 5:45.

I bet you have probably been sitting at your computer thinking I'm going to do this, I'm

going to create a course.

I've kind of got it outlined in my head or you probably have it scattered across like

15 different ever notes and you still haven't got your outline together.

You're thinking, oh it's just not coming together.

Well in this video I'm going to show you how to create an online course in six steps.

The first thing that you need to do is to define the ideal client for the program.

What I mean by that is, who is this person, who is this program or this course going to.

Step one, you want to define the ideal client for this course.

I mean, who are they?

Who's the person that's going to be buying it and what do they want?

What do they want out of life?

Get really clear on who that person is.

You know, are they 30 to 45, are they 45 plus, where are they at in their life right now?

Get really clear on who your ideal client is for this program because it will help when

it comes to sell it because you'll be speaking straight to that person.

Once you've done that, you want to define where they are right now.

Where are they at in their life right now?

What problem are they coming up against that they need your solution to their problem?

Really write a list of all of the things showing up for them in their lives right now, what

problems they're coming up against, what struggles, what concerns, what things are making them

absolutely crazy.

Then, which brings me nicely onto step three, which is define the outcome.

Get clear, like think about the outcome of the program, like what is the transformation,

where are they going to be, what are they going to be able to do, feel, experience at

the end of your course to be able to help them?

Really in step two you're looking at their problem and then really in step three you're

looking at solution, which is the outcome of the overall course.

Within that step as well, which is a little mini step, I couldn't help but put it in there,

you want to define what the learning objectives are, which is basically like what are they

going to learn within this program, like what are you teaching them and what are they going

to learn to be able to get the outcome that we've already discussed?

Then we want to go into step four, which is looking at, we've looked at where they are

now and the problems that they're having, looked at the outcomes that they will be getting.

Now it's about bridging the gap between the two and what are those steps, individual steps

that are going to take them closer and closer to the outcome.

What is it?

Write down all of those steps.

Just get clear on what those steps are.

Don't think about whether you should be including something else or something else, keep it

really simple.

Just simple steps to be able to lead someone closer and closer to the outcome.

The beauty of that is, those then become your modules.

They are then the modules to take someone through that transformation process and those

are the steps.

Step five is review your modules, but also within those ones, those steps that you've

just done, there's a few other little things that they need to know to be able to get there,

get them closer to that outcome.

Do they need to build on that knowledge before they can move forward?

Think about it.

That's a really hot tip.

With that beauty within those five steps, you have outlined your course.

Really?

But there's one more missing, which is defining the delivery platform.

It's only at this point when you're at the end that you can think about what the delivery

of it's going to be, not before.

Don't need to worry about that.

Once you're really clear about what the outcome of the program is, where that person is right

now, what they're struggling with and what they need, then you know that okay, all right,

maybe I'm going to deliver this as an online course.

Maybe I'm going to deliver this as an audio course.

Maybe it's just like a guided meditation that you're giving someone.

If you're doing a guided meditation, you're not going to give them an online training

course.

It's really only at the end that you can actually define what that delivery platform is.

That's it.

My friends, step one is to identify your ideal client.

Step two, define where they are right now and what their problems are and what they're

struggling with.

Step three is define the outcome and the learning objectives.

Step four is to create the steps to be able to help them with that transformation, define

those.

Step five is to review the modules and subtopics, what else can you include in those modules

to be able to help people with their outcome.

Then step six is to find the delivery platform and hey presto, you have it all laid out.

That's your program, your course all ready to rock and roll and you have it all ready

to go.

That's it.

On the morning of July 16th, 2015 Officials from the city of

Spokane, gather next to Interstate 90 to commemorate the

establishment of a piece of art that celebrates the indigenous

peoples who long before settlers, fished the falls next

to where the city will grow.

Native artist Virgil Smoker Marchand a tribal member of the

Lakes Band, of the Colville Confederated Tribes is the

artist, a man who takes native history and legend and

transforms them into monuments that celebrate his and his

peoples culture.

(Virgil Smoker Marchand) Spa Poule means Smokey in my

language, Smoker's always been my nickname was given to me by

my grandmother Mary Marchand.

I'm not a master of one kind of art I think I do everything.

In the beginning I did a lot of painting drawing pen and ink

then I went into bronzing then I went into ice carving and went

into wood carving I found steel and from there on this is what I

do.

>>For over 20 years Smoker has been creating three-dimensional

sculptures that he has shaped from cutting, welding and

bending.

Along with the help of his Uncle Gary McClung who does most of

the joint welding, Smoker moves from one task to another in his

process of creating unique figures that are usually borne

from native lore, like the Beebe Springs wildlife area near

Chelan Falls.

(Smoker) You look at the Spokane Falls we all gathered there,

Kettle falls we all gathered there Mouth of the Okanagan and

the Columbia we all gathered there, so basically all the

bands and the tribes, they worked together.

The Salmon Chief, he was an important person, he wasn't

always a chief he was somebody who all the bands respected and

his job was to make sure everybody had enough salmon to

make it through the winter so he distributed them he made sure

everybody had it no matter who you were and these areas that

they call Common Ground areas, was basically your worst enemy

would come there and fish with you -- I still get compliments

from the pieces at Beebe Springs you know they come up and talk

about it, I had a lot of input from the community had a lot of

input from the elders, The root digging the salmon scene have a

young boy pulling the salmon up the creek while his dad's

spearing a fish I have a young girl who's actually putting the

meat on the drying rack have the mother taking care of that the

salmon bake, they're all cultural things that I know.

>>Throughout Central and Eastern Washington, Central British

Columbia and parts of the Southwestern United States,

signs of Smoker's work can be seen near Rest Stops, In front

of Shopping malls, near bodies of water and busy roadways.

Many of the Canadian pieces were commissioned from his friend and

Chief of the Osoyoos Indian Band just north of a border that

separates countries but not tribes.

Out of the gate, Smoker hit it big with his first commissioned

piece destined for the NK'Mip Cultural Center.

Collaborating with welder, Allen Avery in Colfax Washington,

Smoker pulled out all the stops for his first major creation.

(Smoker) We did a little overkill on the steel we used I

think quarter inch all the way around it and it was very

difficult to bend all we had was a hammer and a vice and

basically that's how we got started.

Chief Clarence Louie, I always tell people he kind of made me

because he was actually the first piece I did and from then

on I probably did probably between 70 and 80 pieces just

for him.

>>One of the most spectacular pieces to date, just north of

Oliver BC at the Senkulmen Business Park, is a piece

finished in 2011, named "Statue of Responsibility".

(Smoker) That's a piece that was probably the most difficult both

of those man and woman was 12 foot tall and how I had to do

them, half of the bodies were done seven foot then I connected

them so they were actually twelve foot, I never had the

ring at the time they just told me it's going to be about the

circle about this big so I had to design it so they actually

positioned themselves on each side to hold the ring up and it

and it came out perfect.

NARR: Growing up in Omak Washington in a not so perfect

childhood in the 1960's and 70's Smoker found himself

languishing, Caught in a whirlwind of what he considers

mistaken Pride.

(Smoker) I was a troubled youth, I was taken my from my grandma

when I was six years old and sent to the mission St. Mary's

Mission and it's a place where I felt I was taken from someone

who loved me and put in a place where they didn't like me.

I was up there for four years I ran away five times and they

finally kicked me out but I didn't realize at the time, my

mom couldn't afford to really take care of me.

My 9th grade year they said that my hair was too long so they

kicked me out and I felt they were doing me a favor so I went

to work in an apple shed, 16 years old.

My brother he was actually finishing school at the mission.

He sent an application to The Institute of American Indian

arts Santa Fe New Mexico and you have to draw pictures for your

application and he got accepted well unknown to me my mom had

him draw pictures for me, that got me accepted and I got down

there and it was such a I don't know how to explain it life

changing moment for me I found out I had talent.

When you are young man there's a lot of life lessons, sometimes

you have this hurt and bitterness, you mistake for

pride, it takes you a long long time to realize that really the

pride is just hurt, it's nothing else.

It took me a long time to realize it.

>>Fast forward to present day...Smoker has amassed a body

of work that is truly remarkable, among them, in

Spokane, a salmon chief below the falls near the Spokane

river, Between Nespelem and the Grand Coulee Dam, a scene of

root diggers in a place that historically was a root-digging

site, and, an homage to Sasquatch on Desautal Pass,

which alarms countless passers by that drive below it.

In the works...

a display for the community of Pateros, of a native spear

fishing off a horse's back.

(Smoker) People standing on the horse and actually spear fish,

that's pretty incredible to get a horse like that, that would

stand in a river and you could salmon fish off him, that that's

a new experience for me so this concept here is I'm learning as

I'm going I get to do something that's part of my history

culture that I don't even know.

It'll educate people even including myself I thought I'd

seen it all but I guess I didn't.

I think there's so much for me to do and so much me to learn,

I've been very lucky.
