-It is historically formed, that the power element of MVD (MIA), Ministry of Internal Affairs was formed during years 1992-1993,
-When there was the previous enormous wave of so called 'people's protests'.
-At that time, it was a very abrupt protest, of a very powerful opposition, which consisted of, for the most part, the largest portion of Russian Supreme Council, which was the main authority, back then,
-A big part of the people, and the major part of political elites, which included the 'red' element - that is - communists and socialists,
-And 'white' element - monarchists and nationalists...
-All this led to a big crisis of the year 1993, when president Yeltsin factually cancelled constitution, exited the frames of constitutional field,
-Introduced direct presidential rule, scheduled new elections, dissolved the Supreme Council, which he basically had no right to do, according to constitution.
-But the highest constitutional agency, that is - constitutional court still approved it.
-But nonetheless, his order was not executed, and classic revolutionary situation had formed in the country.
-And within the frames of this revolutionary situation, the main bet of the regime was placed on MVD structures.
-And in particular - on structure of internal forces, which back then included actual internal military forces.
-At that moment, these were regiments of 'Dzerzhinsky Division', which at that moment was a special purpose division.
-It was such a dark irony in this. Because 'Dzerzhinsky Division' was supposed to protect the Supreme Council,
-Which was created during Soviet times, and it was one of Yeltsin's main footing element in struggle against this exact Supreme Council, and in its dissolution.
-Besides this, it included special purpose units, such as special unit 'Vityaz', which was a part of 'Dzerzhinsky Division'.
-It was a part of internal military forces, which later became the striking force of all those events.
-Its has a very dark glory, because of 'Massacre next to 'Ostankino' Tower'.
-On October 3, 1993, was opened fire without provocation, and more than 100 people, who were present on the square, were killed.
-During these events, all kinds of OMON forces have shown themselves very well, in favor of regime, that is in favor of Yeltsin and restoring order.
-OMON's were Police Squads of Special Purpose.
-They were created in the end of 1980's, as an answer for first protests, first strikes, first meetings, in various regions of the Soviet Union.
-And in the beginning, they were squads that appeared to be footing of the Soviet government.
-One can recall Riga's OMON, and Vilnius OMON, which were essentially power units of Soviet government's construction in Blatic states, in Latvia and Lithuania.
-But in Moscow, OMON, which by the time was re-formed into a Police Regiment of Special Purpose, so it would probably be more correct to call it PRSP.
-But traditionally it was called OMON regiment, and in this case, it was footing of Yeltsin's power.
-And right before this crisis, that is - year 1993, literally a few days before use of force in these events,
-More than 30 OMON squads, from various large cities were brought to Moscow.
-Moscow was divided into zones of control.
-Each squad received its own territory, on which it was free to enforce martial law, and in addition - trials and authority over citizens who lived there.
-And Moscow citizens, who lived through the events of October 1993, and through the next 20 day martial law, they remember very well OMON's actions.
-I think, that within the frames of that situation, within the frames of that story, OMON today is given such big importance.
-Between these event, that is - between 1993 and today, we can say 2012, that is - during these past 19 years,
-OMON basically became the force, that takes care of street riots. It is their main task.
-OMON is brought to football games. OMON is brought to all kinds of street meetings, social events...
-That is, it's some sort of force element in MVD structure, which is equipped with according devices and according weaponary.
-And people with the according way of life and thinking style are picked for it.
-That is, they are some sort of combat robots, who do not have any special intellectual capabilities,
-But physically they are usually very tough, young, and don't like to think too much.
-That is, these are the main demands for the candidates.
-I took part or was present several times during people selection for OMON in various regions,
-And I can say, that first of all, the priority is given to physical training of a cadidate, and his unconditional readiness to execute an order.
-And of course OMON's equipment seems to come from requirements of their tasks.
-That is, it is mainly all sorts of combat elements for street confrontations.
-Shields, helmets, protection, knee pads, armrests, protective helmets.
-Of course there are PR's (RS), like they were called, which is Rubber Sticks, or rubber baton, as it is called in modern days.
-Accordingly, OMON structures has now received special equipment.
-Starting with water cannons, and ending with stun grenades and tear gas grenades, rifles shooting with tear gas ammo...
-And generally, a whole series of means for breaking up a protest, dissolusion of all kinds of mass meetings, or street rioting.
-A separate weapon category, in this case, is firearms.
-For such case, OMON is keeping on its bases some typical firearms, equivalent of a light infantry battalion.
-That is - mahcine guns, assault rifles, submachine guns, sniper rifles, and, in addition, RPG's and APC's as means of transportation.
-And in this case, and with such weaponary, they already can be used not only for suppressing street riots, but also for combat operations within cities, for city combat.
-And in this case, we can discuss how durable these battalions are, and how successful they are in completing combat tasks.
-I personally think, that it largely depends on internal climate of the battalion itself.
-But, they are of course dependable on location of use, at some extent.
-OMON is usually quite inertly reacting to orders for action on certain territory, where they themselves live,
-The reason is because of their police structure. They are usually picked out of people who live at that particular location.
-That is why lately, the authorities prefer to use OMON brought from a different territory.
-For example, during protest event in our Far East, related to dissatisfaction of car owners, OMON was brought from other regions.
-And this relocation of OMON from other regions, today appears to be a very fancy scare tactic, at some extent.
-But also, at some degree, it is a reality, that command of MVD and internal forces know very well how they should be used, and clearly does it consciously.
-But to say, that we appear to be something extraordinary in the world would be totally wrong.
-Factually, in every large advanced country such formations exist.
-Equivalent formation exist in France. This is Gendarmerie, Gendarmes corps, Gendarmes subdivisions,
-That are in the same way suitable for struggle against street riots.
-They are equipped approximately the same... Well, we can talk about some minor differences, but they are performing the same exact tasks.
-These are Carabiniers in Italy, it is the National Guard in the USA.
-Well of course, within the frames of all these countries, exist a whole bunch of other special units.
-Like SWAT, which is a police unit of special purpose, for assault and capture buildings, for capturing extremely dangerous criminals.
-Like us, when we had once the so called police's SOBR (SRRT), which were the exact same Special Rapid Response Teams, basically it was SPETSNAZ.
-There are special forces within structure of National Guard of the USA, and I will repeat myself, that everywhere the tasks are approximately the same.
-In this case, we can only discuss how perfect the laws of every country, and in how much of a detail it describes use of certain measures, use of force and its dosage.
-Usually, we can talk about practice widely used in the world, when we are talking about regular mass rioting, regular street protests,
-Then all these agencies are acting more or less politely.
-But as soon as the situation starts to get out of control, as soon as mass riots are starting to exceed a certain level, and their intensity is going out of certain limits,
-And powerful forces collision are starting, then in this case the situation is getting out of control on both sides.
-Of course in this case, OMON people, or Gendarmes, or Carabiniers, under pressure of force, starting not to think too much about laws,
-And act according to their instinct of self-preservation and the level of exasperation, which they have by that moment.
-And of course, according to results of all these things, the superiors are dilligently covering all traces of law violations, and tries to cover for their subordinates.
-And of course the aggrieved side is starting to present all kind of video footage with known names,
-And demanding trials of those, who abused their authority.
-I will repeat myself, that this is already situation of chaos.
-And according to this chaos results, the leadership of a country either manages to withstand these riots,
-Or these riots are becoming 'liberatory revolution', and then, after some time, we are witnessing trial of 'bloody regime supporters',
-Who allegedly were beating and exterminating their own people.
-If this is the case, the those who are serving in this kind of regiments will have nothing to be envious of, because from now on, their fate depends on 'heads or tails' outcome.
-How long can they support the ruling regime? How much it will be safe for them? How far they gonna go in fighting against the regime?
-Or will they have the same fate, as units that remained faithful to Gaddafi, or Romanian special services of Ceausescu times.
