The five things to know about the Committee for Labour Migration
The ILO's Committee for Labour Migration
will focus on the governance of labour migration at all levels
- national, bilateral, regional, as well as interregional -
and the issue of fair recruitment.
The Committee is unique
because it brings together worker, employer and government delegates
from all 187 ILO member States,
and that is very different from other forums in the UN
where it's largely the governments that participate and deliberate issues.
Labour migration is not a new issue for the ILO.
Since its very inception in 1919,
the ILO has worked on labour migration,
it has a strong mandate in this area.
It has adopted specific standards
dealing with the protection of migrant workers.
Indeed, in recent years,
it has stepped up its work in this area
as evidenced by the Director General's Report
to the Conference in 2014 on fair migration
as well as some recent work around fair recruitment.
For example, towards the end of last year,
the ILO Governing Body approved general principles
and guidelines for fair recruitment.
This discussion is particularly important
because it takes place in the context of significant developments
in the international community around migration.
It follows on in the wake of a high-level summit
at the General Assembly last year
on large movements of refugees and migrants,
and at that summit,
UN Member States committed to adopting two global compacts:
one for refugees
and the other for safe, orderly and regular migration
which are currently being discussed
and which will be adopted in 2018.
The Committee will discuss conclusions
and those conclusions could well ask the Office
to prepare a plan of action for future ILO work in this area,
and it is also an opportunity for ILO's tripartite constituents
to contribute to the content of the compact
which will be negotiated next year
and in respect of which there are currently ongoing consultations.
This issue is particularly important in the international community today
as well as for the ILO,
because migration has moved up
to the top of the agendas of many governments.
It is still largely misunderstood:
migrant workers and other migrants are often the scapegoats
when something goes wrong at the national level,
and according to the data that we have,
most international migrants today move for work,
and that is why it is particularly important for the ILO
- as well as for employer, worker representatives and governments -
to be at the heart of this discussion.
