MNCDHH Legislative Update - January 30, 2017 - Duration: 5:31.

Commission Legislative Update January 30, 2017.

A lot is happening and we have lots of news to share this week.

The Commission of Deaf, DeafBlind & Hard of Hearing Minnesotans board

met in January and added to the legislative agenda,

the Governor released his budget proposal this week,

and the legislature is already busy hearing and passing bills.

First the additions to the legislative agenda:

The Commission voted to also support three measures related to education

and one related to communication access.

The three related to education are:

*Support funding and infrastructure requests

for the Minnesota State Academy for the Deaf

*Support increased funding for Deaf ABE (Adult Basic Education) provided in ASL

*Require that a student's need for assistive technology be considered

when developing an Individual Education Plan (IEP) or Individual Family Support Plan (IFSP)

The proposal related to communication access is:

*Oppose efforts to weaken laws that require business's websites to be accessible.

Now that the Governor has released his budget proposal,

we know that we will support another initiative for vocational rehabilitation:

*Eliminate waiting lists for Vocational Rehabilitation Services

by requesting $3.5 million a year for a total of $7 million.

When we get bill numbers and additional information about these proposals,

we will share them with you.

Second, the Governor released his budget proposal,

which includes good news for our communities.

The Governor's budget includes funding for the Deaf and Hard of Hearing Services Division (DHHSD)

as well as funding for the Minnesota State Academies of the Deaf and Blind.

It is now up to the Legislature to decide whether to follow

the Governor's budget recommendations or to do something else entirely.

We will be working with you to urge them to provide even more funding to DHHSD

than the Governor recommended and to provide funding for the State Academies,

for the Commission for Deaf ABE, and for the Deaf Mentor Family Program.

Third, the Legislature is already taking action.

You may have heard that the House and Senate took quick action

and within days of the start of the session passed a health care bill.

When the House passed the bill,

it included language that would have gotten rid of many insurance policies requirement for

to provide coverage for a long list of items,

including cancer treatment, mental health care,

and especially concerning coverage for children's hearing aids.

Many groups took action and MNCDHH did too.

Luckily Senator Michelle Benson from Ham Lake and Governor Dayton both blocked this proposal.

It was dropped before the bill was approved by both the House and Senate last week.

The bill to require Good Acoustics and Hearing Loops in State Funded Construction

has been introduced in both the House and the Senate.

Where does the Chinese lion come from?

Well, the Southern Chinese lion

originated from Guangdong Province in China

and has been performed for over 1,500 years

and has spread throughout the world

you will probably find a Chinese lion dancing team

in many Chinatown's around the world

Why does the Chinese lion not look like

an African lion?

The features of the Southern Chinese lion

are made up of different creatures

that are considered lucky in Chinese mythology

It has the eyes of a Phoenix to symbolize virtue

A large protruding forehead and long beard of a dragon

to symbolize intelligence

A broadhead like the shell of a tortoise

to symbolize wisdom and longevity

It has sharp teeth on the side of its mouth

of a white tiger the symbolize strength and courage

Today, lion dancing has evolved to incorporate

different aspects of Chinese culture

During auspicious events like Chinese New Year

You'll probably see the Southern Chinese lions come out

and play, along with percussions and

firecrackers to bring good luck and fortune to the people

A dance may involve various

objects to create symbols and characters

that communicate different meanings

Traditional lion dance schools practice kung fu

to develop strength and discipline

Modern day lion dancing has evolved

into a competition sport that attracts participants

from all over the world

Every dance tells a story that reflects

values that are important to the Chinese community

The lion shows respect to different

lion dancing teams, Buddhas and dieties

by being humble and bowing to them

The lion shows their courage by

overcoming challenging obstacles

no matter how high the obstacles are

or how dangerous it is

the lion will always give it its best shot

The lion moves in a spirited fashion

driven by the drums, cymbals and gong

A pride of lions are always loyal to each other

and they will work together to overcome any difficulties

Most importantly, lion dancing brings people together

to foster team work, leadership and develop

strong community bonds

In a candid interview with Pravda, Russian President Vladimir Putin stated implicitly

that he would tell the world about Nibiru if Donald J. Trump loses the presidential

election.

In July and August, we ran a series of articles highlighting a three decade long secret war

between the White House and the Kremlin, culminating in a confidential agreement between Putin

and Trump.

Putin promised to remain silent about Nibiru, and in exchange, Trump vowed to dismantle

and expose the Nibiru cover-up as his first presidential act.
