Trump Erases Obama's Welfare Legacy With Knockout Blow… America Is Going Back To Work | Top Stories - Duration: 2:26.

On Wednesday, President Donald Trump stayed true to his slogan of "Making America Work

Again."

His administration's Department of Health and Human Services, headed up by Secretary

Tom Price, announced that they had officially removed former President Barack Obama's

2012 directive, which weakened work requirements for welfare reform.

You may recall a 2012 controversy over President Obama rescinding the work requirements from

the 1996 welfare reform bill.

The incident became a campaign issue when Mitt Romney released an ad on the matter and

spoke out against it on the campaign trail.

"President Obama now wants to strip the established work requirements from welfare,"

Mitt Romney said at the time.

"The success of bipartisan welfare reform, passed under President Clinton, has rested

on the obligation of work.

The president's action is completely misdirected.

Work is a dignified endeavor, and the linkage of work and welfare is essential to prevent

welfare from becoming a way of life."

At the time, supporters of President Obama downplayed the announcement, treating the

entire issue as if it were some sort of conspiracy theory.

It wasn't, although Romney's version of it was not quite accurate, either.

Obama had not actually ended the work requirement — he had, however, allowed states to request

waivers from it if they adopted their own requirements — potentially far more flexible

or even non-existent, some feared.

As our editors noted at the time:

Obama's July HHS memo invites states to apply for waivers that change the "definitions

of work activities" to better meet "the work goals" of welfare reform.

In other words, the state of California could (as one state did before 1996, according to

the Government Accountability Office) count Weight Watchers attendance as "work,"

and thus keep more people on the state's welfare rolls without making them work.

This is exactly the type of administrative discretion that welfare reform was designed

to prevent.

Today, the Trump HHS department has finally and officially ended the process.

EU overspends £3.4million on translation services - and IRISH is the priciest

One prominent MP said the European Parliament has a real cheek to demand a Brexit divorce bill when it is £3.4million over-budget on its "self-indulgent" translation services - with the largest expense on Irish.

Parliament officials have requested £1.4m to go towards a total £3.4m overspend on top of the £7.6m budget this year to provide translations for reports and its "vanity" website 'My House of European History".

Critics say the website is self-indulgent propaganda, while the European Parliament calls it "a unique collaborative project incorporating your testimonies on Europe and a time and space odyssey".

One of the main reasons the project is so over-budget is down to the need to translate Irish, which is the most expensive language to translate at the Parliament's Brussels' headquarters, a document seen by the Telegraph revealed.

Brexiteer Andrew Bridgen, Conservative MP for North-West Lancashire, said: "Not only has the EU not had its accounts signed off for over 25 years by accountants, they are still wasting huge amounts of taxpayers' money on self-indulgent self-promotions.

"This is why we should resist the huge so-called EU divorce bill." Brexit talks have all but stalled this week as Michel Barnier, the EU's main negotiator insists on sorting out the bill first, which could be up to £92billion.

Despite this, MEPs, including British Conservatives, are due to approve the extra cash at a budget committee vote next Wednesday. The European Parliament has a permanent team of 800 which translate reports and papers into the EU's 24 official languages.

However, in the first five months of 2017, an increasing number of outside translators were hired, charging on average £20.27 a page. Some languages cost much more than that, with Irish the most expensive at £38.85 a page, internal documents reveal.

Over the year's first five months 228,000 pages were translated by private translators, with the Parliament estimating 547,000 pages will outsourced for the entire year, or even more if the My House of European History website attracts more visitors.

Officially, there is a 30 per cent cap on the use of private translators, however the overspend is currently at 35.45 per cent. A European Parliament spokeswoman said the extra cash would be taken from other departments' budgets.

She said the permanent team had over performed by 123 per cent compared to its maximum capacity, but still needed more help.

The spokeswoman said: "This is because more translations were needed into Irish and because of more contributions by citizens of stories to the My House of European History." A spokesman from the European Commission said the estimated cost of translation and their offices adds up to less than one per cent of the EU's annual general budget - or £1.80 per EU citizen a year.
