Pres. Moon insists necessity for Constitutional revision in light of Constitutional Court's 30th - Duration: 0:58.
President Moon also attended a ceremony Friday commemorating the South Korean Constitutional
Court's thirtieth anniversary, where which he brought up the need to revise the Constitution.
Here's what he said this morning.
"The Constitution is not flawless or everlasting.
Its interpretation is not set in stone nor is it error-free.
I believe the interpretation of the Constitution constantly evolves in accordance with the
spirit of the times and the constitutional consciousness of the people."
Earlier this summer, the Blue House wanted to hold a referendum on amending the Constitution
alongside the June local elections, but that proposal failed in Parliament.
Despite his call to change the Constitution, President Moon also stressed that the people's
support for for democracy and human dignity will never change, and urged the Constitutional
Court to follow those principles.

may not seem it, thanks to the weather
today, autumn is most certainly on the
way. So what do I have for you today? This.
This is Castelli's Idro Pro
waterproof jacket and it's a pretty
special item indeed because it is made
from Gore-Tex shake dry fabric. Now 'what
is shake dry?' you hear me ask. Well, the
clue is in the name. Shake it and it will
dry off. The water that lands on this
garment will bead forever and ever and
ever and ever and ever thanks to the
Gore-Tex membrane that is exposed. So
usually this this fabric here – the
Gore-Tex itself – is sandwiched in between
two different layers of fabric, but here
it is on show for the outside world and
while it's delicate – you couldn't get
away with wearing a bag for this – it's
fantastically good at keeping you dry.
Now we're the Idro Pro is separate from
waterproof jackets of past is in some of
the other features it has. These stretch
panels for the first time are now featured
on the jacket, which is especially useful
for the road cycling market. It means that
the jacket is going to be fitted just a
little bit better to your form and not going
to be flapping around in the wind so
much. The other thing I really like about
this jacket are the pockets on the rear.
I haven't seen pockets on the shake dry
jacket before I think it's a really nice
feature, especially with the extended tail
keeping your bum dry. It's just as
packable as previous jackets and it's
fantastically lightweight – this jacket
here comes in at 158 grams. I have had
some amazing experiences with shake dry
jackets. I've been in torrential rain
and they've kept me bone dry, but I'm
interested here if you guys have any

Strong raiding party revealed for Lexus Melbourne Cup
Prominent ante-post fancies Withhold and Cross Counter lead the way as 50 overseas contenders feature among a total of 183 entries for the Lexus Melbourne Cup.
Roger Charlton's Withhold won the Northumberland Plate on his only start this year, with a direct route to Flemington on November 6 already charted, Charlie Appleby's Cross Counter put himself in the frame by running away with the Gordon Stakes at Goodwood.
Appleby has a particularly strong hand at this stage with Hamada also towards the fore in the betting while fellow Godolphin trainers James Cummings and Saeed bin Suroor have also nominated runners, with recent German Group One winner Best Solution a familiar name for the latter.

Magic Circle has won each of his two starts this term, graduating from Chester Cup glory to win the Group Three Henry II Stakes last time.
Ian Williams has been training the six-year-old for Melbourne since then and he is relishing the challenge.

He is trained by Graeme Rogerson and while he has had only three starts in New Zealand, he is a son of three-times Melbourne Cup-winning mare Makybe Diva.
Ex-Micky Hammond runner Kings Will Dream and Tosen Basil are the local flagbearers at this stage, with both trained by Darren Weir.

Bank of Korea freezes key interest rate at 1.5% for August - Duration: 1:34.
South Korea's central bank has kept its key interest rate unchanged for August.
Rates have been rising rising in the U.S., but the BOK said it wants to guard against
risks to economic growth here at home.
Ko Roon-hee has more.
The Bank of Korea has frozen its benchmark interest rate at one-point-five percent for
the ninth consecutive month.
The central bank has been maintaining its key rate since November last year... when
it raised the rate by a quarter percentage point.
While the BOK believes the economy is on a sound growth path based on increases in consumption
and exports,... it pointed to economic uncertainties, including July's employment figures and low
business sentiment, as its reasons for holding the rate steady.
Job growth hit its lowest point in more than eight years last month as only five-thousand
people were newly employed on-year.
Consumer prices in July also remained below the central bank's two-percent target level
at one-point-five percent.
With the Bank of Korea's decision, the key rate difference between South Korea and the
U.S. is expected to widen... raising speculation the BOK may consider raising rates later this
year.
The Federal Reserve held its benchmark rate steady at a range of one-point-seven-five
percent to two percent earlier this month,... boosting expectations it'll raise rates in
September.
At present, the Fed's rate is zero-point-five percentage points higher than that of South
Korea's.

Somali national blames 'fake food' probe for looting spree in Soweto.
A Somalian national helping his fellow countrymen pack up a shop in Diepkloof‚ Soweto‚ said on Thursday they were targeted by looters after the health ministry announced an investigation into the alleged selling of suspected expired or counterfeit goods.
Locals had gone on the rampage on Wednesday‚ looting their shops.
This followed a statement that a probe was under way into unconfirmed reports of "fake" food being sold by foreign spaza shops in several townships.
The shop owner‚ who spoke to TimesLIVE on condition of anonymity‚ said prior to these allegations there had been peace between them and the community they served.
"People are right [for being angry].
There is a law‚ there is a government.
If the government has opened the way [through announcing the investigation] what will happen? You and me we don't have a problem.
The problem in South Africa is the government‚" he said‚ emphasising that he did not blame the locals for their actions.
He suggested that the government had acted recklessly in handling the matter‚ adding that they‚ as foreign nationals‚ could also retaliate.
"Right now‚ even as you are talking to me‚ you are not safe right now.
I can kill you and go‚" he said‚ attempting to find the words to explain how volatile the situation was.
Armed police were stationed outside the shops that survived Wednesday's looting and provided protection as the shop owners packed their possessions.
Trucks‚ vans and taxis were used to escort the scores of foreigners out of the township.
In at least two of the shops that TimesLIVE visited‚ locals were peacefully assisting the foreign nationals in packing their belongings.
This was in stark contrast to the scenes which unfolded in the White City section on the other side of the township on Wednesday afternoon where a man was shot dead amid the looting.
It was alleged that the victim was a paying customer who was caught in the crossfire when looters barged into a shop.
The shop owner was said to have fired a shot at the looters but struck the young customer in the chest.
He stumbled outside the shop and died a few metres away from the shop.
Following his death‚ more shops were looted with at least two other people reported to have been killed in the unrest.
In its announcement earlier in the week‚ the health ministry explained that if the allegations about food being sold by the shops was true‚ that food could pose a serious health risk.
"While the authenticity of these videos cannot be verified‚ some cases are currently being investigated by the environmental health practitioners based in municipalities.
We have the responsibility to determine if there is truth to these allegations‚ and‚ where necessary‚ take urgent action against perpetrators‚" said health ministry spokesman Popo Maja.
Authorities have raided several shops in a bid to verify the authenticity of the allegations.
