TRANS MOUNTAIN
PIPELINE PROJECT.
OTTAWA'S APPROVAL IS OVER TURNED
AND TONIGHT, THE FUTURE IS IN
DOUBT.
INDIGENOUS GROUPS AND
ENVIRONMENTALISTS ARE CALLING IT
A WIN.
THE GOVERNMENT IS ADAMANT.
RACHEL NOTLEY ANNOUNCED ALBERTA
IS PULLING OUT OF THE FEDERAL
CLIMATE STRATEGY AND CALLING
OTTAWA TO APPEAL THE RULING.
TO BREAK DOWN WHAT COMES NEXT
IN THE PIPELINE BALLOTS --
BATTLE, COMING UP.
DOWN TO THE WIRE ON NAFTA.
>> ANDREW: A DEAL WITH A
NATIONWIDE EPIPEN SHORTAGE.
COULD IT OPEN UP THE EPINEPHRINE
MARKET LONG-TERM.
AND END THIS COUNTRY'S DEPENDS
ON A SINGLE SUPPLIER?
THIS IS "THE NATIONAL."
[*]
>> ROSEMARY: IN A DEVELOPMENT
TODAY, THE FEDERAL COURT OF
APPEAL QUASHED THE GOVERNMENT'S
APPROVAL OF THE TRANS MOUNTAIN
PIPELINE.
PUTTING ITS FUTURE IN DOUBT.
MAKING IT LOOK LIKE A PIPE
DREAM.
THE COURT RULED THAT THE
GOVERNMENT CANNOT ENGAGE IN TWO
WAY MEANINGFUL DIALOGUE WITH
FIRST NATIONS
COMMUNITIES IN THE LAST DAY OF
THE PROCESS.
SAYING IT LISTENED TO GROUPS.
BUT DID NOT RESPOND.
THE NATIONAL ENERGY BOARD DID
NOT CONSIDER THE IMPACT
OF
INCREASED TANKER TRAFFIC.
FROM EDMONTON TO BURNABY, THE
EXPANSION WOULD
INCREASE THE OVERALL EXACT OF
-- INCREASE THE IMPACT
TRANS MOUNTAIN BY HUNDREDS OF
THOUSANDS OF BARRELS A DAY.
THERE WAS PUSH BACK FROM THE
VERY START.
AFTER YEARS OF ENVIRONMENTAL
PROTESTS AND BALLOONING COSTS
KINDER MORGAN
DECIDED TO BAIL.
IN MAY, OTTAWA STEPPED IN TO BUY
THE PIPELINE FOR BILLIONS OF
DOLLARS.
>> ROSEMARY: TODAY'S DECISION IS
A SETBACK FOR THE FEDERAL
GOVERNMENT.
THERE IS A LOT OF TAXPAYER MONEY
ON THE LINE.
AS BRIAR STEWART EXPLAINS, IT IS
BEING SEEN AS A WIN, AT LEAST
FOR THE TIME BEING FOR THOSE
WHO
OPPOSED TO THE PROJECT.

IN THE END, THE COURT OF APPEAL
AGREED.
THEY FOUND THERE WAS INADEQUATE
CONSULTATION.
SAYING CANADA FAILED TO DIALOGUE
MEANINGFUL.
>> FOR YEARS TRUDEAU HAS BEEN
STANDING BY THEIR CONSULTATION
PLAN.
AND IT FAILED.
IT FAILED COMPLETELY.
AND THE COURTS AGREED WITH US.
>> REPORTER: AND THAT IS NOT THE
ONLY THING THE COURT IS ISSUING.
IT FOUND THAT THE PIPELINE
PROJECT WAS FLAWED.
THE COURT FOUND THAT THE
NATIONAL ENERGY BOARD MADE A
CRITICAL MISTAKE WHEN CONDUCTING
A REVIEW.
BECAUSE,
IT DIDN'T TAKE INTO ACCOUNT WHAT
IMPACT IT WOULD HAVE ON THE
ENVIRONMENT, IN PARTICULAR, THE
ENDANGERED KILLER WHALES.
BECAUSE
THE POPULATION IS SEVERELY
THREATENED.
THIS WOMAN IS WITH THE
CONSERVATION FOUNDATION.
ONE OF
TWO ENVIRONMENTAL GROUPS THAT
PUSHED FOR THE APPROVAL TO BE
OVERTURNED.
>> IF KILLER WHALES WILL
RECOVER,
THE CONDITIONS COULD NOT GET
WORSE.
THE PROJECT WOULD HAVE MADE THE
CONDITIONS DECLINE.

PIPELINE.
THERE ARE THOSE THAT SUPPORT IT.
THE CHIEF SAID IT WAS AN
OPPORTUNITY FOR HIS COMMUNITY.

PIPELINE, MANY OF WHOM

>> TRANS MOUNTAIN WAS A BIG ONE.
IT IS DENIED.
THIS WAS OUTSIDE OF THE CONTROL

>> ROSEMARY: OKAY.
CAROLYN DUNNE IS WITH ME FROM
CALGARY.
WHEN IT COMES TO CLIMATE CHANGE,
WHAT SHOULD WE MAKE OF THE FACT
THAT NOW ALBERTA WANTS TO PULL

>> WELL, WE GOT AN ACRIMONIOUS
DIVORCE ALL OF A SUDDEN.
ALBERTA WILL KEEP ITS
CONTROVERSIAL CARBON TAX.
IT WILL NOT PLAY BALL WITH THE
FEDERAL GOVERNMENT UNTIL THEY
CAN FIX THIS.
IN ADDITION, RACHEL NOTLEY WANTS
THE FEDERAL GOVERNMENT TO MAKE
AN IMMEDIATE APPEAL TO THE
SUPREME COURT OF CANADA AND CALL
AN EMERGENCY SESSION.
PARLIAMENT TO GET THIS REVIEW
PROCESS FIXED.
IT MAY BE A BIT OF PUSH.
SHE THINKS IF ALL OF THE THINGS
HAPPEN, THERE IS A CHANCE THAT
CONSTRUCTION COULD RESTART IN
THE NEW YEAR.
>> ROSEMARY: HOW COULD ALL OF
THIS AFFECT HER POLITICALLY?
>> WELL, THERE IS PRESSURE FOR
SURE.
EVEN IF THE FEDERAL GOVERNMENT
FAST TRACKS THE CONSULTATIONS
AND THE
APPLICATION PROCESS, THERE IS A
SENSE WHETHER THAT WILL HAPPEN
IN TIME TO HELP RACHEL NOTLEY
POLITICALLY.
SHE WAS ALREADY FACING AN UPHILL
BATTLE IN THE UPCOMING
ELECTIONS.
SHE WAS PLANNING ON CAMPAIGNING
AS THE PREMIER WHO FINALLY GOT
THE TRANS MOUNTAIN PIPELINE
BUILT.

THE FEDERAL GOVERNMENT HAS A

IS NOT SUCH A SCARY THING TO
THINK ABOUT.
>> REPORTER: THE REALITY IS,
THERE HAVE BEEN SPILLS IN
JASPER.
SEVERAL OF THEM.
ALONG THE ENTIRE TRANS MOUNTAIN
ROUTE, SINCE THE 1960S, MAYBE
TWO SPILLS IN ALL.
AND THAT IS THE THING ABOUT
PIPELINES.
YOU DON'T REALLY NOTICE THEM
UNTIL SOMETHING GOES WRONG.
>> THIS IS WHAT THE PIPELINE
LOOKS LIKE.
IT RUNS ALONG HERE.
YOU CAN'T SEE IT, IT IS BURIED
IN THE GROUND.
THE PIPELINE ACROSS THE BORDER
INTO BRIT CLUMP -- BRITISH
COLUMBIA, I FOLLOW.
HERE THE POPULAR BELIEF IS THAT
EVERYONE IS AGAINST IT BECAUSE
OF ENVIRONMENTAL CONCERNS.
A COUPLE OF HUNDRED KILOMETRES
DOWN THE ROAD IS THE TOWN OF
BLUE RIVER.
I PULL IN AT THE HOLY SMOKE INN.
WHAT WOULD THE PIPELINE MEAN
HERE?
>> JOBS, JOBS AND MORE JOBS.
THEY CAME AND THEY SAID THEY DID
A BIG OPEN HOUSE, KINDER MORGAN
DID.
TOLD US ALL HOW TO APPLY FOR
GOOD PAYING JOBS.
>> Reporter: THE TOWN HAS FALLEN
ON HARD TIMES.
SHE IS NOT WORRIED
ABOUT ENVIRONMENTAL ISSUES.
SHE'S WORRIED ABOUT THE BLUE
RIVER.
>> I LOVE THIS PLACE.
IT IS A JEWEL OF THE ISLAND.
IT DOESN'T GET ANY BETTER.
THIS WHOLE VALLEY NEEDS IT.
WE REALLY NEED IT BAD.
THE JOBS.
AND JUST THE PEOPLE.
AND EVERYTHING.
WE NEED THE PIPELINE TO GO
THROUGH IN ORDER TO SURVIVE.
>> REPORTER: IN B.C., THERE ARE
MORE AND MORE PEOPLE LIKE THAT
WHO SUPPORT THE PIPELINE.
THE OPPOSITION IS STRONG TOO.
B.C. IS A LAND DIVIDED.
I DRIVE A COUPLE OF HOURS SOUTH.
FARMS START TO APPEAR.
I PULL OVER IN THE VILLAGE OF
BLACK PINES.
>> THAT'S A ROOSTER.
HIS NAME IS LUCKY.
HE WAS LUCKY BECAUSE HE HAD A
LOT OF MALES AND HE IS THE BEST
ONE.
>> REPORTER: FOR PENNY POWER, IT
WOULD MEAN THE END OF THE FARM
AS THEY KNOW IT.
>> IF YOU CAN SEE IN THE
ORCHARD, IT WILL BE GONE.
THEY WILL COME IN HERE.
THE PIPELINE WILL COME STRAIGHT
THROUGH HERE.
ESSENTIALLY RIGHT WHERE WE ARE
STANDING, THIS WHOLE ORCHARD IS
THE LINE HERE.
>> REPORTER: DOESN'T EVERYBODY
HAVE TO SACRIFICE FOR THE
COUNTRY.
>> IT'S NOT FOR THE COUNTRY.
YOU WANT TO DO SOMETHING FOR THE
COUNTRY, REFINE THE OIL HERE IN
CANADA AND SELL IT TO CANADIANS.
THE PROBLEM IS BIGGER THAN A
FARM.
THE OIL IS AN ANCIENT
TECHNOLOGY.
WE HAVE BEEN DOING IT FOR 100
YEARS.
WE DON'T KNOW ANYTHING ELSE.
WE HAVE TO PUMP OIL, WE HAVE
BEEN DOING IT FOR 100 YEARS.
WE DON'T KNOW ANYTHING ELSE.
>> REPORTER: IT IS KIND OF A
REFERENDUM ON OIL, I SEE THIS.
THE PIPELINE IS A NATIONAL ISSUE
BUT IT IS LOCAL TOO.
IT CROSSES THE PROPERTY OF 2200
LANDOWNERS.
AND EACH OF THEM HAVE TO DECIDE
WHAT TO DO.
ANOTHER 250 KILOMETRES SOUTH IS
THE TOWN OF HOPE.
ON THE FRASER RIVER.
THE PIPELINE CROSSES RIGHT BY
THE PROPERTY.
OF A LOCAL LEGEND.
HEAR THAT.
>> STARTING TO SHAPE UP.
THE OWL.
>> FOR PETE, AND THE PIPELINE,
THERE IS NO DEBATE AT ALL.
>> I THINK IT IS GOOD FOR THE
ECONOMY.
AND SHOULD BE DONE.
BRING IT ON.
>> Reporter: 40 KILOMETRES
SOUTH, I STOPPED IN BECAUSE ONE
OF THE FAMOUS MISCONCEPTIONS
ABOUT THE PIPELINE IS ALL
INDIGENOUS PEOPLE OPPOSE IT.
THE REALITY IS FIRST NATIONS ARE
DIVIDED.
>> THE PIPELINE WILL BE COMING
ALONG.
WE ARE NOT INTERESTED IN
PARTICIPATING IN THE ECONOMICS
OF THE COMMUNITY, WRONG.
WE WANT THIS PIPELINE TO GO
THROUGH SO THAT WE CAN IMPROVE
OUR ECONOMIC STANDING IN CANADA.
WE WILL NOT STAND BY AND LET
GROUPS GET IN OUR WAY.
>> Reporter: GREEN GROUPS ARE
THE ENVIRONMENTALISTS WHO ARE
OPPOSED TO THE PIPELINE.
>> I TOLD THEM, THEY SAID, WE
ARE TRYING TO HELP.
MY RESPONSE WAS PLEASE, PLEASE
STOP HELPING ME.
I DO NOT WANT YOUR HELP.
I DON'T KNOW WHERE THEY GET OFF
THINKING THAT MY COMMUNITY WILL
LIVE IN POVERTY IN THE COUNTRY
BY OPPOSING DEVELOPMENTS LIKE
THIS.
>> Reporter: HE SAYS HIS
COMMUNITY WOULD CONSIDER
INVESTING IN IT TO MAKE SURE IT
GETS BUILT.
THE PIPELINE ROUTE, YOU CAN TALK
STEREOTYPES AND MISCONCEPTIONS.
MY TRIP IS ALMOST OVER.
VANCOUVER IS JUST IN FRONT OF
US.
I HAVE ONE MORE STOP I WILL MAKE
IN BURNABY.
IN BURNABY, KINDER MORGAN FACES
THE BIGGEST OPPOSITION.
A PERMANENT PROTEST CAMP HAS
BEEN BUILT JUST BEFORE THE END
OF THE PIPELINE.
>> DEMONSTRATORS.
>> Reporter: THE COASTAL FIRST
NATIONS AND ENVIRONMENTALISTS
VOW THEY WILL NOT LET THE
PROJECT GET BUILT.
>> TURNING INTO STONE.
>> Reporter: MORE THAN 200
PEOPLE HAVE BEEN ARRESTED
ALREADY.
ONE OF THEM IS THIS WOMAN.
>> I FELT A LOT OF POWER IN
DOING SOMETHING BOLD AND DOING
SOMETHING WHERE I WAS NOT JUST
SITTING BACK AND WATCH EVENTS
FOLD.
I WANTED TO BE ABLE TO LOOK MY
CHILDREN IN THE EYE YEARS FROM
NOW AND TELL THEM WHAT I DID TO
PROTECT THEIR FUTURE.
THEY THINK THEY CAN GET AWAY
WITH DESTROYING THE AREA AND NOT
RESPECTING INDIGENOUS RIGHTS.
I AM PROUD TO STAND STRONG.
>> Reporter: PROUD TO STAND
STRONG.
THOSE WORDS CAN ECHO ALL THE
WAY.
I AM VERY PROUD TO STAND STRONG
COULD BE SOMETHING THAT EVERYONE
SAID ALONG THE ROUTE.
SURE, PEOPLE DON'T AGREE ON THE
PIPELINE, BUT EACH AND EVERYONE
OF THEM IS PASSIONATE ABOUT
THEIR COMMUNITY AND THE FUTURE
OF THE COUNTRY.
CBC NEWS, ALONG THE TRANS
MOUNTAIN PIPELINE ROUTE.
>> Rosemary: THE FEDERAL COURT
RULING, WE CONTACTED THE PEOPLE
WE MET.
HERE IS WHAT THEY SAID ABOUT THE
ISSUE.
IN BRITISH COLUMBIA, SHE SAID
SHE WAS STUNNED BY THE RULING.
SHE SAID...
ALSO SAID...
>> Andrew: YOU CAN SUBSCRIBE TO
THE NEWSLETTER, THE NATIONAL
TAKES YOU INSIDE EVERY
AFTERNOON.
GOING DEEPER ON
>> Andrew: JUDE LOVES HIS CAR
WASH, THE SOUNDS IT MAKES AND
THE UNICORN SOAP, HE CALLS IT,
THAT IS SPRAYED ON THE CAR.
JUDE HAS AUTISM AND GOING
THROUGH THE CAR WASH IS CALMING
FOR HIM.
HIS FAMILY BOUGHT A MEMBERSHIP
AND THEY GO THROUGH EVERY DAY.
SINCE JUDE IS THERE ALL THE
TIME, THE CAR WASH THOUGHT, HEY,
WE SHOULD MAKE HIM A MANAGER.
>> THAT'S WHEN MY HUSBAND GOT
THE BUSINESS CARD.
AND MY SON GRABBED SOME TAPE AND
PUT IT ON HIS SHIRT AND HE SAYS,
LOOK, I WORK AT THE CAR WASH.
THEY GAVE HIM A NAMETAG AND 2/3
HIM MERCHANDISE.
IT'S REALLY COOL.
IT MEANS SO MUCH TO HAVE A
BUSINESS SAY, INSTEAD OF IT
BEING A BAD THING THAT WE GO
EVERY DAY, THE STAFF GET ALMOST
AS EXCITED AS HE DOES.
FOR THE MOST PART, HE CAN WALK
IN AND PICK A DECEMBER TOCK SIT
AT AND TODAY HE WAS ABLE TO
USHER A FEW CARS INTO THE CAR
WASH AND ACTIVATE THE ROLLERS
AND THINGS LIKE THAT.
SO HE WAS REALLY EXCITED ABOUT
THAT.
AND, YEAH, THEY LOVE HAVING HIM
THERE, WHICH IS FANTASTIC.
>> Andrew: I LOVE EVERY PART OF
THE STORY.
IT'S A CAR WASH IN LETHBRIDGE,
ONTARIO.
THEY'RE STARTING TO USE THE
VISITS TO THE CAR WASH AS A
BARGAINING CHIP.
HE'S APPARENTLY TURNED IT AROUND
ON THEM AND SAID, OK, WE'RE
GOING ON A SHOPPING TRIP?
CAR WASH FIRST, WHICH I THINK IS
PERFECT.
>> Rosemary: THAT'S SOME
HIGH-LEVEL KID THERE.
I'M TELLING YOU, I LOVE THE
STORY, TOO.
I ALSO LOVE A CAR WASH AND THAT
UNICORN SOAP.
THEY SAW THAT PIECE THAT IOANNA
DID THAT WE RERAN WHERE SHE MET
SOME ADULTS WITH AUTISM THAT
WORK AT THE CAR WASH, SO THAT
WAS GREAT.
THAT'S "THE NATIONAL" FOR AUGUST
30.
GOOD NIGHT.
>> Andrew: GOOD NIGHT.
