Surely not all, but many Maghreb (Northwest African) inmates were a nightmare for the prison guards;
they had no respect, insulted and spat on the officers,
injured themselves and others, and contaminated their cells with feces.
From smearings on the wall, destruction of inventory,
riots, scratched doors, smashed windows, ...
so there's really everything.
A number of adolescents had severe psychological problems and were better off in psychiatry.
If they wanted something, they would cut themselves, sometimes their veins.
They were receiving treatment by psychologists and social workers,
but especially migrants from Maghreb countries were difficult to reach.
In the prisons, we try everything to reach these people, but obviously we are unsuccessful.
And then, as an alternative option, there is only the instrument of deportation, yes.
Easier said than done.
In total, during the first half of 2016, 1,181 persons were deported from the state of Hesse.
Amongst them 41 persons from the Maghreb countries,
thus only 3.5 %.
Meanwhile, the number of Maghreb inmates in Hesse has more than doubled from 148 in 2014 to 317 in 2016.
Hesse's Justice Minister would like to deport many of these inmates during or after their prison time, too.
If these countries were declared safe, what the Federal Council hasn't done yet,
it would be easier for me to deport them some day.
But she also knows that this is only half the truth.
Besides the issue of safety of Maghreb countries,
these home countries themselves pose the biggest problem to deportation.
For deportations, they would have to issue so-called passport replacement papers,
but do so only seldomly.
This is why the Federal Interior Minister has concluded an agreement with Marocco in February
for the facilitation of deportations.
However, it obviously doesn't seem to work properly.
The same told us Hesse's Ministry of the Interior, which is responsible for deportations:
Deportations to these countries often fail because deportees have no travel documents,
and Federal Authorities are unable to obtain replacement papers
due to the difficult and often uncooperative attitude of these home countries.
Here, the Federal Gov't must get into action.
Some inmates from the Maghreb countries might be alright with the delay of their deportations,
as in their home countries' slums they only expect poverty, violence, and life without prospects.
