Economy-related ministries brief acting president Hwang Kyo-ahn on 2017 plans - Duration: 2:27.
Policy briefings by government agencies for the new year continue for a second day.
Five related ministries briefed the acting president today.
Shin Se-min shares with us their blueprints to creating a "solid economy".
Topping the government's economic agenda for 2017 is again,... propping up the economy
through stabilizing people's livelihoods.
In its annual policy briefing submitted to acting president Prime Minister Hwang Kyo-ahn
on Thursday,… the government said managing economic risks tops the agenda this year.
"With the domestic economy losing steam due to weakening consumer sentiment and the cooling
property market, we need to make efforts to tend to detailed needs of the economy.
We also need to find channels of new growth."
And to help speed up growth,... the finance ministry says it will frontload more than
30 percent of the government's annual budget -- some 72-billion U.S. dollars -- in the
first quarter amid looming uncertainties at home and abroad.
That's the largest proportion allocated for the first quarter since the height of the
global financial crisis,... and on top of that officials say more funds could be poured
in, depending on the course the economy takes.
Another priority is... increasing new hires on the jobs front.
The government and state-funded corporations will give work to more than 60-thousand young
Koreans, in hopes of reducing the stubbornly high youth unemployment rate that had stayed
above ten-percent in the past couple years.
Also on the list is boosting exports,... a major driver of the Korean economy.
The government says it plans to lift annual exports to 510 billion U.S. dollars in 2017,...
putting the expansion of growth at two-point-nine percent on-year.
And they plan to do that by reshuffling the nation's industrial portfolio and refocusing
on export items that are high value-added goods and services.
The government says it will move quickly to deal with urgent global trade issues like
oil price fluctuations and sharp movements in global demand.
"And all of this comes against the backdrop of the government's plan to reach its ultimate
growth target of 2-point-6 percent,... which would extend the period of growth in the two-percent
range to three years.

put this inside the plastic cover then pinch it little bit
by using your thumb, press it to opposite side
until the edge flatten
this will be the inner petal of the rose
for outer petal rose,
press in the middle using your thumb
if you see the edge crack,
don't worry, this imperfection will make our rose Perfect!
make the half of the balls flatten and smooth
to form inner petal rose,
just roll only the lengthy shape pastillas
just press it little bit and roll
for outer petal of the rose
attach the petal one by one evenly
after we attached the three petals,
secure it by rolling the pastillas
and pinch them toward the inner petal
cut the excess part
now it's done

Is This the Accidental Mastermind in the DNC Hack?

The list of characters that the White House is sanctioning for participating in the �Fancy
Bear� DNC hacks reads like a casting call for a James Bond movie (the Roger Moore years.)
A quick image search on the names turns up a handful of GRU officers in olive military
uniforms, complete with red-piped epaulets, among others.
But one company on the list stands out, and the founder, a young woman named Alisa Esage
Shevchenko, is suddenly caught in the glare of a very unwanted spotlight.

The White House, along with the Treasury Department and the Department of Homeland Security singled
out Shevchenko�s company, Zorsecurity (a.k.a. Esage Lab), for providing the GRU with �technical
research and development.�
Shevchenko denies the accusations.
Speaking to Forbes writer Thomas Fox-Brewster, she called them �sick.� On Twitter, Shevchenko
claimed that the company went out of business more than a year ago.
Zorsecurity�s site is now blank, though at post time plenty of live HTML remained
on the home page.
Among other things, it advertises the company�s mission: �to protect Russian companies from
professional computer attacks.� That�s the same mission the site listed on April
3, 2015, when the site was archived.
The page also notes Shevchenko�s first-place finish in a �competition for the breaking
of critical infrastructure, held in the framework of an international conference Positive Hack
Days 2014.�
A quick search for zorsecurity.ru�s Internet protocol number takes you to 159.253.20.176,
a modestly designed page that serves as an anchor for more active social media accounts.
Shevchenko worked at cyber security company Kaspersky from 2003 until 2009 before starting
her own company called Esage Labs.
At Kaspersky, she specialized in rootkits, according to a 2014 profile in Russian Forbes.
A rootkit allows users to gain privileged access to a computer while hiding their presence
on the network.
Esage played a role in either creating or selling a program, Malwas, that has not been
publicly released.
The program allows a hacker to hop from computer to computer (or endpoints) to evade detection.

of the Russian-backed attack on the Joint Chief�s non-classified email system in 2015.
But it�s not unique to the DNC or the Pentagon hack.
�When you typically see these large-scale attacks, where you see these large amounts
of lateral movement� � jumping from one computer to another within the network � �and
especially when you have relatively tightly wound network controls, a lot of the time
you don�t have the command-and-control architecture to be able to go in and see the attack,�
said a representative from a company that the Defense Department called in to remediate
the attacks.
�So the advance threat characteristics change to be more automated, a kind of pervasive
deployment using common vulnerabilities and exploiting them widely.�
Importantly, the government�s forensic case for the sanctions, and the accompanying appendix,
does not link Shevchenko to any particular smoking guns.
It makes references to various remote-access tools (named after integers) as well as a
variant of a malware program called OnionDuke.
Shevchenko�s material support could have come in the form of that OnionDuke variant,
or the remote-access tools, or some other zero-day or bug along the way.
Or, as Shevchenko claims, the U.S. government could be making a mistake.
In its lack of specificity connecting the individuals named to the actions and tools
outlined, the report inadvertently pushes the reasonable reader to the lattermost conclusion.
On a background call with reporters on Thursday, one senior administration official said that
the evidence should be strong enough to �stand up in court.� So far, it resembles, to high
degree, reports that have already come out publicly and serves as a poor indictment of
anyone (at least according to many experts that have played a contributing role in the
investigation.)
None of that changes the consensus view among private researchers and the intelligence community,
that Russian actors were indeed behind the DNC hack.

Grocery shopping's apparently become an even greater burden for Korean households recently.
Data show prices for many popular products including snacks, drinks and household goods...
rose by double digits in the second half of last year.
Manufactures blame higher costs.
Kim Hyo-sun reports.
Many daily necessities have become more expensive in Korea, including a near-doubling of the
price of eggs... triggered by the nation's worst-ever outbreak of avian influenza.
According to data from the Korea Consumer Agency, prices of food products as well as
many daily necessities rose significantly in the second half of last year.
Instant noodles, a Korean staple, rose less than one percent, but the price of bottled
soda, depending on the brand, rose between 6 and 14 percent.
For snacks, one of the biggest price increases was for popsicles, which jumped around 12
percent.
As for household goods, over the past six months the price of double-A batteries surged
by as much as 13-point-6 percent, while dish soap increased by up to 11-point-2 percent,
depending on the brand.
Manufacturers say the price increases were unavoidable considering rises in the costs
of materials, distribution and labor.
Consumers, however, are not happy.
They say the price hikes have been coming one after another.
An official at the Korea National Council of Consumer Organizations said the government
needs to monitor inflation trends to make sure the recent price hikes are legitimate...
and it needs to get a hold on the prices of basic necessities, in particular.
