Shanta Myers was one of four victims in the quadruple homicide.

The woman who was bound and had her throat slit upstate along with her two children — 11 and 5 — and her partner was a "great mother" who took her kids to school and picked them up everyday, once worked at a homeless shelter and had been toiling at a fast food restaurant to support her family.

Shanta Meyers, 36, her children Jeremiah, 11, and Shanise, 5, and her domestic partner, Brandi Mells, were found slain in their basement apartment at 158 Second Ave. Friends described Shanta as a hard-working mom who was devoted to her kids.

"She was just a very sweet, sweet girl," Equasia Watson, 30, who lived on the same floor of a River Street housing complex where Shante and her children previously lived, told The Post.

"I knew her from when she moved here from down South," she said. "My son played with her son. We had dinners together. She took her kids to school.

She went to work. She got her kids from school. She was always with them kids — she was a great mother.".

Several law enforcement sources not involved in the probe have told the Albany Times Union that the victims were all bound — with their throats slashed — when police found them.

Autopsies were conducted Wednesday, but officials haven't provided information on preliminary results, according to the paper. A day earlier, cops announced that they had no suspects.

Shanta moved to Troy from North Carolina around 2011, according to friends. She worked at the local Joseph's House homeless shelter and more recently at a Sonic fast-food eatery.

A local pastor said Shanta and her kids were much loved and respected in the neighborhood. Jackie Robinson of Oak Grove Baptist Church said Shanta had worked as a bus monitor and that her children were active in youth programs.

He said an older son was not home when the killings occurred. Robinson said kids at the youth center where Jeremiah, known as "J. ," played basketball were distraught about the mind-numbing loss.

He added that community members are nervous because the killer remains at large.

"Until they catch whoever did this, there are certainly reasons to be fearful," Robinson said. "We don't know who did it. Until we find out, it certainly makes sense to be vigilant and keep your doors locked.".

The Troy schools chief on Thursday said the district would be offering grief counseling to students. Shanise was a student at School 14, and Jeremiah went to Troy Middle School.

"Our hearts are broken and our thoughts and deepest condolences are with their family and loved ones during this terribly troubling time," John Carmello wrote in a letter.

"The Troy City School District is a close and supportive community and the loss of two of our innocent and promising children is especially devastating.

Please look out for each other and keep Shanise, JJ, and their family in your hearts and minds.".

The district is partnering with the Boys and Girls Club — where Jeremiah was a member for the past six years — to offer grief counseling beginning at 10 a.m. Friday at Troy Middle School.

"He was a quintessential 'Club Kid' who impacted the lives of so many staff, children and teens, parents and volunteers," the club said in a statement.

Meanwhile, Albany's Victory Christian Church has announced it would offer a $5,000 reward for information leading to an arrest and conviction. And the Capital Region Crime Stoppers is offering an additional reward of up to $1,500 cash.

for the freezing of US-housed assets belonging to foreign individuals or entities deemed

"serious human rights abusers," along with government officials and executives of

foreign corporations (current or former) found to have engaged in corruption – which includes

the misappropriation of state assets, the expropriation of private assets for personal

gain, and corruption related to government contracts or the extraction of natural resources.

Furthermore, anyone in the United States who aids or participates in said corruption or

human rights abuses by foreign parties is subject to frozen assets – along with any

U.S. corporation who employs foreigners deemed to have engaged in corruption on behalf of

the company.

In fact, anyone in the world who has "materially assisted, sponsored, or provided financial,

material or technological support for, or goods or services" to foreigners targeted

by the Executive Order is subject to frozen assets.

The EO, based on the 2016 Global Human Rights Accountability Act, immediately added 13 foreign

individuals to a list of "Specially Designated Nationals" (SDN) maintained by the Office

of Foreign Assets Control (OFAC) – several of whom have ties to the Clintons, the Clinton

Foundation, or Clinton associates (details below).

Moreover, the Treasury Department sanctioned an additional 39 people, for a total of 52

under the new order – including the son of Russia's prosecutor general.

The Order reads:

I, DONALD J. TRUMP, President of the United States of America, find that the prevalence

and severity of human rights abuse and corruption that have their source, in whole or in substantial

part, outside the United States, such as those committed or directed by persons listed in

the Annex to this order, have reached such scope and gravity that they threaten the stability

of international political and economic systems.

Last Week's Executive Order could have serious implications for D.C. lobbyists who provide

"goods and services" (e.g. lobbying services) to despots, corrupt foreign politicians or

foreign organizations engaging in the crimes described in the EO.

"Virtually every lobbyist in DC has got to be in a cold sweat over the scope of this

EO," said an attorney consulted in the matter who wishes to remain anonymous.
