TRYING TO GET RATES FOR
UNDOCUMENTED STUDENTS. THEY
SAY THEY'RE NOT GOING TO STOP
IF IT DOESN'T HAPPEN THIS
TIME. THEY SAY THEY CAN LIVE
IN FEAR OR TAKE THAT FEAR AND
CHANNEL IT INTO POSITIVE
