came to me and said that you want Caliphate, so explain to me what do you mean by Caliphate?

I said to him although it is a long topic but I will just say that

take your American Constitution, add three things to it, only three, and it will become the best Caliphate of today.

It will become best Caliphate because I believe that American Constitution is perfect with regards to all other matters.

American Constitution is at the highest level of social and political revolution.

And the Presidential system they have is closest to the system of Caliphate.

It is not like (Pakistan) that the Head of the State and Head of the Government are (two) different persons and then they are conflicting

and where after the issue of article 58-2b would then arise.

But there is nothing like that (in US constitution).

There is only one authority (President). The oneness of all the authorities.

President is both the Head of the State and the Head of the Government.

So, I said (to him) add these three things to the Constitution. The first is that "sovereignty in this country belongs to the God".

Not to the People.

The Second is that "no legislation will be done at any level------

I said "level" because there is federal level, state level, and then county level etc.

---------at any level which is repugnant to the Book of God and tradition of his messenger.

The third is that the non-Muslims here will be protected minority.

They will not be the equal citizens of the state.

Because legislation will be done based on Quran and Sunnah but they don't accept Quran, Sunnah, and messengers so how can they (get to make laws or) be associated?

They will be protected minority. The state will take responsibility of their protection, life and wealth, and their honor.

They will have all other rights like do businesses, jobs, trades, and whatever they want.

(They will have the right to) worship whomever they want and build places of worship the way they want.

Their places of worship will be protected more than the Mosques.

But they will be protected minority.

They will pay taxes. What is Jizya?

It is compensation and who is Dhimmi?

(Dhimmi is the one) whose responsibility of safety we have taken. We are responsible for their safety.

So they will pay Jizya and Muslims will pay Zakah. That's all.
