Is Options Trading Risky? What you MUST know to be a profitable options trader - Duration: 7:03.
Options trading is risky. Selling option premium is risky. I hear this all the
time I hear things in my comments such as "picking up pennies in front of a
steamroller" or "options trading is like picking up pennies on a railroad track"
The fact is that you don't have a choice the only way that you can earn and
achieve alpha in the stock market which means the only way that you can earn an
outsize return per the risk that you're taking over just simply holding an SPY
index is by selling option premium and turning yourself in to an insurance
company or acting like a casino. Day traders they lose money I showed you
guys this study were three hundred and fifty nine thousand out of three hundred
and sixty thousand again this is statistically significant I'm not
talking about the fake gurus on YouTube who make money from their subscribers
and then are defrauding innocent people by telling them that they can make money
by day trading. I'm talking about real life and the fact is you will lose money
from day trading and you will lose money from trading Forex. The only way that you
can earn consistent revenue with consistent income which is exceeding the
expectation is simply holding an SPY index is by selling option premium so
you don't have a choice so anyone who tells you something like it's picking up
pennies in front of a steamroller or picking up pennies and on the railroad
tracks they are losers they are losing traders they don't
understand how the stock market works and they just want to hold you down
because they hope that you lose money and they hope that you continue to be
like them because they are losing traders themselves the other thing is
it's so important to have realistic expectations about expected
probabilities and outcome if you bought Amazon which is a billion dollar company
you don't assume that tomorrow it's going to go bankrupt so why on earth
if you sell a put on Amazon that's trading for 10% below the current market
price of Amazon so again you buy Amazon and let's say 1700 let's say you sold a
put which obligates you to buy Amazon 10% below the current market price so if
its current market price is 1700 and you sold a put with a strike price of 1530
why on earth would you simply assume the next day that Amazon a billion-dollar
company is going to go bankrupt "But David, oh my god, you have your max
risk of $1530 dollars in that scenario!" Okay, so you
bought Amazon or you agreed to buy Amazon a 10% discount you were paid
probably around $500 per contract for the obligation or the ability to buy
Amazon at 90% of its current market price and now you're going to assume
just because you sold a put that Amazon is gonna go bankrupt tomorrow yet if you
bought the shares at the full price at 1700 you're not even thinking that
Amazon is gonna go bankrupt so again why would you think when you sell a put that
a billion-dollar company is just magically going to go bankrupt yes that
is so realistic of an expectation hundreds of thousands of people are
going to lose their job look at look at Sears
for example Sears is a tiny company that employs probably 1/200th of the
amount of people that Amazon does and Sears has been languishing in bankruptcy
and been declining irrelevance over the past 15 years yet you sell a put in a
market leading tech stock which is one of the most important companies in the
world and you automatically think that the next day
Amazon's gonna go bankrupt and by selling a put in Amazon you're really
picking up pennies in front of a steamroller that makes a lot of logical
sense and anyone who believe
that anyone who believes that selling option premium is dangerous when it's
done correctly you know automatically that you can just disregard what they're
telling you because you know that they are unsuccessful and losing traders
because there's no other way to make money in the stock market besides
selling option premium. Uh that's pretty much it that's pretty much all I have to
say I mean I think it's extremely ridiculous for people to have different
expectations when you're talking about the same thing if I buy Facebook right
now which is trading it around 165 dollars a share I will not have fear
that tomorrow or next week Facebook is suddenly going to go bankrupt but God
forbid I buy Facebook at 10% below its current market price which would put the
price at around a hundred and forty eight dollars which is a way better deal
than me buying it at the current market price now I'm not even talking about the
premium that I receive I mean think about it
Facebook is that 165 I can sell a put with a strike price of 148 which
obligates me to buy Facebook at a price that's even cheaper than its current
market price and I can probably pick up around $2 or $2.50 of premium so as a
result my net cost for buying Facebook in the worst-case scenario would be a
$145 versus the current market price which is $165
and you're telling me that you're scared about selling an option when in the
worst case scenario you own facebook at 145 you would rather buy facebook at its
current market price of 165. Makes no sense. Which is why I truly believe that
so many viewers on Facebook or rather so many viewers on YouTube are
self-destructive. Yyou guys really don't want to make money you just want to
continue being victims and blaming someone else instead of taking action
and learning a valuable skill so that you can improve your life. Because it's
always easier to point the finger at someone else
this person is holding me down this person screwed me I'm a victim as
opposed to taking action learning a skill and improving
your life. David Jaffee with BestStockStrategy.com go to BestStockStrategy.com and

Video Game Philosophy - No video game is just a game - Duration: 13:18.
So
What I wanted to talk about today
I guess it's
Why I think it's important for us not to just consume video games
But also to actually talk about them
And I think this can be
somewhat equated to
Disputing the idea that very deeply entrenched idea of "Oh, it's just a video game"
And
Maybe the first thing we have to do is take a step back and realize that this argument isn't
exclusive to video games
People make this argument to all kinds of media out there
"Oh, it's just an actual movie" or
"It's just a superhero movie" or a teen movie. "It's just a romance. It's just a boyband."
So where does this argument comes from and
What is it that it actually does what are the consequences of this perspective?
So I think the
Origin of this kind of thinking
is intellectual elitism
It's
Basically a tool for intellectual segregation
It divides media into two categories high art and low art
High art is deep and meaningful
and
it has very important very lasting cultural impacts, it helps shape our
It helps to shape our own perspectives
our collective opinions, our culture
and low art is just for entertainment's sake
I think the further back you go in time the easier it becomes to
Implement this concept and make it widespread because
Because the further back in time you go the more conce--
concentrated knowledge and culture
is in the hands of
a handful of people
So it was
More a matter of "we're thinking about this stuff in you're not"
Then as time moves on the peasants start developing their art
Y'know? It was always there but
It starts taking root
Especially after the printing press
And then suddenly you have the intellectual elite
Finding competition coming from (quote/unquote) "below"
That's why you see for example
"It's just a romance"
Y'know? They're books. It's literature. It's art, but it's just a romance
Why? Because it's mostly for women
and
Over time it's
Written by women. So, "yeah, sure. It's art. You can read it but, y'know
It's not important. It's just a romance."
Then as time moves on we get movies, cinema, right?
And
If your movie isn't Oscar bait
It isn't high art
It's just for entertainment's sake
It has no artistic value
And now we have video games
But "you know, it's just a game"
And the biggest problem here and the biggest hope is at the same time that
this ideology
isn't implemented by
the masses by
the common people it's implemented by
The elites and then it's absorbed by the masses. We start seeing things this way, too
Which isn't that surprising
considering for how long these arguments have been made
The biggest problem because
It isn't
An accurate reflection of reality and it is used for very insidious means
Not like, not...
Not a James Bond villain
Scheme kind of insidious means but you know the more
Guttural, and pervasive, and very realistic
Thing that we see
Spread throughout our culture, our world.
And the biggest hope because we can actually do something about it
Okay, and what are the effects? First you have intellectual segregation
Looking at it through this lense
The cultural narrative
Is solely in the hands of a handful of people
You know
People with money and the means
to produce
"Worthy" pieces of art. They control the narrative, the narrative of our lives
That's
Intellectual segregation, it robs us of that power
And
And we do have that power
We're just not realizing it
All media matters. All art form matters
They all help to shape
Our conscious, they all help to shape our collective
Perspective of the world. they all have a very big lasting impact in our culture
and
By not realizing that we are giving them the power over our media
When you say "oh it's just superhero movie"
Suddenly they can use that kind of movie to push their agendas to push
their mentality
into our lives
It's very-- a slow and methodical process
And I say that it's insidious because
It's hidden. Hidden in plain sight
These movies and these games
many of them may not have a
Blatant
deep message or commentary on
Social, political, economic issues. They don't wear these messages on their sleeves
But they are there
And they drip feed these messages into us
So
No, no video game is just a game they all matter
And we have to realize that, we have to start taking them more seriously
You know?
I mean, yeah, it's entertainment. It's escapism, we do it for fun, but
We have to be aware of the social and cultural impact
That our games have in our culture
We have to take that power back from them
That's one of the reasons why I'm always talking about narrative in games because
even the shallowest of narratives can have
The deepest of meanings, it can have very pervasive
messages embroidered into them
And it doesn't have to be on purpose
So many cars...
And it doesn't have to be on purpose, let me make that very very clear
I'm not trying to place blame on the artists, on the game developers. I'm just trying to
realign our perspectives about the media
And I don't care how non-narratively driven your game might be, it still has a narrative
When you're playing counter-strike
It's not just a bunch of colored pixels against a bunch of differently colored pixels. It's
terrorists versus counter terrorists, it has a narrative driven by
violence and
It may not provide a lot of context, but we derived that context from reality, from our world
When you play a Call of Duty game or a Battlefield game set in World War 2
It doesn't have to explain you who the Nazis are, it doesn't have to explain you who the Allies are
You know it
You know who the Nazis are, right?
So it has a narrative
And collectively
All these games together, all these movies and
individually, they may not have much to say but collectivivi-- collectively they do and we have to be
And have to pay attention to what they're saying
We have to pay attention so that
We don't let them influence us in a way that we wouldn't normally want to
And that so that we can push
for
better games
We can push for more
I don't know
responsible mentality during the creation process of our games
Just better games in general
So, yeah, no video game is just a game
See you around
Can you hear the car noises?
I was supposed to record at night, after work, yesterday, but I was so tired, I had to sleep
Now I'm doing it in the morning. There's a lot of cars. Y'know, traffic, birds, planes...
I don't know if the microphone is picking it up or not. It's it's a test drive
Also
I don't really have a desk from a computer, there's no easy way to set up the microphone with the camera
So I'm just using the
Webcam's microphone for now. Until I can get a better setup, y'know
An actual desk, an actual chair. I don't know
I hope it's okay
I hope it sounds okay for now
Yeah

How is the Sydney Medical Program structured? - Duration: 3:45.
I'm very excited to be talking about the new Doctor of Medicine program at the
University of Sydney which is going to start in 2020. Our four-year program
places an emphasis on early and prolonged clinical exposure throughout
your degree with the whole of the last year being an extended pre
internship year. This means right from your first week you'll be working in
clinical settings either in hospitals or in the community, gaining practical
skills and experience so at the time you graduate you're ready to solve problems
and improve lives of individuals and communities. The nature and delivery of
health in hospitals and in the community is changing all the time and the content
and structure of our course is evolving to reflect that. The foundational
knowledge we teach is guided by pressing national international priorities like
long-term illness, chronic diseases and health inequalities, climate change and
sustainability. We also understand the importance of personalisation of a
medical degree and our program is structured to suit the needs of our
diverse student base and allowing you to complete elective placements that suit
your discipline interest in locations you want to live or have lived in
locally rurally and internationally. In the new MD starting 2020, the path to
becoming a doctor is very clear at the Sydney Medical School. We develop your
skill set systematically by focusing on one key development area in each year of
study and each year builds on the previous. Prior to commencing your degree
you'll have access to an online foundational knowledge resource to help
you get up to the required level of biomedical science knowledge. This will
help prepare for the content that will be covered in your first year especially
if your first degree was not in a science related area. Right from the
first year you'll spend one day each week in one of our seven clinical
schools. You'll have three days a week on campus and one day of flexible learning
where you can study at your own pace. Our clinical schools are located all across
New South Wales from Sydney to Westmead and Orange, Dubbo, Lismore and Broken Hill.
In your first year during your three days on campus you'll methodically
cover the eight systems of the body starting with cardiovascular and
respiratory sciences and finishing with neurosciences. In your second year will
increase the time you spend at your clinical school to three days per week.
You'll also complete one day a week in community health care which could be in
general practice outpatient clinics or ambulatory settings and one day of
flexible learning. In year two you are now spending around 50 per cent of your time in clinical practice
You will also complete an eight-week back-to-basics block
gaining deeper knowledge of clinical science and research methods.
In year two you will also choose an area of research that will later become your major research project.
In your third year you will spend approximately half of your
time rotating through specialist clinical rotations whilst preparing for
your research project. These specialty rotations will alternate through
psychiatry, child health, women's and perinatal health and through critical
care departments. Your third year will also have a 14-week block dedicated to
completing your research project. In your final year you'll solidify your knowledge
and skills to prepare you for practice. Your entire fourth year now acts as a pre internship,
where you'll spend almost a hundred percent of your time in the
work place completing clinical placements this year can also be spent in whole or in part
in a rural setting in one of our rural clinical schools. A major component
of your final year is rotations through medicine, surgery and general practice
which are the areas that you'll rely upon most when you've completed your
degree and enter into your internship year. Year 4 also includes your elective
period where you can experience health care or research in another setting.
If your year 3 project is going very well you may also be able to continue this
during the elective period. So the new MD program starting in 2020 prepares you
for entry into the program through our foundational knowledge course.
We have a focus on early and prolonged clinical exposure, personalised student pathways
and dedicated time to complete your major research project.
Our medicine program these graduates more prepared for practice than ever before and ready
to enter the exciting and rewarding medical profession either in Australia
or internationally.

Filmpje! Baudet (FvD) over Mona Keijzer: 'Dit is onvergeeflijk! Brevet van onvermogen!' - Duration: 4:14.

For Cal couple, Library love story is one for the books - Duration: 3:34.
Start the game!
So the game begins.
I'm gonna take turns asking
questions about each of you.
For every question you will
both write down answers.
For example, if I ask Peter
what's his favorite color?
He will write down
what his favorite color is
and you will write down what you
think his favorite color is.
Jane: I can see his answers.
Well just, don't look.
Peter: Don't cheat!
Where did you first meet?
Be as specific as you can be.
So you guys both wrote down your answers.
Yes
OK, reveal them when I count to three.
One...
two...
three!
What did you say, Peter?
Doe library, the porch of the reading room.
Well,
the balcony
of Doe.
Yeah, like a ... right.
Like right outside, I called it a balcony.
It's the porch.
Yeah I call it a porch.
It's right over there.
It's the same place!
OK, same place.
[Peter] Yeah [Jane] Yes!
OK, you guys know that.
Good.
That's good.
This was the day we met.
Everyone in the library
used to mark your own books
because people wouldn't steal them, but
you want to know your books.
And so you'd have your name
on the books.
And so when she had disappeared ...
(He told me later that day.)
I would go, I went to her books
and I saw her name
and then wrote it down in my book ...
on my sheet.
And then that day
he went outside, I went outside
what I call the balcony,
he calls the porch,
and I was just standing there
looking at the Campanile,
thinking which some boy would
ever ask me out,
and all of a sudden this cutie
comes walking out.
And we just started talking, you know, like,
about nothing, and we became friends.
Right, Pete?
This question is for Peter.
Where was your first date?
OK.
Together.
Oh, I know that.
Oh …
Where's that?
Dunes Beach. It's down …
It's down on ...
on the ocean.
And it's like, Half Moon Bay.
People used to have a lot of
beach parties down there.
That's it, we went to a beach party,
a rally cum beach party.
And we walked and then we ate hot dogs
and we sat around a campfire
and we kissed for the ...
he kissed me for the first time
in front of all his friends
at the campfire.
Oh, yes!
But it was dark!
In those days it was ...
Only firelight.
Jane:
You guys are both attorneys?
Yes.
So if you were not
an attorney
what would you have done instead?
Oh OK, that's easy.
Librarian.
Did you put... I put librarian.
Librarian ... because I love to read.
The next question goes to ...
Peter.
Of the two of you
who is the best cook?
Who is the best at cooking?
I already know the answer to that one.
I would say …
No, you're supposed to write it, Peter.
not supposed to say... alright, alright
What did you say?
I said neither.
Then I said me.
Me. It's Peter.
You are better than I am.
I'm a better cook, but
barely.
You don't cook often.
We don't cook ... I hate cooking.
She hates cooking.
That's why I'm eating ice cream for dinner!
Jane, um …
What is your biggest pet peeve?
And then Peter, what do you think
Jane's biggest pet peeve is?
What did you say?
Oh. Peter what did you say?
I said not turning off lights.
That's to you specific and I wrote
people who are late, and then I said Peter
chewing gum with his mouth open.
And I could go on.
How much paper do we have?
How much longer will you be married?
What did you say?
Forever.
Forever.
Forever.

Bayern Munich KNOW Liverpool are 'vulnerable' in Champions League tie - this is why - Duration: 2:30.
That's according to ESPN pundit Craig Burley, who says the Bundesliga champions will be buoyed by the absence of Virgil Van Dijk and Joe Gomez.
Liverpool take on Bayern in the first leg of their Champions League last-16 tie at Anfield this evening.
They will do so without star defender Van Dijk, however, who is suspended after accumulating three yellow cards in the group stage.
Gomez has also been out for the last two months and is expected to spend another one on the sidelines after undergoing further surgery on his lower left leg.
And Burley feels the Reds' defensive vulnerability will make it a close affair.
"It depends what way Bayern set up," he told ESPN FC.
"[Niko Kovac] sometimes plays James [Rodriguez] in behind a front guy and two wide guys with Thiago [Alcantara] and [Leon] Goretzka sitting. Or he can play James on the left and play a three.
"He can juggle around a little bit, but I suppose in some sense Bayern will look at Liverpool in the same manner. No Van Dijk, no Gomez, so they're gonna be vulnerable at the back.
"I think that's why it's as tight as it is."
Liverpool are slight favourites heading into tonight's clash with a Bayern side who have struggled for consistency under Kovac this term.
They looked shaky on Friday night, scraping past relegation-threatened Augsburg 3-2 to close the gap on Bundesliga leaders Borrusia Dortmund to two points.
Burley has pinpointed Joshua Kimmich's performance in that game as a concern for the German outfit, insisting Jurgen Klopp's men can cause them problems.
"I suppose when you look at Bayern Munich, they're not the free-flowing Bayern that we've seen," he said.
"But they're getting the job done, they have closed that gap and are gonna put the pressure on domestically.
"In terms of the Liverpool game, Kimmich in this game [against Augsburg] got caught out in the right-back position, he was horrendous for the first goal. Switched off again down that side for the second goal.
"I can see [Niklas] Sule and [Mats] Hummels getting pulled about if Liverpool do it properly and their achilles heel is the back four.
"If Liverpool can get [Sadio] Mane into good positions, if they can get [Mohamed] Salah and [Roberto] Firmino and midfield runners - they can cause problems."

MARTIN KEOWN: Forward thinking is the key for Liverpool in Munich - Duration: 2:43.
Everyone thought the absence of Virgil van Dijk would cost Liverpool defensively. While the makeshift centre-half pairing of Joel Matip and Fabinho kept a clean sheet — no mean feat against Bayern Munich — they missed the Dutchman's forward thinking
Positivity from the centre backs is crucial to the way Jurgen Klopp's team play. Van Dijk and Joe Gomez — Liverpool's first-choice pairing — are usually effortless in possession
They are always looking to play forwards to give the platform to build their attacks
That was not always the case on Tuesday night. Matip, in particular, panicked in possession
His most frequent pass in the first half was back to Alisson, finding his goalkeeper eight times
It prevented Liverpool from getting on the front foot and striking an early blow
Bayern may not be the force they once were but they still carry the aura of champions
They were able to grow in confidence throughout the match and their forwards quickly started to anticipate that Matip would keep going backwards
When I was playing in defence for Arsenal nothing made Arsene Wenger more angry than when we passed back to David Seaman
Go forward and the opposition are deterred from pressing your goalkeeper. Go back and you only invite them on
It was understandable that Matip should be nervous on such a huge occasion but sometimes, the biggest mistake you can make is to be afraid to make one
Alisson saw plenty of the ball in those early stages but the time he dwelt on it was criminal
That put his team-mates under pressure, too.Van Dijk will return for next month's second leg in Munich
Liverpool will need his attacking impetus as much as his Rolls-Royce defending.

Maybe I can't quite say City have to win it, that's too much. Of course you must also respect the quality of the other sides
But they have a good chance. City are a top team with top players and a great coach
They are also more experienced now. AFP or licensors7 Paris Saint-Germain are another club who are winning league titles but yet to conquer Europe DRIVING THEM IN-SANE We see Leroy Sane every week in the Premier League and when he plays in Europe
It's clear Germany missed him at the World Cup, because he is a special player. He can make the difference in any game
He did that when he was at Schalke — and many times since he moved to City. Hopefully he will also do it for Germany at the Euros in 2020
Reuters7 Leroy Sane was left out by Joachim Low for the World Cup but has continually improved under Pep Guardiola Sane is a unique player, who has all the attributes he needs in his position
Pace, intelligence, the ability to run both on and off the ball — and then to score goals
The only thing that surprises me is that Pep wanted to let Jadon Sancho go and kept Sane
He paid £37million for Sane and sold Sancho to Borussia Dortmund for £8m. AFP or licensors7 The winger joined Manchester City from their Champions League last-16 opponents Schalke in 2016 Then again, I think Leroy is the perfect player for Guardiola's system and style
And he has improved at City, absolutely. He was only 19 when he left Schalke. That was his home-town club, he had come from the youth team
It wasn't like me, leaving Bayern for Inter at 27, for fresh motivation and a new experience
He moved to play for one of the best coaches in the world, who can only improve players — and he has done that with Sane
UP IN THE AIR FOR SCHALKE Schalke do not have the same quality as City, although they are not as bad as their Bundesliga position of 14th suggests
It has been a difficult season for the club but the fans will be really up for it in Gelsenkirchen
They will make it a hostile place for City. And where Schalke can be dangerous is dead-ball situations
Reuters7 The German club have struggled in the Bundesliga this season and sit 14th They are a team that is physical and good in the air — with strong, powerful central defenders who are a threat at free-kicks and corners
So if City give away too many of those situations, then they could have some problems
VERDICT Man for man, across the whole squad, City are far superior. They are a team that can win the competition
Schalke know they cannot. But of course this is the Champions League. We saw last week in the games at Old Trafford and Wembley how things can change so quickly at the top level
AFP or licensors7 Matthaus does not expect Manchester City to slip up against Schalke If you make mistakes you can be killed
That's what happened to Dortmund at Spurs. One bad night and you are out, it's over
I just do not think City will have that night. They have been warned. PREDICTION: SCHALKE 0 MANCHESTER CITY 2

This is what Apple's foldable smartphone could look like - Duration: 2:06.
The likes of Samsung, Huawei, and Motorola are all set to announce their first foldable smartphones later this year
Apple, however, isn't expected to unveil its offering until the second half of 2020 and, with such a long wait ahead of us, details about the device are rather limited at the moment
But thanks to the folks over at LetsGoDigital, a recent patent which sheds some light on Apple's future offering has now been uncovered
Unlike the adaptations from Samsung and Xiaomi which are expected to fold horizontally, Apple is seemingly developing a smartphone that can be folded vertically, much like the upcoming Motorola RAZR
Looking at the front of the envisioned smartphone, it seems Apple is aiming for an almost entirely bezel-less design that sports no notch
When opened up, the device can be used just like any of Apple's recent iPhone X-branded devices
However, there are a couple of options when it comes to folding. If users wish to use just a smaller portion of the display, the smartphone can be folded outwards in half, giving them access to either the upper or lower area of the panel
Alternatively, the smartphone can be folded inwards. This deactivates the display entirely and lets users easily store the device in their pockets
Apple foldable smartphone concept render based on patentUnlike most competitors which have now filed more detailed patents, Apple's one is relatively simple and doesn't provide any information in regards to the smartphone's functionality
Nevertheless, these are details that will likely emerge over the course of the next year
Elsewhere, the documentation doesn't specify anything about the number of cameras on the rear either
With rumors of a triple-camera iPhone in 2019 gaining pace, though, it seems likely that any foldable offering from Apple will feature at least three cameras on the rear
Lastly, there is no indication as to whether this phone will support 5G or make the jump over to USB-C
These features are, however, expected to feature on Apple's regular iPhone series in 2020 that launches alongside its foldable alternative

Federal tax changes could be why Californias budget is more than dollar 2 billion below projections - Duration: 2:23.
Federal tax changes could be why Californias budget is more than dollar 2 billion below projections
Gov. Gavin Newsoms hopes for a record setting tax revenue windfall this year could depend on whether Californias wealthiest residents are simply waiting until the last moment to pay up a reaction to the 2017 federal tax changes championed by President Trump.
State financial experts on Tuesday reported fiscal year to date revenues are more than dollar 2.3 billion below the expectations set by Newsoms first spending plan. But they believe the money is simply delayed, not missing.
We dont think it reflects any underlying weakness in the economy, said H.D. Palmer, a spokesman for the California Department of Finance.
Instead, what state economists are now projecting is the states first and most significant ripple effect from the tax overhaul written by Republicans in Congress and . The sweeping law, among other things, from whats paid to the federal government. Where Californians once wrote off an average of dollar 22,000 in these taxes, the new law caps the deduction at dollar 10,000.
Wealthy taxpayers who used to pay their estimated state tax bill in December and were able to tuck an additional deduction into that years federal return no longer have an incentive to pay early. Palmer said state economists believe thats why what may appear to be a drop in budget revenues may be only an issue of timing.
We caution against building a long term trend off one months data, he said.
But determining how long those high income earners will hold onto the money they owe in California income taxes could be a challenge. Initially, state officials believed the payments would be made in January and Newsoms budget plan relied on that assumption. Tuesdays report showed the wait for the money will last longer their initial effort to predict the timing of the payments resulted in a projection dollar 2.8 billion too high.
Palmer said wealthy taxpayers could simply hold onto the money and earn interest on it through April 15, the final day to pay taxes on revenue earned in 2018.
Newsom has proposed . That includes a dollar 1 billion tax credit for low income workers and a dollar 500 million effort to combat the states homelessness crisis.
In all, the governors budget plan assumes dollar 21.6 billion in unrestricted excess cash, on top of more than dollar 15 billion set aside in the official rainy day reserve fund. Lawmakers will begin digging into the details of Newsoms plan in the next few weeks, before sending him a final spending plan by June 15.

Update Muellers investigation of Trump is going too far opinion - Duration: 2:58.
Update Muellers investigation of Trump is going too far opinion
Last month, when President Donald Trump was asked by The New York Times if special counsel Robert Mueller would be crossing a line if he started of Trump and his family, "I think thats a violation. Look, this is about Russia."
The President is absolutely correct. Mueller has come up to a red line in the Russia 2016 election meddling investigation that he is dangerously close to crossing.
According to a CNN article, Muellers investigators could be looking into financial records relating to the Trump Organization that are unrelated to the 2016 election. According to these reports, "sources described an investigation that has widened to focus on possible financial crimes, some unconnected to the 2016 election." The piece goes on to cite law enforcement sources who say non Russia related leads that "involve Trump associates" are being referred to the special counsel "to encourage subjects of the investigation to cooperate."
This information is deeply concerning to me. It does not take a lawyer or even a former federal prosecutor like myself to conclude that investigating Donald Trumps finances or his familys finances falls completely outside of the realm of his 2016 campaign and allegations that the campaign coordinated with the Russian government or anyone else. That goes beyond the scope of the appointment of the special counsel.
In fact, Deputy Attorney General Rod Rosensteins appointing special counsel Robert Mueller does not give Mueller broad, far reaching powers in this investigation. He is only authorized to investigate matters that involved any potential links to and coordination between two entities the Trump campaign and the Russian government. People are wrongly pointing to, and taking out of context, the phrase "any matters that arose or may arise directly from the investigation" to characterize special counsels authority as broad.
The word "investigation" is clearly defined directly preceding it in the same sentence specifically as coordination between individuals associated with the campaign of Donald Trump and Russia. The Trump Organizations business dealings are plainly not within the scope of the investigation, nor should they be.
Indeed, Sunday on Fox News, Rod Rosenstein Mueller had limited authority and would need to seek his permission to expand the investigation.
Beyond the legal reading, the broad authority argument defies plain logic: If the special counsel could investigate anything he wants, why would there even need to be a letter spelling out the specific limits of the investigation?
One of the dynamics at play here is that people are conflating this investigation and Kenneth Starrs 1994 investigation into President Bill Clinton. While partly understandable at first glance, the two investigations are not comparable not only have more than two decades passed since then, but a completely new law and legal framework governing separate investigations has also passed. , the two words are different for a reason.
Any investigation into President Trumps finances or the finances of his family Mueller to return to Rod Rosenstein for additional authority under Muellers appointment as special counsel.
If he were to continue to investigate the financial relationships without a broadened scope in his appointment, then this would raise serious concerns that the special counsels investigation was a mere witch hunt. If Mueller is indeed going down this path, Rosenstein should act to ensure the investigation is within its jurisdiction and within the authority of the original directive.
Ive prosecuted several financial crimes at the federal level and Ive also defended plenty in my private practice. From this unique vantage point, I can understand how a motivated prosecutor, in a broad investigation into the financial affairs of high profile individuals, can become overzealous toward the targets of such probes with calamitous results. While no one is above the law, in situations such as this, any seasoned prosecutor must use discretion both judiciously and expertly.
It is time for Rosenstein, who is the acting attorney general for the purposes of this investigation, to order Mueller to limit the scope of his investigation to the four corners of the order appointing him special counsel.
If he doesnt, then Muellers investigation will eventually start to look like a political fishing expedition. This would not only be out of character for a respected figure like Mueller, but also could be damaging to the President of the United States and his family and by extension, to the country.

Brown meets with Rooney, saying 'it is time to move on' - Duration: 2:46.
CONNECT11TWEET11LinkedIn11COMMENT11EMAIL11MORE11PITTSBURGH (AP) — Pittsburgh Steelers wide receiver Antonio Brown has ended his lengthy standoff with the team by meeting with president Art Rooney II, though any shot at reconciliation between the two sides appears to be out of the question
Brown, who has asked to be traded, posted a picture on various social media accounts on Tuesday that showed him arm in arm with Rooney at the Palm Beach International Airport
"We discussed a lot of things and we cleared the air on several issues!" Brown wrote
"We both agreed that it is time to move on but I'll always have appreciation and gratitude towards the Rooney family and @steelers organization!"Brown still has three years remaining on the $72 million contract he signed in the spring of 2017, and remains one of the most dynamic performers in the league
He is the only player in NFL history with six consecutive 100-catch seasons and he hauled in 104 receptions for 1,297 yards and a franchise-record 15 touchdowns in 2018
Yet his relationship with the team has deteriorated over the past several months. The low point came before Pittsburgh's game against Cincinnati in Week 17
The team sent him home with an apparent leg injury on the Friday before the game and he failed to provide coach Mike Tomlin with an update until Sunday morning, when his agent, Drew Rosenhaus, let Tomlin know that Brown was available to play
Tomlin opted to make Brown inactive and Brown did not show up to clean out his locker or conduct an exit interview with the coaching staff
He pulled out of the Pro Bowl with an injury, and Rooney indicated the team had been unable to make contact with Brown in the weeks after Pittsburgh finished 9-6-1 and failed to reach the playoffs
Brown has continued to be a vocal critic of the Steelers during his estrangement from the team
Over the weekend, he took aim at Tomlin and Steelers quarterback Ben Roethlisberger for their role in the deteriorating relationship between Brown and the club

Manchester City warned Champions League win is only way to prevent failure - Duration: 3:20.
Manchester City have reached one semi-final in seven attempts in the Champions League and Gundogan says they should have lifted the trophy at least once
"We've experienced a lot in the Champions League in recent years – not all of it positive, of course, and we should've won it at least once," said the Germany midfielder ahead of Wednesday's first leg of their last 16 tie at Gundogan's hometown club Schalke
Europe is the last unconquered frontier for City, having won every domestic prize
Gundogan said: "If you want to be in the international elite, as a club and as a player, you need to clinch this trophy
"If we were to win it someday, the club would enter a new era – the same level as Real, Barca, Bayern or Juventus
" The first leg is in Gelsenkirchen and Gundogan accepts City are hot favourites because of the club's contrasting fortunes
The Blues are powering towards an historic Quadruple, while Schalke are struggling in 14th in the Bundesliga
Yet Gundogan says they should still be wary. "We are clear favourites in this tie and rightly so," he said
"However, every team in the last 16 has earned the right to be there. "Because of that, we'll respect our opponents and prepare for it as if it's a final because it's the knockout phase and every mistake can be severely punished
" Gundogan, 28, spent the first 18 years of his life in Gelsenkirchen and recalls how his backyard was his first football pitch and some garage doors his first goals
"I grew up in Gelsenkirchen-Hessler, where we lived in a flat on the ground floor," he said
"We had two doors and behind the back door was the backyard, where there were around 20 or 25 garages
"My brother and other friends used these garage doors as goals and played football there until it got so intense, the garage doors got broken
"My father then had to replace them. He was mad at us and screamed at us out the window but we didn't really listen to him and kept playing
"I now have the opportunity to fly to Gelsenkirchen with Man City and play football
Who would have thought that? You move out of the Ruhr region, into the big wide world of football, to England and the Premier League, and then come back home in the Champions League to play football
"
