With all-powerful assembly, is Venezuela still a democracy?

BOGOTA, Colombia (AP) — Venezuela has installed an all-powerful constituent assembly with the authority to rewrite the constitution, remove public officials and trump all branches of government, raising concerns about the health of democracy in the country.

Opponents of President Nicolas Maduro fear it will solidly entrench his socialist administration and create a one-party state, while supporters say it offers a the best chance for peace after months of deadly unrest.

Some analysts evaluate the state of democracy in Venezuela:. MICHAEL SHIFTER, president of the Washington-based Inter-American Dialogue: Its not a dictatorship in the classic formulation. But I think hes lost any legitimacy.

There has been a gradual erosion of democratic practice, and this is a significant line that has been crossed. To attach the term democracy to Venezuela with this new constituent assembly is on very weak ground.

I think it cant be taken seriously..

JOSE MIGUEL VIVANCO, Washington-based director of the Americas Division of Human Rights Watch: Two basic principles need to be present to characterize a government as a democratic one. The first is free, fair and competitive elections.

The second is the obligation to govern democratically — to exercise power in accordance to respecting the limits of the rule of law, separation of powers, independence of the judiciary, free press, respecting civil society.

And you are not supposed to engage in persecution of dissidents and political leaders. At this stage, I dont think Venezuela passes the test as an electoral democracy.

And the Maduro administration should be treated as such. In plain language, as a dictatorship..

MARK WEISBROT, co-director of the Center for Economic and Policy Research in Washington: The media has kind of assumed that the assembly was a dictatorship of some sort, but they havent done anything yet. They havent abolished the National Assembly.

So far, nothing has happened. Venezuela is still a very polarized country and theres a standoff between the two sides.

Mediation failed last year because neither side was willing to concede anything. There is going to have to be a negotiated solution, with elections.

And for those elections to settle the conflict there is going to have to be constitutional guarantees that the losing side is not going to be politically persecuted.

Thats the only way I can see to avoid a descent into violence and civil war..

LUISA ORTEGA DIAZ, Venezuelas chief prosecutor, during an interview with CNN en Espanol: I couldnt say that weve absolutely lost democracy. There are still some glimmers of it.

But unfortunately if we continue down this road, we will lose all traces of democracy. The trial of a civilian in a military tribunal — that is the act of a dictatorship.

The detention of people with no formal proceeding, without a judicial order, mass raids, the lack of information on people detained. especially those who are uncomfortable for the government.

They (the Maduro administration) have used criminal law, the police, to disappear, to extinguish them..

FERNANDO BUEN ABAD, Mexican philosopher, in remarks to be the Venezuela-based network TeleSur: The election of the constituent assembly solidifies the extraordinary strengths of a people who understand what a constitution is.

Who understand what a powerful tool the constitution is in order to weave together a framework of collective relations. And who understand that this is a platform to advance and deepen, including to criticize, its own process.

We saw a robust lesson in democracy, that in spite of everything, despite tensions from some circles and parts of the country, the gathering was incredibly rich and proposed, in quantity and quality, a reflection that in my mind is a moral lesson for the entire planet..

BENIGNO ALARCON, director of the Center for Political Studies at Andres Bello Catholic University in Caracas: Democracy does not exist in Venezuela, but it has not existed for some time.

Whats being installed is an assembly that is not governed by the constitution and has no constitutional limits. It can do practically whatever it wants.

But it does not have any political acceptance. People will not obey the decisions they make. The only way to implement its policies will be with repression..

  DANIEL LANSBERG-RODRIGUEZ, Northwestern University law professor who is a dual U.S.-Venezuelan citizen: By its very nature, the creation of a constituent assembly under Venezuelan law delegates most of the traditional functions of participatory democracy to the newly created body, which for the indefinite duration of its deliberations can override the conventional legislature, the presidency and even the pre-existing constitution.

Such delegation, if always risky, need not be inherently undemocratic, provided that a majority of the people vote for this process to take place.

In this case, however, there were no plebiscites and Maduro is at 20 percent approval rating, lacking any semblance of electoral viability let alone a powerful mandate for change.

In a cynical ploy to stave off future elections he cant win, Maduro has hijacked what remained of Venezuelas democracy without popular permission..

Why Your View of Human Nature is a Big Deal | Clear Conscience Series | Part 2 of 8 - Duration: 10:46.

This is Dr. Freddy Cardoza and I am entering into this second session of this amazing study

on the human conscience.

What's exciting is, I'm also developing an actual online audio course that is a multi-session

audio series just on this topic of the human conscience.

Now that study is going to be, usually, I do these studies that are 2 hours, 4 sessions,

about 30 minutes a piece.

This is going to be a session that is literally over 3 hours.

3 hours of intense biblical study by audio on what exactly human nature is all about,

and the human conscience, in order to help us understand what's going on inside of us,

and what's going on around us in our relationships and in the world.

Now in our first session, and if you haven't heard that, by all means you should, we talked

about the difference of world views and we essentially said that we all have to come

to the world and try to understand ourselves and understand others through a grid of reality.

In other words, we come from a perspective we all have a vantage point, or a perspective,

or a worldview, and I was simply saying that Christians have a different worldview than

others, because Christian's view of the world in life is rooted in the authority of the

Bible and if you don't accept the Bible's authority, then you have to come up with another

story and another way of looking at the world.

Now that's discussed in session 1.

I want to discuss a little deeper what the biblical view of human nature really is, because

as we think about the human conscience and try to understand the conscience, it's important

understand that we have to understand how we're made in the first place.

So I'm going to right now in this short discussion help you understand a little bit about what

the human nature is like.

Now, put on your thinking caps because this is sort of technical, but it's a very important.

We've said as a backdrop that psychology, counseling, lots of ministry, and the like,

pastoral care, and counseling, and so on, lots of it is trying to help us understand

our own behavior, our own thinking, and the thinking of behavior of others.

And that is of course why we call it the field of psychology because psychology is the study

of the soul or the study of human behavior.

Now when we think about that, human nature is described in different ways by different

people.

The Bible talks about human nature in two very specific ways and I want to primarily

deal with one, but I'll tell you both of those, and maybe we'll do it the other in a future

video.

But, the Bible talks about human nature in I Thessalonians 5:23, and it says, that God

has made us body, soul, and spirit, and that's important.

In other words, if you are living your life or intend to live your life the way that God

wants, and you want to understand the way God thinks of you and has made you, then you

need to understand, okay, the way the Bible teaches that I am made and others are made,

is that we have body, souls, and spirits.

Now, the reason I bring that up is because lots of people don't accept biblical authority

and don't think that we are body, soul, and spirit.

Now, I'm going to go farther and then I'm going to come back, in addition to that, the

Bible also says not only are we body, soul, spirit, but that in our souls, okay, in our

souls we have three additional components, and those are the mind, and the emotions,

and the will.

Will meaning our volition, or our ability to choose.

Some people simply say, you know, the mind but they mean the mind, the emotions, and

the will, in other words, consciousness, and states of mind, etc, etc, interstates, whatever

you would like to call it.

So that's the way the human person is viewed in Scripture.

Now, let's take that and compare it against the way that others think of it.

If you don't accept the authority of Scripture, instead of looking at humans as body, soul,

spirit, you would say that humans are something else and lots of times secular people will

say that humans are essentially bodies, and we are nerves bundles of flesh, and chemicals,

in other words, we are matter and that all that exists in our world is the material world.

Now the thing is if you accept that, because you want to reject the idea of the soul, therefore

if you reject the idea of the soul, why do people do that by the way?

If you reject the idea of the soul, then you reject the idea of us having an essence.

If you reject the idea of an essence and a soul, then you reject the idea of things that

are non material, or not matter, in other words, you can then reject God because God

is invisible.

You see what I'm saying?

So a great and very tidy way of getting rid of God is to get rid of the nature of the

soul, and then you don't have such a thing as consciousness, you see, and so that's how

far people go sometimes to try to explain away the nature of God.

But anyway, because of that now follow me, if your view in psychology of the view of

humanity is that we are just bodies, physical bodies, just matter, then all you really have

to work with is human behavior, and watch this, how do you deal with human behavior

if that's your view of human nature, how do you deal with human behavior?

Well, if we are only bodies, only material, if we are only flesh and only chemicals, the

way you treat someone that way, in other words, the way you help someone like that, is you

give them chemicals to change the chemicals in their brain.

You see what I'm saying?

So lots of people treat people and try to change human thoughts and behavior by giving

us medication for everything.

Now, I'm not against medication many of the times, okay?

So don't get that wrong.

I'm simply saying that some people's only playbook is to go straight to meds, medications,

because psychotropic drugs, etc, because they believe that that's what we are is basically

matter, and we don't have souls and spirits, so what they want to do is they want to adjust

our bodies by adjusting the chemicals in our bodies.

Now, Christians take a different approach, we say that we're body, soul, spirit, so when

we do Christian counseling and things like, that we are working with the mind, we are

working with helping people deal with their emotions, we're helping them deal with their

choices, and most importantly, we're trying to help them take personal responsibility.

See the thing is that if you understand that you're a soul, and you're an agent you have

free will, and you can do things, then you have to take responsibility for your actions.

And we live in a world where lots of people are not wanting to take responsibility for

their actions, and instead want to play the blame game, because when you can blame others

you can shirk responsibility.

So what I'm encouraging you to do in this particular series on the human conscience,

is to help us say, you know what, we are responsible for our actions.

We can't keep blaming daddy, we can't keep blaming mom, we can't keep blaming the dog

catcher, and our doctor, and our sister-in-law, and our ex-husband, and everyone else.

Not that they don't make mistakes.

We all make mistakes, but the problem is that we have to take responsibility for ourselves,

and regardless of what everyone else in the world is doing, my encouragement to each of

us is take responsibility for your own life because that's the only one you can really

control.

So the thing is when we talk about this then, it's important to understand that when we

talk about human nature, the Christian view of things, unlike the secular view that says

look, adjust your behavior, and try to do things that behaviorally change things by

just changing your behavior externally and instead of that, the Christian view is, watch

this, not that you are transformed from the outside in, not that you're transformed from

behavior, and then somehow you change behavior and you're fine.

No, Christian's view of things is that you change, God changes you, from the inside out.

In other words, as you get your relationship with God right on the inside then that will

sooner or later begin to manifest on the outside and so God changes us.

That's why the Bible says don't be conformed any longer by the world, but be transformed

by the renewing of your mind.

And so that's what we're going to talk about in this series on the human conscience and

it's important as we begin for you to understand what we've learned in these first two sessions.

First of all that the nature of psychology, there's different ways to approach human behaviors,

human issues, human problems, personhood, and they are secular or biblical, in addition

to that, we've said now that human nature must be understood, you have a view of human

nature whatever yours is, you have to have a view of it, because you can't treat humans

and deal with humans and help humans if you don't have at least a philosophy of how humans

are actually created.

So in that way we've now talked about the biblical view, and we've said the biblical

view is that we have a body, soul, and spirit, and for us to understand our behaviors, other's

behaviors, we have to understand our motivations, then we need to understand not just what's

going on in the body and and only that, though that's important, and there can be imbalances,

there can be a need for medications, and all that there can be a need for therapy, of course,

but we're also saying that in addition to the body, in addition to all those things,

we also have a mind and a spirit.

Sometimes our problems are spiritual, we need to you get our relationship with God right.

Sometimes our problems are in our soul and, that is, there in our mind, or emotions, our

motivations, our convictions, our attitudes, and so on and so forth, and so all these things

are part of the Christian view of things, and as we delve deeper and deeper in this

series, we're going to learn more and more about how God made the conscience and how

this works.

So, it's going to be a very exciting study, again though, as exciting as this is, this

is only a little scratch compared to what we're going to be doing in our audio course

that you're going to be seeing later on, and learning more about, but for now this is Dr.
