N. Korea's foreign minister says Seoul's proposal for talks lacks sincerity - Duration: 2:53.

Turning our attention now to the ASEAN Regional Forum... which kicks off today in the Philippines.

Within the past couple of hours... we had confirmation that the top diplomats of the

two Koreas crossed paths on the sidelines of the forum.

For more on the details, we go straight over to Connie Kim in Manila.

Connie,... what are we hearing about this meeting?

Well Mark, we hear it was a brief three-minute encounter between South Korea's Foreign Minister

Kang Kyung-wha and her North Korean counterpart Ri Yong-ho as they exchanged handshakes in

a waiting room ahead of a gala dinner marking the 50th Association of Southeast Asian Nations

regional security forum.

The gala dinner was closed to the press, but what I hear from a ministry official is that

Kang pointed out that North Korea has still not responded to the new administration's

offer for talks following President Moon's peace initiative laid out in Berlin... and

that Seoul is waiting for Pyongyang's response.

To give you a quick reminder, Seoul offered to hold military and family reunion talks,

but North Korea never replied,... remaining tightlipped as the offered date for dialogue

passed.

In response, Ri reportedly said Seoul's proposals lacked sincerity as South Korea... in cooperation

with the United States... is pressuring North Korea.

Sounds like quite a terse exchange then,... but better than nothing.

And Connie, I hear Monday's schedule at the forum is packed with multilateral talks?

Right, if yesterday was a day of bilateral talks,... a series of multilateral talks are

scheduled with the ongoing ASEAN-plus three foreign ministers' meeting.

One of the most important gatherings to keep an eye on is the trilateral foreign ministers'

meeting between Seoul, Washington and Tokyo that will be kicking off in an hour's time.

We hear the three ministers will be discussing the implementation of the newly adopted UN

Security Council resolution that's expected to deprive the regime of a third of its annual

export income.

But most of all, the highlight is the foreign ministers' meeting of the ASEAN Regional Forum

where regional security will top the agenda with North Korea's Foreign Minister Ri Yong-ho

due to be in attendance.

Ri is expected to justify the regime's nuclear developments and he's likely to hold an emergency

press briefing like he did last year.

Just this morning,... when I asked a senior North Korean official claiming to be the North

Korean delegation's spokesperson about when they are going to reveal the regime's stance,

he said they would wait until after the plenary session of the foreign ministers' meeting.

Mark, we are expecting quite a few surprises here today,... so I'll be sure to keep you

updated.
