What Xi Jinping's power play means for U.S.-China relations - Duration: 5:13.
JUDY WOODRUFF: Over the past week, China's Communist Party has gathered for its once-every-five-year
Congress in Beijing, usually focused on policy.
It also chooses both the country's leader and his successor.
But, this year, there was a twist.
John Yang has the story.
JOHN YANG: Thanks, Judy.
Chinese President Xi Jinping is solidifying his grip on power.
Today, when he introduced new members of the so-called Standing Committee, the most powerful
group in the country, there was no successor to Xi identified.
Yesterday, Xi's doctrine was enshrined in the constitution.
That elevates him to the same status as modern China's founding communist leader, Mao Zedong.
For a look at what this means for China, the United States, and beyond, we're joined by
Christopher Johnson, who served for almost two decades as a China analyst at the CIA.
He's now at the Center for Strategic and International Studies.
Mr. Johnson, welcome.
CHRISTOPHER JOHNSON, Center for Strategic and International Studies: Thank you.
JOHN YANG: This all happens, of course, just two weeks before President Trump will be in
China to meet with President Xi.
What are the implications for U.S.-China relations in all of this?
CHRISTOPHER JOHNSON: I think the most important development is now Xi Jinping has demonstrated
that he is the unquestioned ruler in China.
And what has been striking about the bilateral relationship really since President Trump
came into power is the two men have been actually running the relationship.
The U.S. government is not fully staffed yet, as we have seen, and the president has occasionally
undermined his own secretary of state and other officials through tweeting and so on.
And so we see the two presidents, largely running the relationship.
Xi is now ready to welcome President Trump all the more powerful.
JOHN YANG: And in his 3.5-hour speech to the Party Congress last week, President Xi talked
about the great rejuvenation.
He wants to make China a global power...
CHRISTOPHER JOHNSON: Right.
JOHN YANG: ... at a time when President Trump is pulling away the U.S. influence on the
global stage.
How is that going to play?
CHRISTOPHER JOHNSON: Well, it will be interesting to watch.
There's no doubt that President Xi sees opportunity in President Trump's isolationism, as some
would put it.
Right from the beginning, when the president was elected, there's a reason why Xi Jinping
went to the Davos summit and talked about China's role increasingly as a defender of
global rules and norms and multinationalism and climate change and global agenda.
This doesn't ring true when you look at it on the surface, but if the U.S. is pulling
back, and China sees an opportunity, they are stepping into that vacuum.
And Xi Jinping is telling us, China not only expects to be a global power.
They are already one and will start acting like one.
JOHN YANG: Is there anything that happened in the Party Congress that concerns you about
U.S.-China relations?
CHRISTOPHER JOHNSON: You know, one of the things I think is potentially important is,
Xi Jinping made a point of talking about this island building that they have doing in the
South China Sea.
Now, this is typically something where China has conducted this activity, but not wanted
to draw attention to it.
Xi Jinping talked proudly about it in his speech.
This can be a dog whistle, if you will, for conservative elements here in the United States
who believe that China is eagerly trying to push the United States out of the region.
JOHN YANG: And you mentioned that the -- that President Xi talks about multinational trading
systems.
And he also talks about climate change, both areas where President Trump is pulling away.
Are there areas of possible cooperation between the United States and China?
CHRISTOPHER JOHNSON: I think the main area to look at is the economic relationship.
President Trump is sure to tell President Xi, I need more help on the trade balance
issue, and if you don't help me, I'm going to come after you through trade penalties
and remedies.
Xi Jinping has an opportunity.
He's signaling a desire to slow down China's economy.
This will be good for the United States and the globe, in that concerns about a Chinese
financial crisis that could cause us all a lot of trouble could be modified.
JOHN YANG: Will this have any impact on Mr. Trump's desire to get China to help him with
North Korea?
CHRISTOPHER JOHNSON: I think he will seek to indicate to Xi Jinping, OK, you have all
the power now.
Why don't you help me more on this issue?
There's been a sort of narrative in the past that Xi Jinping or any other Chinese leader
on North Korea has been constrained by hard-line influences in the military who remember fondly
China's support for North Korea and in the Korean war.
If Xi Jinping is really as powerful as he says, there should be nothing standing in
his way of being more supportive on the North Korea issue.
So, the real question is, does Xi Jinping himself want to help the United States on
the issue?
JOHN YANG: Briefly, as Xi consolidates his power, as he did at the Party Congress, are
we moving toward sort of a cult of personality like Mao?
CHRISTOPHER JOHNSON: I don't think so.
There's been a lot of debate about this, whether Xi Jinping is a power-mad megalomaniac like
Mao Zedong.
I think he's a pragmatist, and he has demonstrated that several times.
He doesn't look like someone who wants to cling on to power forever, and he's not been
someone who has acted in a whimsical way, like Mao.
Xi Jinping has a plan, and we have been watching him steadily execute it over the last five
years, and he will continue to do so going forward.
JOHN YANG: Christopher Johnson, thanks for joining us to help us understand all of this.

'There is a battle going on for the soul of the Republican Party,' says Rep. Charlie Dent - Duration: 6:49.
JUDY WOODRUFF: The very public split between President Trump and some members of his own
party has been led by Republican lawmakers who are not seeking reelection, among them,
Charlie Dent, congressman from Pennsylvania, now serving his seventh term in the House.
He's a co-chair of the moderate Tuesday Group and member of the Appropriations Committee.
We spoke a short time ago.
And I began by asking if he agrees with Senator Jeff Flake that President Trump is, among
other things -- quote -- "untruthful and reckless."
REP.
CHARLIE DENT (R), Pennsylvania: Many of us have been critical of the president in terms
of his tone and his temperament.
We, as members of Congress, have spent far too much time trying to answer questions about
the tweet of the moment.
Sometimes, they're inappropriate.
Sometimes, they're perhaps offensive.
Sometimes, they're unimportant.
But because we are doing that, we are distracted from doing the people's business.
And I think Jeff Flake is on point.
And I have said to my colleagues it's important that people like Senator Flake, myself, and
Bob Corker speak up, that we should bring voice to some of these issues.
And when we agree with the president, we shouldn't be afraid to say so.
And when we disagree with him, we should act as a check.
And if the president does something that's off the rails, then we need to call him out
and not apologize for it.
JUDY WOODRUFF: Well, are your fellow Republicans afraid to speak up, some of them?
Because, at one point, Senator Flake said yesterday, we can't be complicit in standing
by a president when we don't agree with what he's doing.
REP.
CHARLIE DENT: Well, look, I have encouraged my colleagues to speak up, to say what they
-- to say publicly what they say privately.
And I'm -- look, I'm not here to see seek redemption.
I didn't support the president during the campaign, and for a lot of reasons I have
stated over that time period.
And I think it's important that my colleagues stand up.
And we should exercise our Article I authorities.
We are the Congress of the United States.
We have to reassert ourselves.
As Republicans, we complained quite a bit, justifiably, when President Obama overreached,
and we talked about Congress being trampled.
And, at this time, it's even more important that we stand up now because at times the
president has made disparaging comments about the media, about judges.
And I think it's important that we defend these institutions that are critical to our
democratic values.
Democrat with a small D, I'm talking about here.
It's important that we protect these institutions and let the president know when we disagree
with him.
Those are the types of things that often get said about the press and the media and the
judges in authoritarian countries.
We don't do that here in the United States, and we have to be better.
JUDY WOODRUFF: Congressman, how widely held are the views that Senator Flake and you hold
to one degree or another among Republicans?
REP.
CHARLIE DENT: Oh, I think that many of my colleagues share our view about what's happening
at the White House.
And let me -- let me qualify it this way.
I expect a certain amount of dysfunction in government.
You know, we -- our -- we have a separation of powers, checks and balances, and, sometimes,
you know, we can laugh at ourselves in terms of what happens in Congress in a democratic
body.
But, you know, I have often said, you know, at the White House, they seem to have taken
the fun out of dysfunction.
It's very difficult for us at times to deal with some of these issues.
I don't like having to answer questions about Miss Universe's weight, for example, or crowd
size, or, you know, accusations that President Obama spied on Donald Trump or his campaign.
We don't like to have to answer these questions that we know are either unimportant or offensive
or perhaps untrue.
JUDY WOODRUFF: Do you still consider yourself a Republican?
REP.
CHARLIE DENT: Absolutely.
I'm a member of the party, a proud member of the party of Abraham Lincoln and Theodore
Roosevelt and Dwight Eisenhower and Ronald Reagan and George H.W. Bush.
And I believe it's -- that we have an obligation as Republican members of Congress to stand
up for this party of individual liberty that believes in a strong national defense and
limited role of government, and we shouldn't shy away from that.
But there is a battle going on for the soul of the Republican Party.
I mean, I am concerned -- and this is true of both parties right now, by the way, Judy
-- and there are these elements of isolationism, nativism, protectionism that rear their heads
in both parties right now.
And these are not attributes of a great nation.
And so I think there's a political -- I happen to believe there's a political realignment
occurring in our country.
The ground is shifting right under our feet, and no one knows how this is going to resolve
itself.
JUDY WOODRUFF: Well, do you think President Trump is helping that along?
REP.
CHARLIE DENT: Well, it certainly seems that he's trying to remake the party, I think,
in the image of himself or maybe Steve Bannon, and I don't think that is in our party's interest.
I mean, the party shouldn't be about a man or an individual.
It should be about a set of principles and ideals and ideas.
That's what we should be about.
And I do get concerned when I hear now -- we used to have a litmus test, it seemed, for
a long time.
The battle in the Republican Party, there was a litmus test over -- between the purists
and the pragmatists.
You know, were you pure enough?
And I was always in the pragmatic camp, and so you would be defined as a RINO, Republican
in name only, if you weren't pure enough on all the issues, if you weren't doctrinaire
enough.
But now that has all shifted.
That paradigm has shifted.
The new litmus test seems to be loyalty to the president, to a person.
And that is troubling to me.
And, Jeff Flake, by the way, is a very conservative member of the Senate, very conservative.
So, really, his issues were not ideological.
It was about his loyalty to the president.
And I think that's unfortunate.
We, as members of Congress, are elected by our constituents.
Our job is to work with the president, not for the president.
We are a separate branch of government, separate but equal.
And I'm very concerned, you know, that there's too much talk here of separation of parties
and not enough talk of separation of powers.
JUDY WOODRUFF: Just quickly, finally, Congressman, prospects for tax reform?
REP.
CHARLIE DENT: I think the prospects of tax reform are reasonably good.
Difficult issue.
We're likely to pass a budget out of the House tomorrow.
And then we're -- and when we see the real tax reform plan, that's when the -- that's
when the work really begins.
But I do think there's a chance to get some, at the very least, some business tax relief,
hopefully partially offset, but I think there's a real possibility to get some reform.
I'm not going to make any grand predictions about a massive comprehensive reform, but
I think we will get something.

SOME EXTENT ALSO WITCHCRAFT.
REMEMBER, THAT'S 2012.
5 YEARS LATER THAT NUMBERS WAY LOWER, GUARANTEE AND WE SEE
ANOTHER POLLS OF ALL AMERICANS.
I FIND THAT PHENOMENON TO BE FANTASTIC.
IT WAS A HUGE DEAL JUST A COUPLE OF YEARS AGO WHEN 14% OF
AMERICANS SAID THEY NO LONGER BELIEVED IN RELIGION.
THE NUMBER THIS YEAR JUMP TO 24%
SO THIS THING IS TAKEN UP LATE OFF LIKE A ROCK.
HOW MANY TIMES HAVE TO BE RIGHT?
NOW THEORETICALLY THE BAD SIDE.
I DON'T KNOW WHY THERE WAS A NEEDLESS COMPARISON TO CHINA.
THE CHINESE BELIEVE OTHER ABSURD THINGS THEY JUST HAPPENED
TO PICK ASTROLOGY BECAUSE THE CHINESE AREN'T THAT INTO
ASTROLOGY DON THE OTHER HAND, SOME PERCENTAGE OF CHINESE
BELIEVE THAT TIGER PENIS WILL MAKE YOU HARD IF YOU EAT IT.
HAVE YOU TRIED THOUGH.
NO I HAVE NOT.
SO EVERYBODY HAS DIFFERENT KOOKY
WAYS OF THINKING BUT IS IT THAT IT'D IS INCREASING DRAMATICALLY?
THERE'S NOT GREAT EVIDENCE TO THAT, THEY ARE JUST SAYING
HALF OF YOUNG PEOPLE BELIEVE IN ASTROLOGY.
IT COULD'VE BEEN THAT A DECADE AGO TWO THIRDS OF THEM
BELIEVED IN ASTROLOGY.
IT'S NOT GREAT EVIDENCE IN THIS ARTICLE FOR MARKETWATCH TO

THERE ARE THESE THINGS KNOWN AS METAPHYSICAL BOUTIQUES THAT
ARE AND HIP TRENDY AREAS THROUGHOUT THE COUNTRY AND THE
OWNERS HAVE SAID THAT THEY'VE EXPERIENCED AN UPTICK IN
CLIENTELE OVER THE LAST COUPLE OF YEARS ESPECIALLY AMONG NEW
YORKERS IN THEIR 20S SO THESE WORKSHOPS, THESE STORES OFFER
WORKSHOPS LIKE WITCHCRAFT 101,
ASTROLOGY 101 AND SPIRIT S…ANCE GOT
I'VE SEEN THAT.
TO BE FAIR, I'VE SEEN AN INCREASE IN SPIRITUALITY WHICH
IS A GOOD THING THAT I DON'T BEGRUDGE ANYBODY
SPIRITUALITY OF FAITH.
I JUST THE RELIGIONS ARE WRONG SO IF THEY'VE GOTTEN RID OF
RELIGION AND THEY HAVE A DIFFERENT FAITH OR SPIRITUALITY
AND IT'S THEIR OWN, GOD BLESS THEIR HEARTS.
MAYBE LITERALLY.
ON THE OTHER HAND, SOMETIMES IT TAKES SOME FORMS I DON'T
AGREE WITH.

THE STORY BECAUSE THE PEOPLE WHO AGREE WITH ASTROLOGY ARE

WAY AS I HATE WHEN PEOPLE THINK THEY KNOW YOU BASED ON WHAT

Trump calls for new action, not new money, to tackle opioid crisis - Duration: 7:51.
JUDY WOODRUFF: From President Trump today, a summons to battle opioid addiction.
He called for new action, but not necessarily for new money.
William Brangham begins our coverage.
DONALD TRUMP, President of the United States: As you all know from personal experience,
families, communities and citizens across our country are currently dealing with the
worst drug crisis in American history and even, if you really think about it, world
history.
WILLIAM BRANGHAM: President Trump, flanked by survivors, first-responders and family
members impacted by opioids, declared a public health emergency.
DONALD TRUMP: This epidemic is national health emergency.
Unlike many of us, we have seen and we have seen in our lifetimes, nobody has seen anybody
like what is going on now.
As Americans, we cannot allow this to continue.
It is time to liberate our communities from the scourge of drug addiction.
Never been this way.
We can be the generation that ends the opioid epidemic.
We can do it.
WILLIAM BRANGHAM: The president spoke at length of the severity of this crisis, which claimed
the lives of at least 64,000 people last year, has stretched the ability of first-responders
and filled treatment centers to capacity nationwide.
But the president also told a more personal story, about his own brother Fred, who died
after his struggle with alcoholism.
DONALD TRUMP: But he really helped me.
I had somebody that guided me.
And he had a very, very, very tough life because of alcohol, believe me, very, very tough,
tough life.
He was a strong guy.
But it was a tough, tough thing that he was going through, but I learned because of Fred.
I learned.
WILLIAM BRANGHAM: The administration today announced several initiatives.
The prescription drug Opana will be removed from the market because it's considered too
dangerous.
A key regulation will be changed to expand access to treatment facilities.
They will allow grants from the Labor Department and money for HIV/AIDS care to be used in
this fight.
And officials will be able to tap the Public Health Emergency Fund, even though that fund
has less than $60,000 in it.
No new money has been allotted by today's action.
Many say the president's declaration of a public health emergency is important, but
they note that it falls short of a more sweeping state of national emergency, which would give
the government far more flexibility to respond to the epidemic.
The president's own commission on this crisis, chaired by New Jersey Governor Chris Christie,
had urged that more comprehensive declaration earlier this year.
Christie today was still very supportive of the president's action.
GOV.
CHRIS CHRISTIE (R), New Jersey: What the president did today was historic and it is an extraordinary
beginning set of steps to dealing with this problem.
WILLIAM BRANGHAM: Minority Leader Nancy Pelosi said that without more robust funding, today's
action is simply not enough.
REP.
NANCY PELOSI (D-CA), House Minority Leader: Declaring an emergency means he can have access
to some funds, but the funds in that account are like $57,000, $58,000, so show me the
money.
WILLIAM BRANGHAM: Today's declaration lasts for just 90 days, but can be renewed indefinitely
by the president.
For the "PBS NewsHour," I'm William Brangham.
JUDY WOODRUFF: The state of Rhode Island has been especially hard hit by this epidemic
and has one of the highest overdose fatality rates in the country.
Gina Raimondo is the governor and a Democrat.
And she joins me now from Providence.
Governor, welcome to the program.
Thank you.
What does it mean to you that the president has declared this a public health emergency?
�MD+IT��MD-IT�GOV.
GINA RAIMONDO (D), Rhode Island: Well, good afternoon, Judy.
Good to talk to you.
This is a public health emergency.
It's a public health emergency here in Rhode Island.
Since I have been governor, I have done two executive orders on the matter.
And it is certainly probably the biggest public health crisis we face in America.
So, we can't do enough.
People are dying every day because of overdose deaths.
I'm sick and tired of going to funerals in my state of my friends' kids, family members
of people who I know.
Every day almost, I hear a story of this.
And we have to do more.
JUDY WOODRUFF: What is your understanding of what can happen now as a result of this
being declared a public health emergency that couldn't be done before?
GOV.
GINA RAIMONDO: You know, this has just come out, so it's little too soon to say.
What I will say, though, is to me it seems like too little too late.
This has been an emergency for some time.
What we really need is resources, Judy.
We know what works.
We have to do prevention and we have to get folks into treatment.
And so what the president should be doing if he really did care about these lives is
sending finances and funding to us on a local level so that we can get folks into treatment.
We know what works.
Like, here in Rhode Island, for example, we have been using our Medicaid expansion dollars
to provide medical assisted treatment to folks in prison, so they don't overdose and die
when they come out.
It works.
It's saving lives.
But if the president were serious about treating this like a crisis that it is, he would have
acted sooner, and at this point he would be providing some budget behind this priority,
because that's what we need.
JUDY WOODRUFF: Well, at the White House, officials are telling reporters that this is going to
put them in a position to urge the Congress to put more fun into this so-called Public
Health Emergency Fund, which they would point out has not been funded by the Congress for
years.
GOV.
GINA RAIMONDO: And that would be a good step.
That would be a good step, although, again, I would say we're past baby steps on this.
I mean, in a small state of Rhode Island, hundreds of people die every year because
of overdose.
And these are people in every zip code, of every socioeconomic status in every neighborhood.
Young people, kids in their 20s, are dying, and it could be prevented.
So I would say we need more money for prevention, more money for mental health.
We don't have nearly enough mental health facilities.
And more money for medical-assisted treatment.
And I don't think we can wait.
It's time for action.
People deserve action.
In the past two weeks, I have gone to three funerals related to this.
Enough is enough.
We're doing everything we can, and the president needs to do everything he knows how to do
to save lives.
JUDY WOODRUFF: Well, the president, I think, went out of his way today to say that this
is something that matters deeply to him personally.
He spoke about his own brother who died of -- having been diagnosed with alcoholism.
The president sounded like he's very determined to keep the focus on this.
GOV.
GINA RAIMONDO: Well, talk is one thing, but let's see action.
You know, as I said, people are still unable to get access to mental health services, either
because they can't afford it, they don't have insurance, or there's not enough capacity
in the system.
He mentioned today, for example, going after cheap fentanyl coming in from China.
Take action on that.
Fentanyl is killing our kids every day.
It's coming in from China and Mexico.
So, let's see some real enforcement.
And, again, just -- I'm just imploring him, put politics aside, imploring the Congress,
put politics aside, do the right thing, give the states not just flexibility.
Give us the finances that this country has, so we can save lives.
JUDY WOODRUFF: And time matters here?
GOV.
GINA RAIMONDO: Time absolutely matters.
Every day we wait, people lose their lives.
That is about the size of it.
So let's get to work.
