WHICH DECISION IS BEST.

NUMBER TWO, YOU MUST DEVELOP A COMMONLY HELD PHILOSOPHY

OF MANAGEMENT SO THAT, WHEN THERE

ISN'T AN APPROPRIATE MEASURE, WHEN THERE ISN'T A PRECEDENT

TO FOLLOW, THERE ISN'T A RULE TO LOOK AT,

YOU MUST KNOW THAT THE AUTONOMOUS LOCAL MANAGER WILL
