An Amtrak police officer has been charged with murder after fatally shooting an unarmed
man who had been spotted smoking marijuana outside Chicago's Union Station train terminal,
a police statement and court documents showed on Friday.
Laroyce Tankson, 31, shot Chad Robertson, 25, on Feb. 8 at around 8:40 p.m. local time,
the police statement said.
Robertson was transported to a hospital in serious condition and died on Wednesday.
Robertson, according to court documents, was traveling by bus from Memphis to Minneapolis
and was on a stopover in Chicago when the shooting occurred.
Tankson found Robertson, along with two other people, smoking marijuana outside the train
terminal but they stopped when Tankson asked them to and left, the court documents showed.
Tankson and his partner later stopped Robertson to search him, but Robertson ran.
Tankson responded by firing a lone gunshot at Robertson when he was 75 to 100 feet away,
according to the court documents.
Robertson, who was unarmed, was hit in the shoulder and the bullet lodged in his neck.
Bond for Tankson, who was placed on administrative leave after the shooting, was set at $250,000
at a court hearing on Friday.
His next court appearance was scheduled for March 9.
William Fahy, an attorney for Tankson, did not immediately respond to a request for comment.
Douglas Hopson, an attorney for the Robertson family, did not respond to a similar request.
Amtrak said in a statement that it was cooperating on the case with the Chicago Police Department
and the state attorney's office.
The Amtrak Police Department employs more than 500 sworn and civilian personnel the
department's website said.
Tankson had been an officer since 2015, court documents said.
The Amtrak police are a separate entity from the Chicago Police Department, which has been
at the center of multiple high-profile instances of excessive use of force.
Chicago police push for community assistance after deaths of three children
Glen Brooks, a Chicago Police Department area coordinator, stood in front of a sometimes
hostile crowd for the third time this week, calling on the community to help curb the
city's gun violence.
"There is an evil out here, if we do not organize and become powerful it will continue to spread,"
he said Thursday night, speaking in the parking lot of an auto parts store on the city's West
Side.
"It will continue to take our young men and turn them into something no parent could ever
imagine."
In the wake of three fatal shootings of young children — aged 2, 11 and 12 — in recent
days, the department held a series of interventions aimed at convincing those in violent neighborhoods
to become more involved.
The police also want to overcome years of mistrust that has led to hostility with the
city's minority communities, which see the police as having used excessive force against
its members for years.
Discriminatory policing practices in Chicago's minority neighborhoods have "eroded CPD's
ability to effectively prevent crime," a January report from the Department of Justice said.
The rate of solved murders in Chicago regularly lags the national average.
Neighborhoods on the city's South and West Sides, where the three children were shot
this week, are impoverished and plagued by unemployment.
Last year, Chicago, the nation's third-largest city, had a surge in violence that sent murders
to 762, the highest since 1996.
The children who died this week were three of the 74 people murdered so far this year,
a decrease from 82 in the same period last year, according to police.
The number of shootings has ticked up to 330 from 324 in the same period last year.
Police, and community activists, point to the arrest of Antwan Jones, 19, who turned
himself in and was charged with first-degree murder in the killing of Takiya Holmes, 11,
as an example of how quickly cases can be closed if people are willing to work with
law enforcement.
"We need the community to help us," Police Superintendent Eddie Johnson said after Jones'
arrest.
"In this case, they stepped up."
Police were assisted by community activist Andrew Holmes, who worked with other groups
and spoke to Jones' mother in an effort to convince him to turn himself in.
"They are not our enemy," Holmes said of the police in an interview with Reuters.
No plan to use National Guard for immigration enforcement White House
The White House on Friday said there was no plan to utilize the National Guard to round
up unauthorized immigrants, after a news report asserted that the proposal had been under
consideration by the Trump administration.
White House spokesman Sean Spicer told reporters he couldn't categorically say the move had
never been discussed anywhere in the administration.
The Associated Press reported the proposal to mobilize up to 100,000 National Guard troops
was part of a draft memo being circulated at the Department of Homeland Security.
Spicer sharply criticized the report.
"There is no effort at all to ... utilize the National Guard to round up illegal immigrants,"
he said.
"This is 100 percent not true."
David Lapan, a spokesman for DHS, said the department was "not considering mobilizing
the National Guard for immigration enforcement."
The AP said the draft memo, dated Jan. 25, had been circulating among DHS staff for about
two weeks and was addressed to the then-acting heads of the U.S. Immigration and Customs
Enforcement and U.S. Customs and Border Protection.
It reported the 11-page document called for an unprecedented militarization of immigration
enforcement on the states bordering Mexico - California, Arizona, New Mexico and Texas
- and also encompassed seven states contiguous to those four -- Oregon, Nevada, Utah, Colorado,
Oklahoma, Arkansas and Louisiana.
The AP said the memo was meant to serve as guidance to implement the wide-ranging executive
order on immigration and border security that President Donald Trump signed on Jan. 25.
A DHS official, speaking on condition of anonymity, said the memorandum obtained by the Associated
Press was an "early, early version" of a document being prepared by staff for Homeland Security
Secretary John Kelly.
Discussion of the National Guard was dropped before the memo ever made it to Kelly's desk,
the official said.
The memo being prepared for Kelly has not yet been finalized but is expected to be finished
soon, the official said.
Heavy rain and snow pound California, raising mudslide risk
Intense rain, heavy snow and strong winds lashed California and southern Oregon on Friday,
prompting the evacuation of more than a hundred homes threatened by mudslides near Los Angeles,
officials said.
As much as 10 inches (25 cm) of rain could fall at a rate of 1 inch (3 cm) per hour in
parts of Southern California on Friday, said the National Weather Service, raising the
risk of mudslides.
The severe storm could bring California's heaviest rainfall in six years, after months
of wet weather that has dramatically eased California's years-long drought.
The heavy rain and melting snowpack threatened to undermine a spillway at one of the largest
dams in the country, which prompted the evacuation of 188,000 residents earlier this week.
The city of Duarte, about 20 miles (32 km) east of Los Angeles, said it ordered residents
of 180 homes to evacuate given the potential for mudslides.
A forest fire charred an area above their homes last year, prompting concerns that heavy
rain could trigger mudslides where there is no vegetation.
Alberto Moreno, 34, piled sandbags outside his home on Friday after refusing to leave
the area.
"The neighbors are here so we're all basically going to help out each other if it comes down
to it," Moreno said.
Heather Malone, 44, another Duarte resident, said she was prepared to escape by car if
she saw "half the mountain coming down" near her home.
The downpours in other heavily populated areas of Southern California, including parts of
Santa Barbara and Ventura counties also recently hit by wildfires, could create the risk of
mud and debris flows there too, the weather service said.
Authorities have warned residents of an area west of Santa Barbara, where another wildfire
ravaged vegetation last year, to prepare to leave their homes quickly if ordered to evacuate.
Rain also battered parts of Northern California and southern Oregon and the weather service
had flood warnings in effect in both regions on Friday afternoon.
In higher areas of eastern California and western Nevada, as much as 2 feet (60 cm)
of snow could cause whiteouts, forecasters said.
Southwest Airlines Co (LUV.N) said it had canceled more than 250 flights in California,
as the storm caused disruptions.
Airports in Los Angeles, San Francisco and other parts of California had dozens of canceled
or delayed flights, according
to tracking website FlightAware.com.
