Waiting too long for rate hike is 'unwise': Yellen - Duration: 0:44.

The chair of the U.S. Federal Reserve says the central bank is on track to raise interest

rates... as growth remains stable and inflation continues to pick up pace.

Janet Yellen told Congress on Tuesday... that it would be 'unwise' to wait too long before

hiking rates.

She, however, was cautious not to clarify when the Fed will raise rates or on what basis

it will do so,... but markets are expecting a hike as early as March.

The Fed kept its interest rates near zero for nearly a decade and raised them in December

2015 and again a year later,... leaving the band in the half-a-percent to zero-point-seven-five

percent range.

Here's the deal, this is the future, this is the future of Pennsylvania.

And we all have a choice, in terms of whether we give them a chance to start their educational

experience off right or wrong.

I have presented a balanced budget that I don't have an increase in the personal income

tax.

There is no increase in sales tax.

And the reason for that is that I want to get that off the table.

What I want to get on the table, is to say, ok this is a priority.

I have proposed a $75 million increase in pre-k and early childhood education.

We have priorities that say we're going to really going to try to live within our

means, but we're also going to make investments, protect our investment, in these children,

in our future.

Because this is how Pennsylvania is going to grow.

So, I am really proud to sit, stand, with all of you, because you are going to make

my life better - by learning, by doing a really good job in school, and then by coming back

to Pennsylvania.

Introducing the ORIGO model for teaching skills - Duration: 1:26.

How can I best develop fluency of skills?

At ORIGO we use a four stage approach.

First, we introduce the skill using concrete and pictorial models.

Contexts are also used to help give meaning and relevance to learning.

The skill is then reinforced with games and activities

to help students internalize the thinking.

These additional experiences connect the visual models

to the symbolic representations of the practice stage.

This sounds like the missing link.

This is a critical stage that is often overlooked in traditional approaches.

In the third stage, the students begin to practice the skills with symbols.

The aim here is to develop accuracy and speed.

Be sure to practice frequently and in short periods

and take special care not to create unnecessary anxiety.

Finally, the students extend their skills to new situations that often involve greater numbers.

are more likely to develop fluency of skills over time.

Independent counsel files arrest warrant for Samsung heir apparent Lee Jae-yong - Duration: 2:09.

Turning our focus to the investigation into the massive corruption scandal gripping South

Korea.

In a huge development on Tuesday,... the independent counsel team requested yet another arrest

warrant for Samsung heir apparent, Lee Jae-yong.

The team is also expected to seek a 30-day extension to give itself more time to complete

its probe.

Hwang Ho-jun reports.

After a marathon questioning session the day before, the independent counsel team has filed

an arrest warrant for Samsung heir apparent Lee Jae-yong.

In Tuesday's briefing, the counsel's spokesperson gave few details about the 15-hour-long session,

but he did say,...

"The independent counsel will round-up the interrogation results and decide whether to

re-request an arrest warrant within a day or two."

But the team announced its decision less than four hours later.

They had initially requested a warrant for Lee Jae-yong's arrest on charges of bribery,

embezzlement and perjury after his first questioning session about a month ago, but that was rejected

by the court.

And according to observers, that's most likely why the independent counsel team has been

extra cautious because if the second warrant request gets turned down, the probe would

be dealt a serious blow.

With time running out, the independent counsel also hopes to question President Park Geun-hye

herself, but the spokesperson did not answer questions about how it plans to proceed on

that front.

He did, however, confirm, that the team will need more time than it was initially given.

The independent counsel had recently been asked in writing by the main opposition Democratic

Party of Korea and the minor opposition People's Party... about its stance on a possible extension,

to which the spokesperson said the team had replied that one would indeed be necessary.

Exactly two weeks from Tuesday, the independent counsel's initial mandate for the investigation

expires.While it's still unclear whether it will seek -- or be granted -- a 30-day extension,

the team says it will continue to do its best, as a matter of principle, to get to the bottom

of the corruption scandal.
